When the revised site plan was submitted, a verbal agreement was reached with your staff that the chlorine storage building would be moved completely above the 330' contour. I would like to make that agreement part of the site plan approval. Also, it was not the intention of the staff for the building permit to he withheld until Moore's Creek is widened, deepened, etc. The condition of approval of SP-77-77 now reads, 1. The Rivanna Water and Sewer Authority shall take whatever steps are necessary, including, but not limited to, widening, deepening or rechanneling of Moore's Creek to eliminate any - additional flooding which may be caused by the construction of the holding ponds. This condition must be met prior to or concurrent with construction of the holding ponds. Please let me know if you have any questions. Benjamin Dick MJS/ja Planning Commission Meeting - November 29, 1977 ADVANCED WASTEWATER TREATMENT PLANT SITE PLAN Location: Adjacent to and including the existing Moore's Creek Plant. Zoning: A-1 Agricultural Proposal: Advanced wastewater treatment facilities on 49.52 acres, and additions to the existing Moore's Creek plant on 13.91 acres. Staff Comment Approval of this site plan is subject to the Board of Supervisors' approval of the pending special use permits and Zoning Ordinance amendment. The site plan has been revised to show the gas storage sphere and chlorine storage building relocated above the 330' contour. The future final clarifiers are not shown on the plan, however, the intention is to locate the future clarifiers above the 330' contour. That plan will have to be reviewed when the location has been finalized. As discussed in the special use permits staff reports, the pumping stations and holding pondS are located below the 330' contour. Conditions of Approval: 1. Subject to approval and conditions of SP-77-73, SP-77-77, and amendment to Section 9A-4 of the Zoning Ordinance; 2. Grading permit; 3. Waiver of Utility Requirements : Subdivision plat of James A. Nunnally . South Side of Penn Park Lane . Lots 1 - 3 , a division of Parcel "C" , "Rio Park" Subdivision. Approved a waiver as follows : "The appropriate restrictive covenant shall be recorded simultaneously with the plat and approved by the County Attorney prior to signing of the plat ; specificially requiring that building permits not be issued on Lots 1 and 2 until these lots are connected to public sewer. " Agenda Item No. 4 . SP-77-61 . Robert Sweeney . Public hearing deferred until February 1 , 1977 . Agenda Item No. 5 . SP-77-73 . Rivanna Water & Sewer Authority . To amend one of the conditions of SP-373 . Approved as follows : f)X0 Site plan approval. 2 . Landfill permit; (WI) Approval of proposed amendment to Flood Plain Ordinance and SP-77-77 . 4 . The tree line (the required 50 foot tree buffer) along Moore 's Creek may be eliminated if the engineering study to be performed by the Rivanna Water and Sewer Authority dictates that it is necessary to take steps to widen, deepen or rechannel Moore ' s Creek. Agenda Item No 6 . To amend Section 9A-4 of the Zoning Ordinance . Approved the following amendment to ARTICLE 9A, FLOOD PLAIN, GENERAL, DISTRICT GP, by adding Section 9A-4-4 under uses by special permit : Memo to : Robert W. Tucker, Jr. Date : December 8, 1977 Page 2 . "Pump stations for water or wastewater with their power supply and control devices, holding ponds and other appurtenances to water or wastewater systems . " Agenda Item No . 7 . SP-77-77 . Rivanna Water and Sewer Authority . To allow the AWT Plant , etc . within the Moores Creek Floodway. Approved with the following condition: 1 . The Rivanna Water and Sewer Authority shall take whatever steps are necessary, including, but not limited to , widening, deepening or rechanneling of Moores Creek to eliminate any additional flooding which may be caused by the construction of the holding ponds .
