Zoning Ordinance
Dear Mr. St . John:
Throughout the past several months I have been
discussing the provisions of the Flood Plain Ordinance
with the Zoning Administrator, the Planning staff and
others , in a casual manner . Now, with the appearance
of the Rivanna Water and Sewer Authority before the
Planning Commission for the purpose of obtaining site
plan approval for the long-awaited AWT plant , it is
apparent that the Flood Plain Ordinance does not fully
allow for the needs of such a facility.
The Engineer, in designing a sewage treatment
system, for obvious reasons employs the force of gravity
to the fullest extent practical. This inevitably leads
to the use of a site close to a river or creek. Treat-
ment facilities are set above flood levels but pumps
and other appurtenances frequently are located within
the floodway, and are designed so that the structure is
immune to damage by flooding. The proposed AWT facility
incorporates an existing treatment plant and interceptor
into its design. There is no practical way to relocate
a pumping station outside the floodway. However , the
pump station is not expected to have a measurable effect
on flooding, either to raise its level or increase the
velocity of flow. Similar situations can be expected
for the location of water pumps at some future time .
In order to allow for the desired design features
I suggest that the ordinance be revised to allow the
location of appurtenances of water and wastewater plants

within a floodway, by adding the following item to 9A-4
of the ordinance:
9A-4-4. Pump stations for water or wastewater with

their power supply and control devices ,
holding ponds and other appurtenances to
water or wastewater systems , or
whatever wording that may be needed in
order to obtain the objective.

29-00
IMPROVEMENT OF GROUNDS, ROADS
AND WALKS, GRASSING, LANDSCAPING, FENCING
29-00 GENERAL: The Contractor shall construct complete all
roads , parking areas , walks , steps , curb and gutter
sections , and drainage structures as shown on the Drawings
and specified herein; shall furnish and erect fencing
as shown on the Drawings and described herein; and shall
furnish all materials and perform all grading, grassing
and landscape work as specified herein.
The Contractor shall save and prevent from damage
all trees not in locations to be occupied by new work.
The Contractor shall be responsible for main-
tenance of all roads , plant roads , walks , curbs , gutters ,
etc. , both new and existing, during his construction
operations ; and the Contractor shall place all roads ,
walks , curbs , gutters , etc. , both new and those specified
to remain, in final acceptable condition in accordance
with these Specifications .
29-01 ROADS AND PARKING AREAS : A].l excavation, backfill, fill
and enBankment work sT all be performed in accordance with
the requirements of these Specifications .
Construction of subgrade , subbase , base , and finished
paving for roads , parking areas , work areas , and service
areas shall be as hereinafter specified. Types of finished
paving for roads , parking areas , work areas , and service
areas shall be as shown on the Plans and/or as specified
herein.
Subjrade for all roads , parking areas , work areas
and service areas shall be prepared in accordance with
VDUT Specifications Section 305 , using materials in place .
All depressicns shall be filled with approved material
compacted to same density as the remainder of the subgrade .
Soft places in the subgrade shall be excavated and
refilled with approved material or reinforced with gravel
or crushed stone so as to achieve the density specified
for compacted fill .

Subbase for all roads , parking areas , work areas ,
and service areas shall be constructed to compacted
thickness of not less than 6" and in accordance with
VDHT Specifications Section 309 . Materials for sub-
base shall be in accordance with VDIIT Specifications
Section 209 .
Base for all roads , parking areas , work areas , and
service areas shall be constructed in accordance with
VDIIT Specifications Section 309 . Compacted thickness
of base course shall not be less than 6 " ; and materials
for base course shall be in accordance with VDIIT
Specifications Section 210 , Type I.
Bituminous Surface Treatment shall be multiple
course type conforming to VDIIT Specifications Section 316 ;
and materials shall be in accordance with VDIIT Specifications
Section 211 . Number of courses shall be as indicated on
the Drawings and/or as specified herein . ff
Bituminous Concrete Pavement shall be constructed in
accordance with the requirements of VDIIT Specifications
Section 320 ; and thickness of pavement shall not be less
than 1 3/4" (approximately 200 pounds per square yard) .
Materials shall be as specified under VDIIT Specifications
Section 212 . Wearing surface shall be non-polishing,
or the Contractor, at his option may use a deslicking
mix for the wearing surface .
Portland Cement Concrete Pavement shall be con-
structed
in accordance with VDIIT Specifications Section
321; and materials for concrete pavement shall be as
specified under VDIIT Specifications Section 219 . Thickness
of concrete pavement shall not be less than 6"
Revaving over Existing Pavement shall be accomplished
by scarifying and crushing existing pavement; shaping ,
rolling, and crowning to suit existing road grade and
existing curb and gutter sections (leaving compacted surface
down within curb and gutter sections so as to accommodate
thickness of finished paving course) ; and constructing
bituminous concrete pavement as specified hereinabove
(minimum thickness 1 3/4") . Where now pavement is shown
to deviate from existing pavement or is shown to be wider.

base and base for new pavement shall be constructed as
specified hereinabove .

