McCauley: As a follow-up to our on-site inspection, I wish to make application on behalf of University Commons Association for the following site modifications and improvements : 1 . Installation of a 32" x 24" hanging, post sign to identify the complex and street address ( see encl 1 for specifics ) . Installation Date: March 10 , 1993 . 2 . Backfill , in phases, undeveloped portions of the lot and landscape/ re-tree, as appropriate ( see encl 2 for Phase 1 specifics ) . Begin Backfill - Phase 1 : March 5 , 1993 3 . Add additional parking based on minor variation to previously approved site plan ( see encl 3 for specifics ) . Target Date : mid to late 1993 . 4 . Construct a small out-building between buildings 101 and 103 for purposes of installing and operating a laundry for the complex ( see encl 4 for specifics ) . Target Date : Late 1993 . 5 . Narrow the existing Georgetown Road entrance from aproximately 43 feet to 34 feet and landscape with mock gate posts and small ornamental shrubs ( see encl 5 for specifics ) . Target Date : Winter 1993-94 . The above proposals are part of a larger , Association program designed to improve aesthetics and living conditions at University Commons . Benefits to the community are consequential owing to the visibility of the complex at a key County intersetion. All work will be performed by licensed contractors using quality materials . All appropriate permits will be acquired and work will be performed in strict compliance with the plans and designs upon which permits and approvals are based . Rudolph Man ging Agent University Commons Assn. uczonela 2 . CLEAR, BACKFILL AND LANDSCAPE BACK LOT INCLUDES REQUEST TO BURY , ON SITE , ORGANIC DEBRIS FROM ABANDONED SHED. We propose to reclaim approximately 2 acres of neglected, overgrown land to the rear of the complex. The reclamation will be executed in phases and all reclaimed land will be grassed and appropriately planted with trees and shrubs . A an insignificant portion will be dedicated to additional parking; however , the greatest expanses are meant to provide a safe play area for resident children. PHASE 1 Phase 1 will cover approximately 9500 square feet ( see APPENDIX 2A) and will affect only three scrub locust ( 4" to 6" diam. ) . An existing ( long abandoned ) shed must be levelled. Phase 1 will not affect the current drainage easement and will only extend back to the existing watershed. Adjoining properties should not be affected. An existing water cutoff and fire hydrant will be raised as appropriate . To complete Phase 1 , it will be necessary to disassemble a long abandoned and very dangerous shed. Because paint and toxic agents are not a factor , we propose to bury organic materials - specifically the wood framing - as indicated at APPENDIX 2A. All metals , other materials and general refuse will be properly removed from site . PHASE 2 Phase 2 will provide backfill in the gully following the property line south of Building 103 . This will encompass about 1400 sq ft and will be coordinated with the adjoining property owner . See APPENDIX 2B. The purpose of this work purely aesthetic and will fit in nicely with VDOT modifications at this location. Mature , healthy trees will be preserved and backfill will be emplaced so as not to damage trunks . Four deformed or deseased trees will be removed along with inconsequential scrub to improve growth opportunity for remaining trees . The recovered grounds will be grassed and selectively planted with ornamental shrubs . ENCLOSURE 2 Phases 3 is unscheduled at this time , but would cover the that portion of the back lot south of Phase 1 and east of the watershed See APPENDIX 2C. ADD UP TO 14 ADDITIONAL PARKING SPACES . We propose to add 14 additional parking spaces by extending the surface area of the existing drive between Building 101 and 117 . Eight (8 ) of the spaces will be dedicated to the planned rehab of 4 unfinished units in Building 117 . The additional spaces will help ease the overall parking shortfall at the complex. A sketch of the proposed parking addition is attached at APPENDIX 3A. Special drainage arrangements should not be required due to the natural lay of the land and the existing watershed. The added asphalt surface is estimated to be 3700 square feet . This variation to the originally proposed site plan is requested for two reasons . First , it limits the encroachment on open, green spaces . Second, it still permits future parking development according to the existing site plan should the additional spaces become necessary. The center aisle will be 24 ft wide. Each space will be 20 ft long and 9 ft wide . The dumpster location will be relocated from opposite new spaces 7 and 8 to the end of the extended drive . The new location will be enclosed on three sides . The start date for construction is dependent on the decision to proceed with the rehabilitation of the 4 unfinished units in Building 117 . CONSTRUCT A SMALL ON-SITE LAUNDRY FACILITY The Homeowner ' s Association wishes to construct and operate a small laundry facility for the exclusive use of the residents . This facility is necessary inasmuch as none of the 26 apartments has washer/dryer hook-ups, and the units themselves cannot be plumbed or reconfigured for such connections . The facility will be a one story, 192 square foot ( 12 ' x 16 ' ) cottage of frame construction. It would provide space for up to 4 washers , 4 dryers and a folding table . The physical location would be between Buildings 103 and 101 , but at least 15 feet from either building. Plans will be submitted to Building Permits and Inspections upon preliminary approval by Zoning. Construction could begin as early as July 1993 or as soon thereafter as Association prerequisites can be satisfied. See Appendix 4A for design and locatio JACK . NARROW GEORGETOWN ROAD ENTRANCE The Homeowner ' s Association proposes to narrow the Georgetown Road entrance to enhance the physical appearance of the complex . At present , the entrance is a 45 foot expanse of ashpalt - essentially unlandscaped. The proposal calls for the construction of two mock gates so located as to narrow the entrance to approximately 32 feet . This renovation will be scheduled after the completion of VDOT work on Georgetown Road, but not earlier that Spring 1994 . See Appendix 5A for physical location: Appendix 5B for design. JAC M.
