The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
will be required to be resolved prior to approval of the preliminary plat. The applicant shall request the
project be deferred to allow required revisions if required.

Comments to be addressed prior to preliminary plat approval:
1. [14-218] County records show there is an outstanding balance of $237 owed for the required notice fees.
Please submit payment for the remaining balance prior to the action deadline for this application (April 7,
2023).
2. [14-400 and 18-16.31 Under the Zoning Site Requirements on the Cover Sheet please add a note confirming the
type of subdivision that is proposed. It appears that this is a standard level conventional development.
a. Please add a note to state the minimum lot size is 7,260 sq ft.
b. State the proposed density.
3. [14-302(B)(8) and 18-4.19] Revise the setbacks information on the Cover Sheet. Setbacks for the R6 Zoning
District are provided in Section 4.19 of the Zoning Ordinance. Zoning staff have confirmed that this proposed
division would qualify for "non-infilf' setbacks.
a. Revise the setbacks as depicted on Sheets C4.0 and C5.0 accordingly.
4. [14-302 (B)(1)] Please add a date of last revision and the application number SUB202300024 to the title.
Comments to be addressed prior to final plat approval:
1. [General Comment] Final plat must demonstrate compliance with all applicable Subdivision Ordinance
requirements prior to approval. This includes all applicable Sections of 14-300 through 14-318 and 14-
400 through 14-441.
2. [14-302(A)(5)] Please add "hereby dedicated to public use" to the label of the proposed public drainage
easement.
3. [14-303(L)] New public drainage easements will require a deed of dedication to be recorded with the plat.
Once all revisions to the plat have been made, staff from the Engineering Division will draft the deeds
and transmit them to the applicant. When the plat is ready to be submitted to the County for
signature/approval, signed hard copies of the deeds will also need to be submitted so that the County
Executive and County Attorney can sign them. Please contact Engineering Division staff directly if you
have further questions about the deeds.
4. [14-316 and 14-4041 Denice Ln is a City of Charlottesville Street. Prior to final plat approval, the City of
Charlottesville will need to approve the principal means of access for each lot onto Denice Ln. Please see
City of Charlottesville comments attached. It appears there are no objections to this access.
5. [14-302(A)(9)] Add a note to the plat that each lot contains a building site that complies with Section
4.2.1 of the Albemarle County Zoning Ordinance.
6. [14-302(B)(5)] Please add the Airport Impact Area and Steep Slopes — Managed to the Zoning Overlay
District information.
a. Identify and label the Managed Steep Slopes.
7. [14-302(B)(7)] Add a note to the plat that the property is not within an Albemarle County and/or City of
Charlottesville water supply watershed or an Agricultural/Forestal District.
8. [14-303(A)] On the final plat, please add a statement of consent to division as follows: "The platting or dedication
of the following described land [insert a correct description of the land subdivided] is with the free consent and
in accordance with the desire of the undersigned owners, proprietors and trustees, if any."
9. [14-303(C)] Provide The exterior boundary lines of the property with bearings in degrees, minutes and seconds.
Curvilinear data shall include radius, central angle, arc length, and tangent distance. All dimensions shall
conform to the standards set forth in this chapter.
10. [14-303(H)] Identify the location and material of all permanent reference monuments.
11. [14-303(I)] Provide a definite bearing and distance tie between not less than two (2) permanent monuments on
the exterior boundary of the property and further tie to existing street intersection where possible and reasonably
convenient.
12. [14-303(0)] On the first sheet, add signature panels for each owner and for the agent or his designee. The
signature panel for the owner shall be located immediately below the statement required by Section 14-303(A).
13. [14-303(P)] Add notary panels for the notary to acknowledge the signature of the owner.
14. [14-303(S)] Provide at least four (4) control points, evenly distributed across the property and located at survey
property comers and shown on each sheet depicting the property.
15. [14-303(D)] Provide the acreage of each lot.

Albemarle County Engineering Services (Engineer) — Matthew Wentland, mwentlandgalbemarle.org — Requested
changes, see below.
1. The VSMP plan will need to be approved and bonded prior to Final Plat approval.
2. A Deed of Dedication will need to be signed and recorded for the public drainage easement. This will
filled out by the County and forwarded to the applicant when the plat is nearing approval.
3. A Deed of Dedication will be required for the SWM Facility easement. This will filled out by the
County and forwarded to the applicant when the plat is nearing approval.
4. The easement over the underground storage pipes should be called out as a `SWM Facility Easement
Dedicated to Public Use' as it's being used for DEQ compliance.
Albemarle County Building Inspections — Betty Slough, bslouglh&albemarle.org — Review pending. Any comments
will be forwarded to you upon receipt.

No objection to the preliminary subdivision plat, however concerns for future stages of project include
meeting the code requirements for fire apparatus access, and firefighting water supply (needed fire flow and
available fire flow).

I recommend SUB202300024 Homini Hills Preliminary Plat for approval with the following conditions:
1. ACSA will own the water service connections and water meters. ACSA will also own the sanitary sewer
extension for this project.
2. Update relevant construction details to ACSA details.
3. Submit utility plan to ACSA office for review.
4. Relocate water meters between road and sidewalk typ.

18, 2023 and find it to be generally acceptable.

and sewer service to this development. Accordingly, the new utility infrastructure will

3. Please add a note that City Utilities shall inspect connections to City utility infrastructure
along with ACSA staff. This only applies to the actual connections.

it is less than half the width of the roadway.