29-02 CONCRETE WALKS : Concrete walks shall generally be 4 '
Wide and 4 " thick unless otherwise shown on the Drawings
or specified herein. The walks shall be constructed
of Class A Portland Cement Concrete conforming to these
Specifications .
Expansion joints shall be located as follows :
1 . At points where the walk changes direction .
2 . At points where the walks are against other structures .
3 . Not farther apart than 90 ' on straight walks .
4 . At the top and bottom of steps .
The expansion joint and filler shall be 3/8" thick
and shall meet the requirements of ASTM D-1751. The edges
of the concrete at expansion joints shall be rounded with
an edging tool .
Contraction joints 1-11" deep shall be cut across
the walks with a grooving tool along lines not farther
than 6 ' apart.
Forms shall be made of wood or metal and their
depth shall be equal to the depth of the walks . The forms
shall be set to true line and grade and the forms and sub-
grade shall be inspected and approved by the Engineer
before any concrete is poured. The sub-grade shall be
damp but not wet when the concrete is placed.
As soon as the concrete is placed, it shall be
vibrated or spaded to secure a dense , homogeneous mass ,
and struck off with a straight edge . The surface of the
walks shall then be floated with a wooden float until
the surface is true . Later, after the concrete has taken
its initial set it shall be floated again . At this time
a light sprinkling of fine screened sand and cement mixed
dry in the proportions 1 part of cement to 1-1/2 parts
of sand may be used on the surface . A troweled finish
is not acceptable , but the floated finish must be true
and smooth .
All concrete walks shall be constructed on firm
compacted subgrade and on crushed stone base of compacted
thickness not less than 4" .

29-03 CONCRETE STEPS : Concrete steps shall be constructed
as ntegral portions of walk construction. Steps
shall be reinforced monolithic concrete , as detailed.
Concrete for steps shall be Class A in accordance with
these Specifications . Steps shall have abrasive non-
slip finish as specified elsewhere . Safety nosings shall
be provided in accordance with details on the Drawings .
29-04 CURB AND GUTTER: Curb and gutter sections shall be
constructed of Class A concrete to the dimensions shown
on the Drawings and in general conformance with the
requirements of VDHT Specifications Section 502 .
The forms shall be of wood or metal , straight and
free from warp and of sufficient strength , when staked,
to hold the concrete true to line and grade without
springing or distortion , and shall be sufficiently tight
to prevent leakage of mortar. All forms shall be cleaned
and oiled before concrete is placed against them.
Where radial curbing is shown to be constructed , the
forms shall be sufficiently flexible or otherwise designed
to rpovide a smooth uniform curved surface of the required
radius .
The curb and gutter section shall have tooled
contraction joints spaced not farther than 30 feet apart;
and shall have 1" preformed bituminous expansion joints
not farther than 90 feet apart . When the curb and gutter
section is constructed adjacent to or on rigid pavements ,
the locations and widths of joints shall coincide with
those in the pavement.
The subgrade for the curb and gutter section shall
be compacted to density as specified for road and parking
areas ; and, to insure the securing of a clean bedding
surface , a base course of crushed stone , not less than
2" compacted thickness , shall be placed to receive the
concrete curb and gutter section. Prior to placing
concrete, the forms and sub-grade shall be checked and
approved by the Engineers . The sub--grade must be moist,
but not wet, when the concrete is placed. Concrete placed
in forms shall be tamped, spaded or vibrated sufficiently
to produce a dense , homogeneous mass and to bring the
mortar to the surface . The spading and vibrating shall
be adequate to prevent honeycombing at the forms .

