Dear Cameron,
On behalf of 0 Marchant LLC we offer the following responses and plan revisions to comments on the
Initial Site Plan dated November 4, 2022. We have incorporated all comments into the Final Site Plan,
and our responses are in bolditalictertbelow each comment.
Planning —Cameron Langille
>2.4.2.1 (f)] The $448.00 notification fee has not yet been paid. This fee must be paid prior to
=riday, November 4, 2022 in order for the initial site plan to be approved.

2. [32.5.2 (i)] The plan identifies the segment of Marchant Street that border the property on
the west and southwest as a private street, per plat recorded in DB 403 page 592 and DB
5040 page 24. That plat notes "Dedicated for street purposes, 50' wide" The County has
evidence that the land within the ROW that is the 50' closest to the property boundaries of
TMP 07800-00-00-021HO is owned by the County, and improvements are permissible in that
area. However, there appears to be approximately 50' of land on the west side of TMP 07800-
00-00-021QO with uncertain ownership. The site plan proposes improvements to the
travelways within that area. Please address the following:
a) Please revise the callouts for Marchant Street so that the label states "private" street.
b) Provide evidence or documentation that the property owner has permission to construct
improvements from the owners of the land located outside of the 50' Marchant Street
right-of-way as noted above.
The labels for Marchant Street call it out as a Private 50,ROW.
The ownerhas supplied me with a letter from his attorney to provide to the Countyjusdfying
his improvements to Marchant Street. Please see attached.
3. [32.5.1(c)] Please label all existing and proposed contours. State the source of the
topography as a note. See Engineering Division comments for further information.
Existing contours are now labeled. The source of the surveyis listed on the leRhand side of the L I N E +
Cover Sheet (Commonwealth Land Surveying, LLCdated 07/14/2022).
4. [32.5.2 (a)] On the cover sheet, please revise the proposed use type so that it states a use as
defined under Section 18-26.5 of the Zoning Ordinance. This use appears to qualify as
"industrial office."

The use on the coversheet has been updated to 'Industrial office.'
5. [32.5.2 (a)] Per Section 18-26.5 (c) of the Zoning Ordinance, there is a required 30' use buffer
within the property adjacent to Pireus Row because the adjacent parcel is zoned R4
Residential. Please label the 30' buffer on the site plan, and verify that no construction
activity, grading, or vegetation clearing will occur within the 30' use buffer.
This 30 ft bufferis now shown on the plans it is also noted on C2.0 that no construction
activity, grading, or clearing shall occur within 30 ft use buffer.
6. [32.5.2 (a)] Please state the deed book and page number for the most recent recorded
instrument (plat, source of title, etc.) for TMP 78-21Q as a note on the cover sheet.
The instrument number is now included in the Project Summaryon the coversheet,
underneath the ownership information.
7. [32.5.2 (a)] On all applicable sheets, please revise the parcel callouts that use "PID" and
replace with Tax Map Parcel (TMP).
These parcel callouts have been revised to say "TMP.'
8. [32.5.2 (a)] Please show the dimensions for all property boundaries and state the source of
the survey.
The dimensions are/were included on ad sheets —if there is still an issue please email me
(kmoon@line grade.com). The source of the survey is listed on the lefthandside of the Cover
Sheet (Commonwealth Land Surveying, LLCdated 0711412022).
9. [32.5.2 (a)] Please identify locations of Managed Steep Slopes within the property.
These are identified on both the Site Plan and Grading Plan, but can best be seen on the
grading plan (the hatch is turned off on the site plan so that the pavement hatching can be
distinguished). it is the lighter hatch that makes up about half of the property.
10. [32.5.2 (b)] On the cover sheet, please state the maximum floor area ratio and lot coverage
for industrial use.
This information is now included in the Project Summary, under Building Footprints'and 'Land
Use.'
11. [32.5.2 (j)] Please show all existing water, sewer and drainage facilities and easements within
the property. Label easements by type, state dimensions, and state the recorded instrument
number that created the easement.
All known easements picked up by the surveyor are shown on the plans and labeled with DB
and PG.
12. [32.5.2 (i)] Please see Fire Rescue comments regarding required travelway widths. Please
label widths of all travelways within and adjacent to the site and ensure that they meet
minimum width requirements as specified by Fire Rescue.
Travelway widths are now labeled, and l believe they comply with Fire Rescue requirements
based on their comments.
13. [32.5.2 (i)] Per the plat recorded in DB 5040 page 24, the width of Marchant Street is 50'

