Thanks for your thoughtful comments and your patience in waiting for my response. Upon further discussion, I've
revised my comments as specified below. Items in [brackets] are not part of my revised comments; rather, they are
intended to provide further clarification given your previous email.
1. Albemarle County plans to construct a roundabout at the intersection of Old Trail and US 250/Rockfish Gap
Turnpike to improve safety and congestion along US 250; this project was prioritized in the Crozet Master Plan
as Transportation Guiding Principle Goal I.B. The applicant should reserve right-of-way for a future dedication
for this roundabout project. Dedication would be consistent with Albemarle County Code Sec. 14-424(B) and
Sec. 14-427. [It is our understanding that reserving right-of-way for a future dedication would not require a
special exception for the vegetative buffer requirement in the code of development, as the applicant would be
providing the buffer at this time. Further, you are correct that the County was unsuccessful in obtaining Smart
Scale funds for this project in the most recent round of applications; however, the project remains on our
priority list given the need to improve this intersection for Old Trail residents.]
2. While not required, the application would benefit from dedication of right-of-way for a future shared use path
and/or a plan to construct a shared use path along US 250 from Old Trail to the western edge of the parcel.
Right-of-way dedication and/or construction of a shared use path would be consistent with Albemarle County
Code Sec. 14-424(B) and Sec. 14-427.
3. All other comments are related to missing CG-12 ramps/detectable surface, some (but not all) of which were
noted in comments on the road plan (SUB202300002). CG-12 ramps/detectable surface are needed:
a. at lot 14 west across Alley B and south across Road D
b. at lots 26 and 27 east across Road C (total of 4 ramps)
c. at lot 27 north across Road A - at lot 1 north across Road A and west across Road C
d. for the north and south crossing of Road A at Old Trail; the applicant should consider a crosswalk at this
location
e. at both intersections of Roads A and B (east and west across Road B and north and south across Road A)

While we haven't gotten the official letter yet for this application, I saw your comments in County View and wanted to
respond to a couple of them, I have copied them below for ease of reference.
Regarding #1: Timmons has designed the site so as not to conflict with a future roundabout. Are there concerns that the
design would not allow the roundabout to be built? Our understanding was that the roundabout was submitted for
smart scale funding this last year but was not chosen. Is the project being funded and built with other funding sources?
In addition, I wanted to make you aware that in the Code of Development for Old Trail, it requires that we maintain a
buffer along Rt 250 where there is existing vegetation. The majority of this vegetation that we are required to keep is in
the corner where I believe the roundabout would be located, or at least right of way for it. Given the requirement for
the vegetation per the rezoning application we don't plan on donating the right of way for the roundabout, as I would
imagine it would raise concerns about us complying with the buffer/vegetation requirement.
Regarding #2: Since this is a subdivision and not a site plan, I don't believe those sections you referenced are applicable.
Also, it looks like the master plan shows the path on the other side of Old Trail Drive to continue across the school
properties and not in this location. If the Three Notch'd Trail shared use path includes this area, there appears to be 25
feet from the edge of pavement to the property line for the future County built shared use path.
We would be happy to meet to discuss any of the above further.

VDOT specifications along US 250 for the extent of the property.

Utility plan and offsite utility plan approval required prior to final plat approval.
Offsite easements to be obtained and recorded prior to utility plan approval.
Submit utility plans to ACSA.
Refer to updated easement requirements based on sewer depth in ACSA construction specs.
Extend water main water main stubout for Road A and D passed road stubout.
Relocate Road A and B water interconnect to intersection.
A combined easement for water and sewer utilities is 30-feet minimum.
Water main along Old Trail Drive to be 12-inch.
Establish water connection to Route 250.
Dedication of Old Trail Block 32 required prior to utility plan approval.