When the forms are filled, the concrete shall be
struck off with a template cut to the gutter surface
design . The concrete shall then be finished smooth
with a wooden float in a manner which will compact the
mass and produce a true , even top surface . Plastering
with mortar to build up or finish the gutter will not
be permitted nor will excessive troweling be permitted.
The forms shall be removed as soon as the concrete
has set sufficiently; but unless otherwise directed,
forms shall not be removed within 24 hours after the
concrete has been placed. Minor defective areas shall
be repaired.
Immediately after the finishing operation is
completed, the concrete shall be covered with burlap , which
shall be kept damp for at least five (5) days or as
directed by the Engineers . After the concrete has
hardened, spaces along the back of the curb shall be
backfilled to the required elevation with approved material.
29-05 DRAINAGE STRUCTURES : Drainage structures shall be
constructed in accordance with details shown on the Drawings .
Structures shall be of Class A concrete , or brick as
indicated on the Drawings .
Cast iron gratings or other castings shall be of type
and design as indicated on the Drawings . Iron castings
shall conform to the Standard Specifications for Gray Iron
Castings , ASTM Specification A48 , not less than Class 20.
Reinforced concrete drainage pipe and/or culvert
pipe shall be as specified under Section 20-00 , PLANT AND
YARD PIPING.
29-06 FINISH GRADING AND GRASSING: Topsoil shall be stripped
and stored as specified under Section 1-03 . As construction
work proceeds or after construction has been completed the
Contractor shall backfill around all structures , shall
accurately form all berms and slopes , and shall finish
grade the site in general conformance with the contours
shown on the Plans . By general conformance it is meant f
that surface of soil shall be shaped to conform to contours ,
but surface of sub-soil shall be left down approximately
4"-6" to accommodate thickness of topsoil layer.

Dear May Joy:
In answer to the comments in your letter of October 6 , 1977 ,
point by point:
1 . The Albemarle Co . Service Authority was contacted. Mr. Royce
Graham indicated that he would be satisfied with a copy of
those sheets showing water lines so as to locate a new meter.
This will be done at a later time suitable to the Albemarle
County Service Authority.
2 . All conditions on SP-373 have been met except that the
Emergency Overflow Lagoons are located below the 330 ' contour.
3. One copy of a 1"=50 ' site plan mark up as requested is
delivered with this letter .
4 . Rivanna Water & Sewer Authority is working with the County
Engineering Staff in order to fully determine the any con-
sequence of filling in land in the floodplain. A landfill
permit will be obtained by the Contractor who is awarded
the project.
5. A grading permit will also be obtained by the Contractor who
is awarded the project.
6. In talking to Mr. Royce Graham, this was not necessary, how-
ever, we will furnish the Albemarle Co. Service Authority
with a set of plans showing water lines .
7 . A plat developed in 1967 is submitted and correctly shows the
boundary lines .
8 . The landscape plan has not been finished at this time , however,
it is comprehensive in nature and will be maintained and
replaced as necessary. The landscape plan will be submitted
to the County Planning Office for approval as soon as it is
received.

9 . Pavement Specifications are not available at this time, how-
ever, they will be submitted to the County Engineering Dept.
for approval as soon as they are received.
10 . Outdoor lighting on the site will be necessary for safety
precautions . Site lighting will consist of pole lights
similar to street lighting fixtures and lights near treat-
ment units where operators are required to work.

Dear Ashley,
The roadways at the proposed AWT plant will be of three types
and each is designed for a different function. They are listed
below:
1 . Concrete Pavement : Certain roadways and driveways will
carry heavy loads such as chemical delivery trucks, sludge
hauling trucks , maintenance equipment etc .
2 . Bituminous Pavement: Roadways which are subject to normal
traffic and parking areas .
3 . Surface Treatment: Roadways subject to intermittent use,
such as on the top of the emergency holding pond berms .
In discussing the roadways with the Engineer, Paul Krebs , he points
out that all roadways are in conformance with VDH$T Specifications .
He will send us a copy of the proposed specification for the
road for your approval .
Drainage plans on the site will be shown on the site plan sub-
mitted to the Planning Commission, however, if you wish to
review this prior to the meeting, please come by our office
and look at the plans .

of Lewis Hill Drive with Route 678 has been constructed under permit and is complete.

4. Hollymead Planned Community - Revised Plan - Off Route 1520. These
proposed changes would decrease the impact on the highway facilities in this area.
5. James W. Gercke Site Plan - Route 656. A twelve (12) foot wide de-
celeration lane leading to one standard commercial entrance would be required.
Drainage would have to be accommodated in a proper fashion, either shoulder and
ditch or curb and gutter. I believe a later site plan than the one dated September
20th, 1977 has been submitted shifting the entrance towards Barracks Road. This would
be acceptable to the Department of Highways. •
6. Floyd Dates Dance Hall and Restaurant Site Plan - Route 647. A com-
mercial entrance was issued at this location approximately two (2) years ago. We
have no further comments.

