FOREST LAKES, PORTION OF PHASE I, BLOCKS E, F, G & H
Proposal: The applicant is proposing to divide 56 acres
into 120 lots ranging in size from 0 . 17 to 0 . 58 acres
leaving a residue of 128 acres . Proposed subdivision is to
have access over proposed public roads .
Location: Property, described as Tax Map 46 , Parcels 29 ,
29D & 29E is located just east of Phase I , Blocks A, B, C
and D. Zoned R-4 , Residential in the Rivanna Magisterial
District.
Staff Comment:
The applicant is requesting that the minimum lot size for
this development be reduced from 10 , 890 square feet to 7 , 619
square feet in accord with the bonus provisions found in
Section 15 . 4 . 2 of the Zoning Ordinance; no increase in
density is proposed. The minimum square footage for this
zoning district is 7 , 260 square feet. As justification for
the reduction in lot size the applicant notes that "the
developer has already dedicated by approved and recorded
plats 5 . 89 acres of land for future construction of
Meadowcreek Parkway by widening the right-of-way for
Timberwood Parkway from 50 feet to 120 feet as recommended
by the Planning Staff" .
Staff believes that the applicant has satisfied the
requirements of Section 15 . 4 . 2 and recommends that the
minimum lot size be reduced to 7 , 619 square feet ( . 1749
acres ) .
Staff recommends approval of Forest Lakes, Portion of Phase
I , Blocks E, F, G & H subject to the following conditions:
Recommended Conditions of Approval
1 . The final plat will not be signed until the following
conditions have been met:
a. Department of Engineering approval of road and
drainage plans and calculations;
b. Department of Engineering approval of stormwater
detention plans and calculations to include
approval of dam for the proposed lake;
c . Department of Engineering issuance of an erosion
control permit;

d. Virginia Department of Transportation approval of
road and drainage plans and calculations; to
include installation of a 100 foot long 12 foot
wide right turn lane with a 100 foot taper on
Timberwood Parkway to serve Cross Timbers Road and
a 100 foot taper lane on Cross Timbers Road to
serve Heather Glen Road;
e. Albemarle County Service Authority approval of
final water and sewer plans . Connection of
existing 8" water main at Timberwood Parkway to
the existing 8" main in Route 649 shall be
required as part of this project. Dedication of
sewer easement to Route 649 .

o Forest Lakes Phase I Preliminary Plat - Approved by the
Planning Commission on November 10 , 1987 .
• Forest Lakes Phase I Final Plat - Approved by the
Planning Commission on April 26 , 1988 .
o Forest Lakes Townhouse Site Plat - Approved by the
Planning Commission on February 23 , 1988 .
o Forest Lakes Section E, F, and G Preliminary Plat -
Approved by the Planning Commission on March 14 , 1989 .
• Heather Glen (Forest Lakes Preliminary Plat) - Approved
by the Planning Commission on April 4 , 1989 .
Comprehensive Plan Recommendation: This are is located
within the Community of Hollymead. The plan recommends
low-density residential development for this area.
Environmental Conditions: This area is moderately sloped
with areas of critical slopes . This site is located outside
the watersupply watershed area.
Utilities; Fire Protection: This property is proposed to be
served by the public water and sewer.
Stormwater Detention/Runoff Control: N/A

Gentlemen:
This letter is to document and request your approval for
development of residential lots in this project utilizing the Bonus
Provision as outlined in Section 15 . 3 of the Zoning Ordinance .
This request is not made to allow bonus density, but to permit
cluster development allowing lots to be platted with no minimum lot
size required.
As you are aware, Sections A, B, C and D have already been
approved and recorded with the implied approval of this request.
These lots are zoned R-4 with a maximum density proffered at 1 . 7
dwelling units per acre . By granting this request for no minimum lot
size requirement, the developer has been able to set aside 19 . 4 acres
of common open space in Sections A, B, C and D. Also in Sections E ,
F, G and H it is proposed that 8 . 7 acres of common open space will be
reserved. In addition a swim and tennis club has been constructed on
a 11 . 7 acre site and 3 . 4 acres of common open space has been reserved
in the approved townhouse section. Further, a new lake and common
area has been created adjacent to the Townhouses and swim and tennis
club containing 7 . 74 acres . Concurrently with the development of
Section E, F, G and H, three ( 3 ) additional lakes will be constructed
in this project .
In order to qualify for bonus status, the developer has already
dedicated by approved and recorded plats 5 . 89 acres of land for future
construction of Meadowcreek Parkway by widening the right-of-way for
Timberwood Parkway from 50 feet to 120 feet as recommended by the
Planning Staff .

Dear Mr. Fritz:
The following are our comments:
1A. St. George Acres Preliminary Plat, Route 789 - The proposed
entrance has the minimum 250 feet of sight distance on Route 789. The
driveway for the existing house on lot 9 is where the proposed road is
to go. Therefore, a driveway for lot 9 will have to be tied into the
new road once it is constructed. The Department recommends curb and
gutter on St. George Court with the appropriate storm sewer system.
This recommendation is based on the length of lot frontages and the
short section of road to serve these 10 lots. There are two proposed
manholes shown for sanitary sewer and these should be located so they
are not in the future pavement of this road. The Department will need
to review and approve road plans for this new proposed road.
2A. Forest Lakes Phase 1, Blocks E,F, G and H Final Subdivision, Route
29 N - The Department is currently reviewing road plans for the streets
shown in these sections. All of the easements shown on the road plans
should be on the plats.
3A. Blandemar Farm Preliminary Plat, Route 708 - The Department
recommends a 200 foot long, 12 foot wide right turn lane, with a 200
foot long taper lane to serve the new street off of Route 708.
Additional right of way will be needed along Route 708 for the right
turn and taper lane. A sight easement may be needed along the frontage
to the south of the entrance. The Department recommends that all lots
have access to the new internal roads wherever possible. A 35 mph
design speed is required for the main road from Route 708 to lot 55.