but the site plan indicates that it is 14' wide. Please verify and clearly label the boundaries
of the Marchant Street right-of-way on the plans.
GRADE
The 14'label was meant to indicate that the road in that area is 14 ft wide, not the right of
way. There is now a separate dimension on Sheet C2.0 that calls out the ROW width.

14. [32.5.2 (n); 4.12.15 (g)] Curb & gutter is required along the perimeter of the proposed parking
spaces adjacent to all pedestrian walkways. Please show this on the final site plan and include
a construction detail for the curb and gutter. See Engineering Division comments for further
information.
Curb is now provided adjacent to the pedestrian walkway under the building.
15. [32.5.2 (n)] Please provide a construction detail in plan and profile view for the proposed
dumpster enclosure. Label dimensions, materials, etc. on the detail.
These details are now included on Sheet CZI.
16. [32.5.2 (n)] Please label all proposed surface materials for internal vehicular travelways,
parking areas, and pedestrian facilities.
All surface materials are now labeled on C2.0.
17. [32.5.2 (n)] Please clarify the proposed building footprint on the layout drawings, as the
symbology is currently difficult to differentiate from the improvements proposed in the
parking deck. Additionally, please identify where the required 15' stepback will be provided.
This is tricky to show clearly. l have added a Building Preview'to the coversheet with most of
the text turned off to try to clarify. The entire shaded area is the building footprint, per our
legend on C0.2. There will beground level paniing, and the first floorstarts above the parking.
The 15'stepback is shown with a dashed line and is dimensioned on COO and C2.0. Please
note that one more story has been added for a total of4 stories. Only the fh story will be
stepped back l previously misread the requirements which state that anystory that starts
above 40 ft or3 stories shall be stepped back 15 ft. The third storywill start below 40 ft.
18. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section
32.6 of the Zoning Ordinance.

19. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be
submitted, reviewed, and approved. See Engineering comments for further information.

20. [32.7.4.1] Prior to final site plan approval, an easement plat application must be submitted,
reviewed, approved, and recorded for all proposed stormwater and drainage easements.
Prior to approval of the final site plan, all stormwater and drainage easements created by the
easement plat will need to be shown, labeled, and identified as public/private, state the
width/size of the easement, and state the recorded instrument umber of the plat that created
the easements.
Acknowledged There are no proposedstormwater or drainage easements.
21. [32.7.5] Prior to final site plan approval, an easement plat application must be submitted,
reviewed, approved, and recorded for all proposed water and sewer easements. Prior to r
approval of the final site plan, all water and sewer easements created by the easement plat L I N E
will need to be shown, labeled, and identified as public/private, state the width/size of the
easement, and state the recorded instrument umber of the plat that created the GRADE
easements.