7. Wilder Tract Final Plat off Cottonwood Road - Route 631. This site
plan is submitted as a final plat although road plans have not been submitted. At
such times as road plans are developed internal sight distance, drainage, and drainage
easements will be checked.

Dear Mary Joy:
Enclosed please find ten copies of a sketch which shows the
approximate property lines for the AWT Plant site , outlined
in green. Also delivered to you are eight copies of a topo-
graphic layout of the site .
The project site area equals 49. 52 acres . A check for $139 . 52
is also enclosed as the site plan review fee .
A topographic map similar to the eight copies delivered will
be prepared for presentation to the Site Plan Review Committee
and the Planning Commission. It will show all the required
information that the Zoning Ordinance calls for. A landscape
plan will be developed by the consultant in the near future
and will be submitted to the Planning Department for approval.
Access to the site will be on Franklin Street close to the
existing Moores Creek Treatment Plant engrance .
There is a minimum 60 foot buffer zone around the plant
consisting of trees and brush. This includes the Interstate 64
side of the Plant Site . A grading permit and erosion control
permit will be obtained by the contractor selected to do the
actual construction of the treatment plant .

When the forms are filled, the concrete shall be
struck off with a template cut to the gutter surface
design. The concrete shall then be finished smooth
with a wooden float in a manner which will compact the
mass and produce a true , even top surface . Plastering
with mortar to build up or finish the gutter will not
be permitted nor will excessive troweling be permitted.
The forms shall be removed as soon as the concrete
has set sufficiently ; but unless otherwise directed,
forms shall not be removed within 24 hours after the
concrete has been placed. Minor defective areas shall
be repaired.
Immediately after the finishing operation is
completed, the concrete shall be covered with burlap, which
shall be kept damp for at least five (5) days or as
directed by the Engineers . After the concrete has
hardened, spaces along the back of the curb shall be
backfilled to the required elevation with approved material.
29-05 DRAINAGE STRUCTURES : Drainage structures shall be
constructed in accordance with details shown on the Drawings .
Structures shall be of Class A concrete , or brick as
indicated on the Drawings .
Cast iron gratings or other castings shall be of type
and design as indicated on the Drawings . Iron castings
shall conform to the Standard Specifications for Gray Iron
Castings , ASTM Specification A48 , not less than Class 20 .
Reinforced concrete drainage pipe and/or culvert
pipe shall be as specified under Section 20-00 , PLANT AND.
YARD PIPING.
29-06 FINISH GRADING AND GRASSING: Topsoil shall be stripped
and stored as specified under Section 1-03. As construction
work proceeds or after construction has been completed the
Contractor shall backfill around all structures , shall
accurately form all berms and slopes , and shall finish
grade the site in general conformance with the contours
shown on the Plans . By general conformance it is meant
that surface of soil shall be shaped to conform to contours ,
but surface of sub-soil shall be left down approximately
4"-6" to accommodate thickness of topsoil layer.

All areas within the plant site , and within the tree
barrier, not occupied by structures , buildings , roads ,
walks , paved areas , riprap, etc. , shall be finish graded
and grassed. All cut banks , slopes , or other areas
outside of the construction area that have been disturbed
- by the Contractor' s construction operations shall also
be graded and grassed or otherwise restored as specified
herein.
Before placement of topsoil the sub-soil shall be
loosened to depth of not less than four (4) inches but
not greater than eight (8) inches ; and the surfaces
shall be cleared of all rock three (3) inches or larger
in size , all construction debris , or other objectionable
material. The topsoil, previously removed and stored,
shall then be placed over the prepared subsoil. The
loose depth of the topsoil shall be sufficient to allow
for natural settlement, so that after such settlement
has taken place the surface of the topsoil layer will
conform to the finished elevations and contours shown on
the Drawings . After placement of topsoil the surface
shall be raked to remove clods , stones over one (1)
inch in diameter, brush, roots , construction debris ,or
other objectionable material.
Should the stockpile of topsoil not be adequate for
supplying the quantities of topsoil required for
preparation of the plant areas described hereinabove ,
the Contractor shall furnish, at his expense , topsoil
from other sources to meet any deficiencies .
After placement of topsoil the Contractor shall
immediately proceed with the grassing work . Grassing
work shall consist of soil preparation, furnishing and
spreading fertilizer, furnishing and spreading mulch,
and furnishing and sowing seed. All materials used shall
conform to requirements of Specifications of Virginia
fDbpartment of Highways and Transportation. The section
numbers given hereinbelow are those of the Virginia
Department of Highways and Transportation, Road and
Bridge Specifications , July 1974 .

