Jim, we appreciate As -built drawings and construction record binders (Phase B 12/22/21; Phase A 1/24/22). A few items: • Earlier this morning, visited Dubine Drive. o Dubine appears to have BM25 asphalt only —please confirm, and clarify with next As -built (photos, available). • Extensive `alligator' texture /wom appearance • Large aggregate (in asphalt mix) exposed at surface • Asphalt brittle at edges, fractured, lower than drive entrances • SAN MIR lid at cul-de-sac elevated —2" above base mix asphalt layer o Please ensure As -built pavement section identifies which streets have base, which have final asphalt. o Please revise pavement section caption, sheet 1: List Dubine Drive rather than Pine Knot Road. o Across Phase A, B As-builts, please use assigned street names, as opposed to Road A, E, Loop Road, etc. o Noted several street name signs quite high, unsure if this is a concern for VDOT: bottom of blade ht. =11'. o Phase A: • Please provide As -built pavement section for all Phase A streets, for comparison with construction records. • Please confirm whether Victor Place received 2" or 1" final asphalt. Design = 2" SM-9.5A. ( F&R report d. 8/17/2017 indicates 1" final asphalt, approx. entire length of Victor Place). • Inspection reports will include information above, and photos. CLARIFICATION: Construction binders also include reports for 2017, 2018, 2019 (review of binders nearly complete) —thanks, best, J. Tomorrow, however, additional email will follow. Paperwork you need will be sent tomorrow for bond reductions for Whittington Phase B. These are public streets. On basis of construction reports, site inspection (2/16-2/17/22), and work performed to -date, Engineering will recommend 80% reduction of each of three Phase B Whittington bonds. Phase A ROAD Plan bond is already at minimum value (reduced 80%, Oct. 2019), and cannot be reduced further ( may be released once VDOT punch list /county itemized items are complete, and once Phase A streets are accepted into the secondary system). Gregg, Thanks for your patience. Please accept this email notice that Engineering recommends 80% reduction in Whittington Phase B ROAD plan bonds (SUB2014001931. Note: there are 3 separate Phase B bonds, bond titles: Phase B-BI, Phase B (Phase 133), Phase B2&B4. Recommendation: reduce bonds 80%, as follows: B-B1: from current amount, $765,636 to $153,128 B, Phase E13: from current amount, $852,540 to $170,510 B, Phase B2&B4: from current amount, $513,830 to $102,766 Last, Albemarle received a ROAD Plan bond inspection request 1/31/22 for Whittington Phase A (SUB201100029; Also listed as SLJB201500116 in county system, with prior bond reduction listed there). In Oct, 2019, Albemarle reduced SUB201100029 ROAD plan bond 80%, the maximum reduction possible prior to Whittington Phase A street acceptance into the secondary system of highways. Additional reduction is not possible at this time. Since no Phase A review is required at this time, please remind at time of bond release request that fee paid with 1/31/22 request may be applied to future Phase A ROAD Plan bond release. Also, please contact Ryan Tinder, VDOT (cc:) to initiate public road acceptance procedure. Although VDOT is in receipt of 2015-2016 Phase A /Phase B Whittington construction documents (including CBR, subgrade compaction, utility trench compaction, base stone, BM25 base asphalt, pipe inspection (video) reports, recorded plats, As-builts, other data), VDOT awaits SM Charlottesville request for Whittington subdivision street acceptance into the state secondary system.