While we haven't gotten the official letter yet for this application, I saw your comments in County View and wanted to
respond to a couple of them, I have copied them below for ease of reference.
Regarding #1: Timmons has designed the site so as not to conflict with a future roundabout. Are there concerns that the
design would not allow the roundabout to be built? Our understanding was that the roundabout was submitted for
smart scale funding this last year but was not chosen. Is the project being funded and built with other funding sources?
In addition, I wanted to make you aware that in the Code of Development for Old Trail, it requires that we maintain a
buffer along Rt 250 where there is existing vegetation. The majority of this vegetation that we are required to keep is in
the corner where I believe the roundabout would be located, or at least right of way for it. Given the requirement for
the vegetation per the rezoning application we don't plan on donating the right of way for the roundabout, as I would
imagine it would raise concerns about us complying with the buffer/vegetation requirement.
Regarding #2: Since this is a subdivision and not a site plan, I don't believe those sections you referenced are applicable.
Also, it looks like the master plan shows the path on the other side of Old Trail Drive to continue across the school
properties and not in this location. If the Three Notch'd Trail shared use path includes this area, there appears to be 25
feet from the edge of pavement to the property line for the future County built shared use path.
We would be happy to meet to discuss any of the above further.
1. Albemarle County plans to construct a roundabout at the intersection of Old Trail and US 250/Rockfish
Gap Turnpike to improve safety and congestion along US 250; this project was prioritized in the Crozet
Master Plan as Transportation Guiding Principle Goal 1.B. The applicant should consider committing to
a future right-of-way donation for this roundabout project.
2. The Crozet Master Plan prioritizes a shared use path along the north side of US 250 as Transportation
Guiding Principle Goal 2.E; it is also expected that a shared use path along US 250 near Old Trail could
become part of the recently -funded Three Notched Trail Shared Use Path. Per Albemarle County Code
Sec. 32.7.2.3.a and 32.7.2.3.b, the applicant should construct a shared use path that meets County and
VDOT specifications along US 250 for the extent of the property.
3. All other comments are related to missing CG-12 ramps/detectable surface, some (but not all) of which
were noted in comments on the road plan (SUB202300002). CG-12 ramps/detectable surface are
needed:
a. at lot 14 west across Alley B and south across Road D
b. at lots 26 and 27 east across Road C (total of 4 ramps)
c. at lot 27 north across Road A - at lot 1 north across Road A and west across Road C
d. for the north and south crossing of Road A at Old Trail; the applicant should consider a
crosswalk at this location
e. at both intersections of Roads A and B (east and west across Road B and north and south
across Road A)

Thank you! In looking at the site map, it's not clear to me what the purpose is for the stub street just to the north of the
main entrance as you enter the section. Is it a parking lot? And if so, why? I would suggest to remove this. I do
appreciate the preservation of the forest areas and drawing the development lines well up from both the creek and the
hundred year line, and keeping the green space designation as an additional buffer. I would like to have the developer
commit to adding a walking trail through the green space to connect up with the existing walking trail on the other side
of the creek (there's an informal path going through the space now).
I appreciate the opportunity to review the plans, and have no other questions. If I should enter my comments on line,
particularly about the stub street, please let me know.

This is a large and complex one so if you can both check its I have highlighted all the TMP that are
owned by March Mountain, I had to do this manually.
I will need to get these letters to the copy center no later than Thursday morning. 1 /12
Since this is your first letter for review from me, please do not change fonts or formatting. Check all
information is correct, dates etc.........

Yes, we received the preliminary plat application, and it has been entered into County View. The application number is
SUB202300018.
Per the incomplete letter we sent for the initial, you could re -submit within 15 days of the incomplete notice letter. The
Subdivision and Zoning Ordinance sections, 14-218 (D) and 18-32.4.2.1 (d) both state that once you resubmit and the
application is deemed complete, "the date of the next application deadline after the resubmittal of the plan shall be
deemed to be the date upon which the plan was officially submitted." So technically the submittal date for the
preliminary is February 61h
That said, we went ahead and sent the plat out to the Site Review Committee (SRC) members on Friday as was discussed
when we met on January 19`h. I expect comments from SRC members to be available prior to March 22"', which is the
45-day mark for new applications submitted under the February 61h deadline.
I will be in touch as the plat moves through the review process. Please let me know if you have any other questions.

Hi Syd,
I am meeting with Timmons this afternoon to provide some direction on the plans. One of the main items I was going to
discuss with you tomorrow as well is moving the existing plan from an initial site plan to a preliminary subdivision. I
believe Timmons submitted the incorrect application, since all the units are single family detached, a site plan is not
needed. There is a buffer requirement per the code of development, but we can discuss how we can meet that with the
plat, which I believe is achievable.

If an initial is not submitted, I believe we also do not need the ARB application that was also submitted. I discussed this
with Margaret yesterday and she agreed.
I wanted to give you this information, since I will be providing this direction to them. If you have any concerns with this
approach, please let me know.

I have been engaged by March Mountain to help get their plans approved/project manage this so that they are able to
meet the deadlines for their existing DEQ permit, which expires next year. You may have heard my name, I worked at
the County for almost 15 years before I left to join Williams Mullen, and was the manager of development review, as
well as was the main reviewer of Old Trail since 2006.
Jeremy Fox shared your comments with me, and I had just begun looking at the plans that they have into the County and
wanted to reach out and see if you have availability to discuss your comment letter as well as the application. I don't
believe an Initial Site Plan is the application that should have been submitted given that its only single family detached
housing, I believe that a preliminary subdivision plat should have been submitted instead. I am just now taking over the
project management of this, so I wasn't involved in the application submittal beyond putting together the special
exception request.
In any case, do you have availability today or tomorrow discuss? I am available all afternoon, and tomorrow have
availability all day except from 11-1:30pm.