Seed mixture shall be as follows :
Kentucky #31 Fescue - 83 Lbs/Acre
Kentucky Blue Grass - 2 Lbs/Acre
Foxtail Millet - 10 Lbs/Acre
Lime shall be uniformly spread over all areas to
be seeded immediately prior to soil preparation. Rate
of application of lime shall be two (2) tons per acre .
Liming shall be accomplished by use of any approved method.
Soil preparation shall be performed immediately
prior to seeding, and shall consist of loosening of the
soil by discing, harrowing or other approved methods . On
areas having a slope of 3: 1 or flatter, the soil shall be
loosened to a depth of approximately three inches (3") ;
and, on slopes steeper than 3: 1, the soil shall be merely
roughened to a depth of approximately one inch (1") . All
clods , loose stones , and other foreign materials which
are larger than 3" in any dimension shall be removed. All
gullies and washes that develop in the loosened soil
prior to seeding shall be repaired. Seeding shall immediately
follow soil preparation so as to avoid both compaction
and/or wash by heavy rainfall and crust formation by sun-
baking. Seeding will not be permitted on hard or crusted
soil surfaces . .
Fertilizer shall be uniformly applied to the desi3nated
area at the time of seeding; and rate of application shall
be 800 Lbs . 10-20-10 per acre .
Fertilizing shall be performed using any approved
method. If liquid fertilizer should be used, it shall be
kept agitated during application and shall be applied in
amounts sufficient to provide the same value of nutrients
per acre as that specified for dry fertilizer. Should
the Contractor elect to use liquid fertilizer in a
hydroseeder, the material shall be applied on a poundage
basis , mixed with the same volume of water that would
be used with dry fertilizer .
Seeding shall consist of uniformly sowing seed ,
spreading fertilizer, and spreading mulch on the areas
prepared as specified herein, and at the rates specified
herein . The cost of mulch shall be included in the cost
of soil preparation, seeding and fertilizing.

FIydroseeding will be permitted when approved equip-
ment is used and all mixtures are constantly agitated
from the time that they are mixed until they are finally
applied to the seed bed. All such mixtures shall be
used within eight (8) hours from time of mixing.
Nozzles or sprays shall not be directed toward the ground
in such a manner as to cause erosion or runoff.
When hay or straw is used for mulch, it shall be
spread over all seeded areas at the rate of approximately
two (2) tons per acre; and shall be applied to a uniform
depth, by an approved method, and in such a manner that
not more than ten (10) percent of the soil surface is
exposed. The use of wet hay or straw will not be permitted.
Mulch shall be applied within 48 hours after the seeding
operation. Mulch shall be anchored to the seeded surface
by spraying with asphalt; by discing or punching the
mulch partially into the soil; by use of approved netting;
or by use of other methods and/or materials approved by
the Engineer. The Contractor may use more than one method
on the project. In the event that asphalt should be used ,
it shall be applied in such a manner that uniform
distribution is obtained and that a rate of not less than
60 gallons per ton of mulch is obtained.
When wood cellulose fiber is used for mulch, it shall
be applied at a rate of approximately 1500 pounds (dry
weight) per acre and in such a manner that uniform distri-
bution is obtained.
It shall be the responsibility of the Contractor to
secure a satisfactory stand of grass of such uniformity
and cover as to present the appearance of a finished
lawn; to maintain all seeded areas until final acceptance
of the work ; to restore or replace any portion of the
grassing work that is found to be defective , which results
in an unsatisfactory stand of grass , or which becomes
damaged prior to acceptance of the work . The responsibility
of the Contractor shall continue to the following extent :
should all other work at the plant site have been
completed and accepted, and should the Contractor have
removed all forces and equipment from the plant site ,
he shall nevertheless , in the event of failure or partial
failure of the grassing work, be obliged under the terms
of the Bond given to the Owner to return such forces and
equipment to the plant site as are necessary to insure •
the satisfactory completion of this item of work under
the Contract.