22. [32.7.8] If any outdoor lighting is proposed, please provide a lighting plan that complies with
all requirements of Section 32.7.8 and 4.17 of the Zoning Ordinance.
A photometric plan is now included on Sheet C5.0 for the lights under the building in the
parking area. No other building lights areproposed.
23. [32.7.9] The final site plan will need to include a landscaping plan that meets the following
requirements:
a) [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met.
b) [32.7.9.6 (a)] Parking landscaping requirements. An area of at least five percent of the
paved parking and vehicular circulation area shall be landscaped with trees or shrubs.
Neither the areas of street trees and shrubs required by sections 32.7.9.5 nor shrubs
planted between a parking area and a building on the site shall be counted toward the
minimum area landscaped area for a parking area.
c) [32.7.9.6 (b)] One (1) tree must be provided per every 10 parking spaces provided.
d) [32.7.9.7 (a) (2)] Screening must be provided adjacent to Pireus Row for the parking
spaces visible from that street.
e) [32.7.9.8] Minimum tree canopy of 10% must be provided within the site. Provide a
calculation of the tree canopy area provided, and state the tree canopy area proposed.
f) Provide a landscape schedule identifying the following information for proposed
landscaping: state the species name, common name, quantity, size/height at time of
installation, canopy area per species, and total canopy area for each species of
landscaping material provided.
g) All proposed landscaping must be tree and shrub species specified on the Albemarle
County Recommended Plants List.
h) Canopy figures for all species can be obtained from the Plant Canopy Calculations list.
i) Add a note stating "All landscaping shall be installed by the first planting season following
the issuance of the first certificate of occupancy within the development, or a phase
thereof."
j) Add a note stating "All landscaping and screening shall be maintained in a healthy
condition by the current owner or a property owners' association, and replaced when
necessary. Replacement material shall comply with the approved landscape plan"
The plans meet the landscape requirements outlined above, all shown on pages C4.Oand C4.1.
The notes are Included on C4.0.
Engineering — David James
1. Land disturbance appears to be over 10,000 sf. Please submit a VSMP application. The WPO
plan will need to be approved and bonded prior to final site plan approval.
The bu//ding footonnt has been reduced such that site disturbance can reasonablyremam
below 10,000 sf; therefore, no VSMP has been provided.
2. C1.0: Show existing utility easement widths, etc. with instrument # or deed book and page.
All known utility easements provided by the surveyorare shown with DB and PG.
3. C2.0: Show stationing of Marchant Street.
The profile of the road is not changing, so / do not thinkstationing is necessary. We can L I N E
show it with the nextsubmiss/on Ifyou still think necessaryforsome otherreason.
4. Provide street cross-section(s). Provide profile if there will be water/sewer utilities crossings GRADE
or significant grade changes.

A typical section is now provided on Sheet C2.1 to detail the area where the roadway is being
expanded. Note that this plan is mostly calling for repaving of Marchant Street and not
actually regrading or changing the road. No profile is provided for the road as the centerline of
Marchant remains unchanged. Only the sides of the road being expanded are beinggraded.
5. Specify pavement material types and dimensions.
Pavement material types and dimensions are labeled on CZO. The pavement sections are
included on Sheet C2.1.
6. C3.0:
a) Parking where (3) spaces are exceeds 5% max slope.
The parking area has been revised such that no parking spaces exceed 5%slope.
b) Show road grading/contours.
The road will not be regraded, just repaved. Thegrading shown is the limits of proposed
grading on the road.
c) Survey and show existing contours on south end of site. Tie-in proposed grading.
A newsurvey was completed to fill in the missing topography. Pruposedgrading is now tied in.
7. Show curb and gutter for the parking area.
Curb andgutter are now shown for the parking area. Note that only curb is shown beneath the
building, as watris actually flowing away from the curb and no gutteris needed. Also, the
entire area under the building will be concrete.
8. Show curb and gutter for the street or ditches.
A waiveris provided along with this plan to request that this requirement be removed for
MarchantStmet, as water currentlysheet flows over an existing turf hillside. We propose to
add vegetation along this hillside and release a volume of water that will not cause erasion.
9. Show proposed drainage inlets.
Wateris proposed to sheet flow from the site and road.
10. Show/provide stormwater management to meet onsite water quality and quantity
requirements, or if exists state and show the approved plan information.
Disturbance will remain under 10 000sf; therefore no SWM is required.
ARB — Margaret Maliszewski
1. The site does not fall within the Entrance Corridor overlay. However, it does fall within the
boundaries of the Woolden Mills Historic District. (It is not considered a contributing resource).
The applicant is encouraged to choose a building design and site layout that support and
enhance the historic character of the surrounding district.
Acknowledged The owner has been made aware of this request.
Fire Rescue — Howard Lagomarsino
1. Please replace Fire Prevention notes with the following note: r
During demolition and/or construction, the following fire prevention steps are required: L I N E
a) Smoking shall be prohibited in areas where smoking is a hazard and these areas shall be GRADE
designated with no smoking signs per Virginia Statewide Fire Prevention Code.

