[ Phase I, II, III ] [ Emergency Access ] Hi, Gregg, Attachments to 1/31/23 email below and 3/15 email are reliable guides to where we stand at Wintergreen Farm, with addition of item #2 below. An emergency connection between Redfields Road and Pfister Ave. cul-de-sac is required, as well as ped crosswalk striping on Redfields Road, per approved road plan. Each checklist (phase 1,2,3) may be helpful when we meet at Ipm today to discuss what remains to be built, reports to be delivered, or tests that may be required for VDOT acceptance of Wintergreen Farm, Eastern Ave., and Whittington public roads. Though I've not completely updated where things stand, I will try for that later today, regret delay, and appreciate your patience. Principal ROAD Acceptance items: 1. Pfister-Bleeker intersection (sight distance) 2. Construct emergency entrance to development: connect Redfields Road with Pfister cul-de-sac, per plan. [ Phase I, II, III ] Gregg, Thanks for speaking with me a few minutes ago. We appear to be at Max. bond reduction prior to acceptance for phase 1 and 2, Wintergreen Farm: bonds have been reduced 80% from original phase 1 /2 road bond amounts. Phase 3, with Pfister-Bleeker, has not been reduced. Also, we do not have any pending road plan bond inspection requests. We think it may be helpful to engage VDOT on topic of intersection /safe sight distance at the intersection (Bleeker-Pfister), as well as discuss acceptance of portions of Pfister that may connect with streets interior to Wintergreen Farm that may be in acceptable condition —that is, meeting minimum VDOT design standards. Last spring, Ridgetop Drive and Owl Creek Ct. (access via Mosby Mountain /Ambrose) appeared visually without defect, and in good condition to Albemarle. Whirlaway Dr., Cooper Court, Maroon Creek Court and Pfister from Sunset Drive Ext. to intersection with Maroon Creek Ct. likewise appeared without visual defect /in good condition. It seems certain of these streets may be eligible for acceptance by VDOT, if coordinated by SM Charlottesville with VDOT-Charlottesville. Ryan Tinder is point of contact with VDOT.
