Hi Scott,
Everything looks good, but I just want to clarify one thing. All of the landscaping being provided within the 20'
landscaping buffer area between Halsey Avenue and the attached lots can (and should) be counted toward meeting the
overall canopy requirements for these blocks. In the calculation on Sheet 16, it subtracts the "landscape buffer area"
from the total area count. Is that in reference to the perimeter buffer?
I am not worried that you're not meeting the minimum canopy coverage requirement, I just want to make sure that the
canopy provided figure includes all of the landscaping canopy that is eligible to meet the requirement. Technically all of
the landscaping (existing or new) provided within the perimeter buffer also counts toward meeting the overall canopy
requirement. So if anything, the total canopy provided figure might be higher than the 45,388 sq.ft. that is noted on
Sheet 16.
Let me know if that doesn't make sense.

As discussed, attached is the updated landscaping plan for Brookhill Block 16/17 final site plan. We have removed the

Hi Scott,
Yes, I agree. The landscaping regulations from the Zoning Ordinance technically only apply to the area subject to the site
plan, which was the SFA lots and open space areas immediately adjacent to the SFA lots.
In the SFD portions, you are correct —the perimeter buffers and street trees are the only landscaping needed there, per
the Code of Development from the ZMA.
Let me know how you'd like to proceed. You can leave the landscaping as was shown on previous versions of the site
plan. Or you could revise the area calculations so that the amount of landscaping required is reduced to just the SFA
portions of each block. If you do the latter, then you can remove the landscaping shown on the actual drawings and in
the plant schedule tables. I will just need to review the landscaping plan again to verify that the minimums are still met.
Looks like we have a Brookhill check -in meeting scheduled on Thursday, so we could discuss this further then if need be.

I know we are close for approvals on the Brookhill Block 16/17 site plan, but I have one quick landscaping question. We
did the landscaping for the entire Block 16 and 17, but I am re -looking at that now, and I think that might have been well
over what was required by the rezoning and County Code. I am thinking that our landscaping plan should have just been
for the portions of the development with the attached units (TH and villa product). The SFD lot area and open space
associated with the SFD units should have been excluded from the calculations. By adding this area in, we have a lot
more trees around the perimeter of the SFD units. Not to say that the builder and developer will not plant them
anyways, or something similar, but I'm thinking the only requirement for the SFD portion of the development is the
buffers and street trees. Then, we are just landscaping the TH and Villa units per the Albemarle County code and zoning
ordinance.
What's your take on this?

Yes, I agree. The landscaping regulations from the Zoning Ordinance technically only apply to the area subject to the site
plan, which was the SFA lots and open space areas immediately adjacent to the SFA lots.
In the SFD portions, you are correct —the perimeter buffers and street trees are the only landscaping needed there, per
the Code of Development from the ZMA.
Let me know how you'd like to proceed. You can leave the landscaping as was shown on previous versions of the site
plan. Or you could revise the area calculations so that the amount of landscaping required is reduced to just the SFA
portions of each block. If you do the latter, then you can remove the landscaping shown on the actual drawings and in

the plant schedule tables. I will just need to review the landscaping plan again to verify that the minimums are still met.

I know we are close for approvals on the Brookhill Block 16/17 site plan, but I have one quick landscaping question. We
did the landscaping for the entire Block 16 and 17, but I am re -looking at that now, and I think that might have been well
over what was required by the rezoning and County Code. I am thinking that our landscaping plan should have just been
for the portions of the development with the attached units (TH and villa product). The SFD lot area and open space
associated with the SFD units should have been excluded from the calculations. By adding this area in, we have a lot
more trees around the perimeter of the SFD units. Not to say that the builder and developer will not plant them
anyways, or something similar, but I'm thinking the only requirement for the SFD portion of the development is the
buffers and street trees. Then, we are just landscaping the TH and Villa units per the Albemarle County code and zoning
ordinance.
What's your take on this?

As discussed, attached is the updated landscaping plan for Brookhill Block 16/17 final site plan. We have removed the
overall landscaping from the subdivision portion of the project, except for the location of the street trees, which
matches the approved road plans. The buffer landscaping along Halsey Avenue also does not count against the overall
landscaping requirements of the SFA site plan. That buffer landscaping is in addition to the landscaping required within
the project limits of the SFA site plan, which we just counted the street trees and open space plantings within the SFA
site plan limits.
Let me know if you can review the attached pdf and if this complies as discussed. If so, we would like to submit the final
plans for signature for Brookhill Block 16/17 Final site plan with the updated landscaping plan.

Attached is the updated grading sheet with additional spot shots. This should clean up this final comment. Basically, we
have 3:1 slope in the middle between the lots, with 2:1 or 2.5:1 slopes toward the end with a small swale about 1.5' to 2'
from the lower unit. There really is no drainage between the lots, and this small swale takes care of any drainage
issues. But, overall, we have plenty of room for the slope between the units.

When you add my open space from the site plan of (3.248) +the civic space noted on the site plan (0.548). you come up
with 3.796 acres, which matches the plat. The site plan correctly delineates the open space and the civic space for a
total of 3.796 acres, matching the recorded plats.
This should clear up this comment.

Thanks. For the open space comment:
The recorded subdivision plats combined the civic space with the open space to come up with 3.796 acres.
When you add my open space from the site plan of (3.248) +the civic space noted on the site plan (0.548). you come up
with 3.796 acres, which matches the plat. The site plan correctly delineates the open space and the civic space for a
total of 3.796 acres, matching the recorded plats.
This should clear up this comment.
I'll coordinate with Emily to resolve her final comment.

addressed are about water/sewer utilities. If ACSA confirms that they have no objections to the site plan, those
comments will be addressed. I've sent an email to ACSA asking for an update on the status of their review. Once they
respond, I'll circle back to you.
There are a few other comments from Planning and Engineering that are note checking/revisions. The only substantive
comment is from the Transportation Planning staff (page 7 of the PDF). That comment is also included as my last
comment (comment #35) about adding a crosswalk across Halsey Avenue down at the intersection of Polo Grounds

Yeah, the Ordinance allows it to go either way (final plat first and then the SDP, or vice versa). If the SDP goes first, then
they need a separate easement plat approved before the SDP, and then they can get the final plat approved. They did
get a separate easement plat for Blocks 16 & 17 approved in August (SUB202100065). So I'm thinking they may want to
get the SDP approved first. I'll have to analyze it a bit more once I get to my review.

A final site plan for Blocks 16 & 17 of Brookhill has been submitted for review. Attached is a copy of the application and
the applicant's response letter to the initial site plan review comments. The site plan file itself is too large to attached to
the email, and when I shrunk the file, several layers on the drawings were removed. So, each reviewer will need to use
the link below to access the site plan drawings.
