Re: SDP202300007 Center Church Major Site Plan Amendment - Review Comments
The County of Albemarle Planning Division will grant or recommend approval of the plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
1. [35.1(i)] The applicant must submit payment of the $448.00 notification fee prior to approval of the major
amendment.
2. [32.5.2 (a)] Please revise the title on the cover sheet so that it states the application number, SDP202300007.
3. [32.5.2 (a)] Albemarle County GIS identifies the entire site as TMP 061WO-01-OA-00200, which measures 1.65 acres.
Please explain why the existing conditions drawing identifies separate parcels "Lot 5A-1, Lot 5A2, and Parcel X." If
those were previous parcels of record that have been combined, please revise the drawings so that references to those
parcels and their boundaries are not made. The site should just be labeled as TMP 061WO-01-OA-00200, with the
acreage and most recently recorded instrument number (Deed book and page).
4. [32.5.2 (b)] Please see attached Engineering Division comment #4. Ensure that the plans show the Managed Steep
Slopes Overlay District in the correct locations as visible in the County GIS.
5. [32.5.2(n)] Please update the labels for the new proposed parking spaces so that it states their dimensions.
6. [32.5.2 (n)] Is the dumpster pad existing or proposed? See attached Engineering Division comment.
7. [32.6.2 (b)] Please see attached ARB comments. All ARB comments must be addressed prior to approval of the major
amendment.
8. [32.6.2 (g)] Please show all proposed new easements for stormwater, drainage, and water/sewer utilities. If any new
easements are proposed, an easement plat application must be submitted, reviewed, approved, and recorded prior to
approval of the site plan.
a. Once the easement plat is recorded, all new easements should be labeled to identify the easement type,
dimensions, and recorded instrument number of the recorded plat and any associated deeds of easement.
9. [32.7.2.1] Prior to approval, all VDOT comments must be addressed. Please see attached VDOT comment letter.
10. [32.7.3] Pending completion of the Inspections Division review, additional ADA accessible parking spaces may be
needed in the new lot.
11. [32.7.4.1] Approval of a WPO application is required prior to final site plan approval. See attached Engineering review
comments for further information.

12. [32.7.9.6] The site plan is proposing 120 total parking spaces. The required parking lot tree note on Sheet L106 states
that only 90 spaces are proposed and 9 trees required. 120 spaces required 12 total trees. Please revise the calculation
and add 3 trees to the parking area.
13. [32.7.9.9 (a)] Add a note to the landscaping plan stating "All landscaping shall be installed by the first planting season
following the issuance of the first certificate of occupancy within the development, or a phase thereof."
14. [32.7.8] Please address the following on the lighting plans:
a. [4.17.4 (b)(1)] Add a note to the lighting plan stating "The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle."
b. [4.17.4 (b)(1)] Add a note to the lighting plan stating "All outdoor luminaries emitting 3,000 lumens or greater
shall be equipped with a full -cutoff fixture."
c. [4.17.4 (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of the amount of lumens,
shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent
roads."

The Center Church Parking Lot Addition Major Amendment has been reviewed by engineering. The
following comments will need to be addressed before approval:
1. WPO202300010 plan must be approved and bonded before final site plan can be
approved.
2. The professional seal should be signed and dated.
3. [Sheet L100] SDP on cover sheet title should show SDP202300007.
4. [SheetL 102] Please ensure the managed slopes match those shown on the County GIS.
See below in yellow:
5. Please ensure all labels and details are applicable. The underground detention is labeled
as Brentwood system, storm tank, and storm trap. Also, there is a detail that says rain
garden, however a rain garden is not evident on the plans.
6. Slopes steeper than 3:1 should have landscaping specified that can handle steep slopes.
7. Please note that a building permit and engineered drawings will be necessary for the
retaining walls since they are over 3'.
8. Please show all proposed easements, including SWM facility and drainage.
9. Please show sight distance lines and profiles for the entrance.
10. Entrance radius should be a minimum of 12.5'. This one is shown as 5'.
11. Is the dumpster pad existing or proposed? It is shown as existing, but there is a detail on
Sheet L107 for dumpster pad as if it would be proposed.

1. Add the standard mechanical equipment note to the plan: Visibility of all mechanical equipment from the Entrance Corridor
shall be eliminated.
2. Add a note to the lighting plan clarifying that the 20' fixture height includes any bases that may be proposed.
3. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts
and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one half footcandle.
4. Revise the landscape plan to more closely meet the landscaping requirements: 4 interior parking lot trees, perimeter parking
lot trees spaced 40' on center, trees along sidewalks spaced 25' on center.
5. Limit the number of proposed plants for any one species to 25% of the total proposed for that plant type (tree, shrub).
6. Consider replacing the inkberry holly with a non-invasive species.
7. Add the standard plant health note to the plan: All site plantings of trees and shrubs shall be allowed to reach, and be
maintained at, mature height, the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to
support the overall health of the plant.
8. Show tree protection on the grading, landscaping and E&S plans for all trees to remain (trees along southern and rear
property lines).

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Waterstreet Studio, dated 19
December 2022, and find the following:
1. Sight lines for 35 mph should be shown on plan view.
2. No parking is allowed within the sight triangles.
3. Show distances to existing entrances.
4. What is the purpose of the zig-zag sidewalk and truncated domes?
5. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
6. Please provide a comment response letter with each submission after the initial.