29-07 LANDSCAPING: Landscaping work, when specified to be
included under this Contract by mention under the Section
of these Specifications setting forth "SPECIAL INSTRUCTIONS
TO CONTRACTORS" , will be paid for by a stated allowance
for landscaping set forth in the PROPOSAL FORM.
Should the landscaping work be specified to be
included under this Contract, the Engineers will furnish
to the Contractor preliminary sketches indicating the
desired planting and setting forth the tree and/or
shrubbery schedule .
Holes for setting trees and/or shrubbery shall be
excavated to a depth of at least 2 ' below the bottom of
the root system; and holes shall be such width (or diameter
as will provide 2 ' clearance outside of root system.
Space below root system and around root system up to
top of ground shall be filled with fertilized top soil .
Each tree , shrub, or plant shall be so set that, after
the fill earth in the hole has been settled and compacted
by water saturation, the planting line (bole or top of
root system) is approximately level with surrounding
ground.
All trees and shrubbery shall be planted in accordance
with the best established practice , and during the season
of the year most favorable for planting the trees and/or
shrubbery specified. All stock shall be healthy, first
grade , disease resistant to the extent available on the
market, properly transplant, and set. All planting shall '
be watered, protected, and tended for a period of sixty
days by experienced nursery workment. Any shrubbery or
trees lost (dying) or not evidencing healthy , satisfactory
growth within a period of one year shall be replaced at
no cost to the Owner.
29-08 FENCING: The Contractor shall furnish and erect fencing
complete with transition sections driveway gates, man-
gates , and concrete post anchors . The existing plant
site and the new plant site shall be separately fenced
as shown on the Drawings . Transition sections shall be
provided at sudden changes in slope and at vertical
rises . Erected height of fence shall be increased as
required at such locations so as to provide security equal
to that afforded by run of fencing of standard height.

Details of transitions shall be submitted to Engineers
for approval . Standard fencing shall stand 7 ' -0" high
when erected, including additional l' -0 " height provided
by extension arms and barbed wire .
Fence fabric shall be chain-link type , 2" uniform
square mesh, woven from No. 9 steel wire helically wound
and interwoven in such a manner as to provide a continuous
mest without knots or ties except in form of knuckling
or of twisting and barbing the ends of wires to form the
selvage of the fabric (knuckled at one selvage and
twisted and barbed at the other) . Fabric shall be hot-
dipped galvanized after weaving with zinc ASTM Specifi-
cation B 6 , and in accordance with ASTM A 392 , Class 2
weight. Fabric shall conform to ASTM A 392 , and coated
wire shall have minimum breaking strength of 1290 pounds/
foot.
Fence framing, including posts , rails , braces ,
fittings , post caps and tops , connector straps and bands ,
etc. , shall be steel, hot-dipped galvanized in accordance
with the following: tubular posts and braces , ASTM A120 ;
shaped posts and braces , ASTM 123 , castings and miscellaneous
hardware , ASTM 153. Post tops shall be provided with
extension arms carrying 3 lines of barbed wire , 4-point
pattern with extension arms set 45° out and top of arm
l' -0" above top rail. Barbed wire shall conform to
ASTM A121, with Class 2 galvanizing.
Top rails shall not be less than 1-1/4" (1. 66" O.D. )
standard weight pipe or 1-5/8" x 1-1/4" roll-formed sections .
Top rails shall pass through intermediate post tops , forming
a continuous brace within each stretch of fencing, and
shall be securely fastened to corner posts or terminal
posts .

of 9 " and minimum depth of 36" . Line posts shall be
evenly spaced not more than 10' apart. Receptacles to
receive center plungers of driveway gates shall be
monolithically cast in concrete blocks at least 9 "
square x 12" deep.
All gates shall have positive type latching devices
with provisions for padlocking; and driveway gates shall
have center plunger rod, catch, and semi-automatic outer
catches .

SUBJECT: Review of Site Plan Application - Rivanna
Water and Sewer Authority - A.W.T . Plant
Since writing my report on the A.W.T . Plant site, another
alternative has been suggested by Mr. George Williams . He pro-
poses a channel change adjacent to the Emergency Holding Ponds
which would widen the existing channel sufficient to compensate
for the reduction which the holding ponds would require .
A cursory examination of the drawings and cross-section
indicates that such a channel widening is feasible from an
engineering standpoint. Easements would have to be secured and
a permit from the U. S. Corps of Engineers . However, this option
appears to have much merit and should be allowed further study.