b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking
materials per Virginia Statewide Fire Prevention Code.
c) Contractor shall ensure the street numbers are always plainly visible from the frontage
street during construction per the Virginia Statewide Fire Code.
d) Per the Virginia Statewide Fire Prevention Code, safe and efficient vehicular access for
firefighting and emergency operations shall be provided and maintained at all construction
and demolition sites. This includes provision of the required unobstructed access widths, a
surface capable of supporting emergency apparatus of up to 75,000 lbs. in all weather
conditions, free of overhead obstructions from 13 ft. 6 inches and below, provide access to fire
department connections within 100 feet of water supply/hydrants and must provide for aerial
access no closer than 15 ft. and no more than 30 ft. from the access road to buildings over 30
feet tall. This access may be via permanent or temporary road as long as the conditions listed,
and they are properly identified/marked.
e) An approved water supply for firefighting operations shall be in place with unobstructed
accessibility as soon as combustible materials arrive on site.
f) Waste and combustible debris shall be removed from the building at the end of each day
and disposed of in accordance with the Virginia Statewide Fire Code.
g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at
each stairwell, on all floor levels where combustible materials have accumulated, in every
storage and construction shed and in areas of special; hazards, such as where flammable and
combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code.
h) Operations involving the use of cutting and welding shall comply with the Virginia
Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire
Marshal's Office.
The Fire Prevention notes on CO 1 were replaced with the above notes.
2. Please provide a note on the plan indicating the needed fire flow for the proposed building.
This information is now included on C0.2 (1,750 GPM).
3. Based on needed fire flow, provide location of hydrants and the flow available from the
hydrants, ensuring there are an appropriate number of hydrants with proper spacing based on
the needed fire flow.
ACS4 performed a 020 flow test and sprinkler test to determine whether the needed fire flow
was a vailable — calculations have been included on C0.1 showing 2444 GPM a vailable and
1750 GPM required. The existing hydrants are approximately 600 ft apart, which is more than
the required 500 ft spacing. However, the development at2000 MarchantStjust across the
street is proposing anew FH that would put the spacing around 330 ft. We could show this
hydrant with a note thatsays hydrant to be installed prior to the completion of the proposed
building, if not already installedbynelghboling development "orsomething similar. Please
advise.
4. Based on the proposed building height, aerial apparatus access is necessary, so this requires a
26 ft travelway to one contiguous side of the structure and arranged so the access road/fire
lane is no closer than 15 feet from the building and no further than 30 feet from the building.
The width of the tra velway is now labeled —it is 41$ which allows fora 16 ft travel way15
ft from the building.

5. Where the travelway width is reduced below the required width by parking, no parking fire
lane signs and markings are necessary. Please indicate on the plan.

6. Coordinate with Fire marshal Office for any necessary permits based on operations and storage
in building.
Acknowledged This will happen during the building permit phase, unless coordination is
neededsooner.
Building requires a knox box type system. Please place a note on the plan indicating a knox is
required and will be coordinated with the Fire Marshal Office.
This note has been placed on C20, at the top right corner of the sheet.
ACSA — Richard Nelson
1. Provide fixture counts to confirm water meter size.
Fixture counts are now provided on C0.2.
2. The proposed water meter should be relocated outside of the pavement.
The watermeter has been relocated outside of the pavement.
3. Provide information regarding the loading zone proposed on top of the water main (material,
how often it will be used, etc).
The material will be asphalt, same detail as the rest of the asphalt parking area. According to
the client it will be used once daily at a maximum, more likely weekly.
VDOT— John Wilson
1. A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency Land Use Section at (434)422-
9399 for information pertaining to this process.

R WSA — Dvon Vega
1. RWSA has a 60" interceptor that lies about 80' deep at the location of this property. Please
label with size and ownership on sheets C1.0 and C3.0.
Apparently this had already been included by the surveyor, it wasjust not labeled. A label has
been added to identify this fine.
