PULLEN PLANNING COMMISSION MEETING: MARCH 21, 1989 FOREST LAKES SECTION E, F, AND G PRELIMINARY PLAT Proposal: To create 79 lots with an average lot size of 0. 27 acre. These lots are proposed to be served by internal public roads. Properties, described as Tax Map 46, Parcels 29 and 29E are located in Forest Lakes development. Zoned R-4, Residential. Rivanna Magisterial District. Character of the Area: The areas proposed for development are currently wooded with primarily evergreen trees. A Virginia Power utility easement traverses this area, south of Section "G" . Timber Wood Boulevard and a section of Timber Wood Parkway are currently under construction. The Forest Lakes Swim and Tennis Club is nearing completion. The this date, 164 lots within the development have been platted. STAFF COMMENT: Staff offers the following land use summary for the current proposal: Section E 37 lots - Average lot size 0. 26 acres Section F 13 lots - Average lot size 0 . 26 acres Section G 29 lots - Average lot size 0 . 30 acres With the approval of these sections, a total 253 lots will have been approved in Forest Lakes. The applicant has received preliminary public road plan approval from the Department of Engineering. The Virginia Department of Transportation is recommending the installation of a left turn lane on Loop Road "A" at its intersection with Timber Wood Parkway in accordance with the traffic study for this development. Staff supports this recommendation. In regard to public utilities, an 8 inch water line currently exists approximately 450 feet from the proposed sections. An 18 inch sewer line exists approximately 3500 feet from the proposed sections. Prior to building occupancy, both facilities shall be extended to these areas. In staff ' s opinion, this proposal will meet the requirements of the Zoning and Subdivision Ordinances. Staff has found this proposal to be in general accordance with the approved Master plan. Staff recommends approval subject to the following conditions: 1 of 2 • 1. ) The final plat shall not be signed until the following conditions have been met: a. ) Department of Engineering approval of road and drainage plans and calculations; b. ) Department of Engineering approval of stormwater detention plans and calculations; c. ) Department of Engineering issuance of an erosion control permit. d. ) Virginia Department of Transportation approval of road and drainage plans and calculations; to include installation of a left turn lane to serve Loop Road "A" . e. ) Albemarle County Service Authority approval of final water and sewer plans; History: • Forest Lakes Phase I Preliminary Plat - Approved by the Planning Commission on November 10, 1987 . • Forest Lakes Phase I Final Plat - Approved by the Planning Commission on April 26, 1988 o Forest Lakes Townhouse Site Plan - Approved by Planning Commission on February 23 , 1988 Comprehensive Plan Recommendation: This area is located within the Community of Hollymead. The plan recommends low-density residential development for this area. School Impact: Projected school enrollment is 35 students ( 15 elementary, 7 middle, and 13 high school students) . Environmental Conditions: This area is moderately sloped with areas of critical slopes. This site is located outside the watersupply watershed area. Utilities, Fire Protection: This property is proposed to be served by public water and sewer. Plans for extension of water and sewer service will be reviewed with the final plat. This evidence must be submitted by the revision deadline for this item to proceed to the Planning Commission at the above-noted date. In such case in which the developer does not revise the plan to include recommendations of the committee, the developer shall submit in writing to the agent by the revision date a statement as to the reasons and justification for not incorporating such recommendations in the revised plan. The preliminary road plans and profiles appear to adequately meet the geometric design criteria for private roads. Recommend 100 ' right taper lane. Recommend that 25 ' of right-of-way be dedicated along Route 677 . Forest Lakes Section E, F, G Preliminary Plat, Route 29 N. - Loop Road A is to be built to 35 mph design speed as previously indicated. Street M is to be constructed to 25 mph design speed. Additional information for ultimate traffic and terminus point is needed for Road B to determine its design speed, as well as whether any turn lanes would be needed on Loop Road A to serve Road B. Should Timberwood Parkway not be extended from the intersection of Road A to Route 649, then a curve should be used instead of the "T" intersection as shown. Therefore, the status of the extension of Timberwood Parkway needs to be resolved. As with the other phases within Forest Lakes, the Department recommends curb and gutter and appropriate storm sewer system on the streets where houses are. The Department recommends that all lots have internal access. The Department will need to review and approve road plans for any future State maintained roads. With this plat, a left turn lane on Loop Road A at its intersection with Timberwood Parkway should be added in accordance with the comments on the traffic study. 2A. Cold Springs Hollow Preliminary Plat, Route 677 - The minimum 400 feet of sight distance is obtainable along the frontage of this property with the removal of trees and vegetation along the frontage in both directions for the proposed entrance. A sight easement may also be needed to the north along the property frontage. A paved private street commercial entrance is required for this property if this is to have a private road.
