(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) 1. Provide on the cover sheet the application number assigned to this plan: SUB2022-00133. First Revision: Comment addressed. 2. Include on the cover sheet all parcels that are included in this plan. With 9.69 acres of disturbance, there are more parcels included than just the one listed (55E-01-26-0). At a minimum, it appears that TMP 55E-01-613-0 is also part of this proposal. First Revision: Comment stands. On Sheet C0.0, please revise the "Total Parcel Areas" to include the parcels affected by this Road Plan. According to the plan, it appears that there are two parcels affected: TMP 55E-03-26-0 and TMP 55-E01-613-0. Additionally, the "Limits of Disturbance" should be the acreage of the areas disturbed. According to the plan, it appears that the entire TMP 55E-03-26-0 is disturbed, as well as, a portion of TMP 55E-01-6B-0 and some of the right-of-way. Lastly, "Tax Map Parcel" includes information for TMP 55E-03- 6A-0 listed. It does not appear that this parcel is affected in the plan submitted. Please revise accordingly. 3. Revise the Overlay Districts note on the cover sheet. The parcels included in this plan are located within both the Entrance Corridor Overlay District and the Managed Steep Slopes overlay district. First Revision: Comment stands. 4. Sidewalks must be provided on both sides of Road A. No special exception has been approved allowing sidewalks to be provided on only one side of the road. First Revision: Comment addressed per conversation with me. Megan Nedostup, Rebecca Ragsdale, and Andy Reitelbach on February 17, 2023. The sidewalk and planting strip will only be on the southside of Road A also known as Somertrees Ave. 5. Planting strips must be provided on both sides of Road A. No special exception has been approved waiving the planting strip requirements along this road. First Revision: Comment stands. Per conversation with me, Megan Nedostup, Rebecca Ragsdale, and Andy Reitelbach on February 17, 2023, sidewalk and planting strip will only be on the Southside of Road A also known as Somertrees Ave. Please also revise the Sometrees Ave cross section on Sheet CIA to reflect this revision. 6. The sidewalk along Golf Drive needs to be eight feet in width (see page 8 of the COD). First Revision: Comment stands. Per ZMA20150001 on Page 8, Golf Drive needs to be eight feet in width. Please indicate this on the plan. 7. Each of Road B and Road C needs to be labelled as a "Private Alley." First Revision: Comment addressed. 8. Road A needs to be labelled as a "Private Street," as it is providing frontage to Lots 1-26. First Revision: Comment stands. Under Somertrees Ave, please revise "private R/W" to "private street". Please make this revision where applicable throughout the plan. 9. Orion Lane needs to be labelled as a "public street." First Revision: Comment addressed. 10. The sidewalk along Road A, in front of Lots 13-26, must be located within the right-of-way, not within the individual lots. All sidewalks and planting strips must be located within the rights -of -way. First Revision: Comment stands for planting strip on the southside Road A also known as Somertrees Ave. 11. Provide dimensions for the on -street parking spaces along Road A. First Revision: Comment partially addressed. Per ZMA20150001 and Section 4.12.15 (2) of the Albemarle County Code, the minimum parking space dimensions for parallel parking shall be a width of 9 feet and a length of 20 feet. Please revise the plan to meet this requirement. 12. Revise the landscaping plan: a. Street trees are calculated inclusively, so there needs to be +1 tree added to each side of each street requiring trees. The first tree is planted at 0 feet, and then every 50 feet from that. First Revision: Comment addressed. b. The street tree calculations also need to include Golf Drive, Addle Hill Road, Ashlar Avenue, and Road A. First Revision: Comment addressed. c. Existing trees in existing planting strips may be able to count for required street trees, depending on their species and size; however, those trees need to be identified and included in the calculations. First Revision: Comment addressed. d. The street trees need to be more evenly distributed along each side of the streets, as well as more evenly spaced along the length of each street. (For example, street trees need to be provided along the Golf Drive side of Lot 44, the Addle Hill Road side of Lot 1, all along both sides of Road A, and on the Orion Lane sides of Lots 12, 26, and 39.) First Revision: Comment partially addressed. On the northside of Somertrees Ave, please evenly add street trees to make up for the lack of trees on the southside of the street due to the utility line. e. Street trees need to be located within planting strips, not within private lots. The trees in front of lots 40- 44 are not in the planting strip. First Revision: Comment addressed. 13. Advisory Comment: Although density calculations will be reviewed with the site plan (not the road plans), the density calculations shown on the cover sheet of this road plan do not appear to be correct. This development includes more than 5.21 acres, since a portion of the adjacent parcel is included. Revise the density calculations to accurately reflect all property included in this plan. New Comments 14. [ZMA201500001] Per the Code of Development, there must be a 6-foot planting strip on both sides of public streets. Please label/illustrate the 6-foot planting strip on the west side of Orion Ave. 15. [ZMA201500001] Per the Code of Development, there must be a 6-foot planting strip on both sides of public streets. Please label/illustrate the 6-foot planting strip on the north side of Golf Drive. 16. [General Comment] On Sheet C0.0 in the "total parking provided" section, please revise "Road A" to "Sometrees Ave". 17. [General Comment] On Sheet L1.0, please revise "Road 'A"' to "Somertrees Ave". 18. [ZMA201500001; 4.12.15 (2)] On Orion Lane, there are 26 parking spaces labelled with the dimensions of 20 feet long and 9 feet wide. However, it appears that the parking spaces are 7 feet wide. Can you please confirm? 19. [General Comment] On Sheet C4.0, please provide the width for the sidewalk between Lot 8 and Lot 9. 20. [General Comment] On Sheet CM, the cross section for Tombland & Ensign Streets illustrates that the alleys have a 5' sidewalk. However, on the map drawings, there are no sidewalks. Please revise the cross-section illustration or map drawings so that they are consistent.
