Harvey Bailey SUBJECT: Phase III , University Heights - Drainage DATE: March 26, 1971 It appears that 90% of the area under study will drain west- ward towards a right of way serving D. S. Wallace. We estimate a run-off of approximately 12 c.f.s . will be generated by rains falling in the over—five year intensity. The plan shows 12 catch basins by which this run-off is allowed to enter the storm sewer system. It is not apparent from the plans that the catch basins will trap all the surface water so that an appreciable amount is expected to flow onto the 21 ' right of way which serves Susan Wilson, D. S. Wallace and others. We recommend that the three catch basins along this right of way be so installed as to take the flow off of the street. Because the roof areas are quite large, we recommend that downspouts be carried to pavement or to the storm sewer system, as may be most direct. r ' THOMAS R. WYANT, JR. We plan to handle the violations noted in your review as follows : (Our paragraph numbers correspond to those given in your letter. ) 1 . Buildings are two stories and basement in height as defined in Section 200. The average depth of finished basement floor shall be at least 2 feet below finished grade and the average height of finished ceilings of basement floor shall not be less than 4 ' -6" nor more than 7 '-6" above finished basement floor. Both the builder and I will make every effort and take every precaution to see that this is not violated. 2. The drawings are in error on tread width. Tread width shown on page 4 of 8 should read 91" , thus (2 x 7 . 75) + 9. 5 = 25. • Three UL listed spring hinges and a UL listed lockset are used on 1-3/4" thick solid wood doors installed in 16 gauge steel frames made to UL requirements . 3. Mailboxes are located with their backs adjacent to the area under a balcony and are entirely outside of any dwelling or other enclosed area. They are located thus so that they will be backed by brick and present no fire hazard whatsoever. The outline specification clearly required 2" UL listed gypsum board wherever required by Virginia Fire Safety Regulations . The developer and builder is well experienced in garden apartment construction. He routinely uses " , \Ir . H . H. Wade , Jr. - 2 klo _�� 1ct; 1 UL listed gypsum board on both sides of all partitiona- sepatating apartments from each other or from other space except in the vase of exit stairs where the stair side is brick . He has also installed UL listed board on these partitions wherever they are behind bathtubs . All drywall is always carried down to the floor line . He also uses 14L listed board on his ceilings. 1 . No diets pass through floor-ceiling systems . All pipes and etc . which rise through the buildings are within the 8-3 '4 " partitions separating one apartment from the other. 7hiti partition is constructed of two rows of 2 x 4 wood studs at 2 feet on centers and finished with -" Ul. listed gypsum board from floor to ceiling . This is generally like UL designed #1-45 except for stud arrangement . 5. In reply to your lead paragraph, I am fully aware that these plans are far from being complete. In view of the fact that the builder is very experienced in building apartment units identical to these I did not feel that extensive detailing was needed. However, if my client so directs , I will supply whatever construction details and detailed specifications you require for whatever you consider a complete set of documents . I hereby agree to construct a 27" reinforced concrete pipe from the 21' roadway at University Heights, across the Quarles Property, to the existing drainage structures on the east side of the roadway to the Children's Rehabilitation Center. This construction is to resolve a condition on the approval of the University Heights Phase Two site plan. Yours truly, $. li. Harvey Bailey Subject: Plot Plans - Phase Two - University Heights Roadway There is a 21' wide roadway from U. S. Highway 250 along the west boundary of the subject property to the property of D. 3. Wallace. This roadway serves a total of three dwelling units. Two of the University Height Streets intersect this roadway and a line of parking just west of apartment unit No. 5 is served by it. We do not see how it is practical to develop this roadway for use by University Heights. Utilities We understand the University Heights has an agreement with the City for sewage and water service. However, we cannot see how the developer can use the aforements and 21 foot roadway without obtaining an easement from Mr. Caferton. There is a power line crossing the subject property to serve the Wallace property, which apparently must be relocated in order to avoid conflict with one of the proposed building units. Drainage The drainage system is ample for the property. However, the 27" culvert under the said 21 foot roadway discharges into a 12" culvert which. Awitei crosses the Quarles property. This culvert in turn discharges into an 1$f' pipe which crosses under a 40' right of way which serves the Rehabilitation Center. This system needs to be examined to determine what, if anything can be done to rectify the inadequate culverts now in use. Form No. 22-A DEPARTMENT OF HIGHWAYS INTER-DEPARTMENTAL MEMORANDUM TO Mr. R. G. Warner Culpeper , Virginia FROM : D. B. Hope October 4 lg 67 SUBJECT: Drainage - University Heights Apartments Route Proi. We are returning two (2) sets of plans on Colonnade Drive. Our recom- mendations are noted on the plans in RED. You will note that we sug- gested some additional drop inlets outside the proposed 62 foot right of way for the street. These changes were discussed in the field by Mr. Coates, Mr. Aubrey Huffman, and Mr. Aylor. Mr. Huffman, Engineer for the Developer, was in agreement with these changes. It will be the responsibility of the Developer to connect the proposed storm sewer trunk line to the existing storm sewer system at the west outfall, and to check the capacity of the existing system to determine if it is adequate to carry the additional run-off caused by diverting approximately 9 acres to this system. In order for the Developer to connect the proposed storm sewer to the existing system, it will also be necessary for him to obtain a release from the property owner and furnish us with a copy, along with a copy of computations showing capacity of the existing storm system.
