Temporary Certificate of Occupancy
Dear Percy:
I know how much you have been through in getting this store going
again. However, you need to comply with the County imposed conditions
of approval that remain incomplete. (copy attached)
Knowing you can not complete them now but that you will complete them
later, you must bond those incomplete items in order to lawfully occupy your
building. A copy of a bond was sent to this office by L. Gordon Dorrier Insur-
ance Agency. However, that bond is for the Highway Department and not for the
County. A separate bond must be posted for the County.
The easiest course for you is to put in all items but items 5 and 9 since
the freezing weather may not allow you to do so and bond those items until spring.
The estimated bond to accomplish everything to be occupying your building is
S3,000.00. If you did everything but items 5 and 9, your bond amount would be
reduced a little.
Whatever is your choice, I request it be accomplished by not later than
December 18, 1978. You are presently in violation of the Zoning Ordinance.
If I don't hear from you Percy, I am obligated to seek a fine against you which
you know full well I must do and that I will seek it if you give me no choice.
I hope you are your accommodating self and will get in contact with me so I
don't have to waste the Sheriff's nor the Court's time.
Your early response and cooperation will be greatly appreciated.

NOW,TH) REEQI ,The condition of this obligation is such that if said principal, Percy F. Clark
shall in all respects comply with conditions of the permit or permits granted or to be granted and the requirements for
permit as set forth in the "Land Use Permit Manual" or the "Hauling Permit Manual",whichever is applicable,in effect,
at time of issuing permit, and shall indemnify and save harmless the Commonwealth of Virginia against and from all loss,
cost, expense, damage or injury to highways and bridges and to persons and property lawfully on such highways,grow-
ing out of the granting of such permit or permits to said principal, then this obligation to be void,otherwise to be and
remain in full force and virtue.
It is expressly understood that this bond may be cancelled by the Surety at the expiration of sixty (60) days from
the date which the Surety shall have lodged with the State Highway and Transportation Commissioner written notice to
so cancel. This provision, however, shall not operate to relieve, release or discharge the Surety from any liability already
accrued, or which shall accrue, on permits issued before the expiration of sixty day period. Bonds securing performance
on specified active permits may be cancelled upon satisfactory completion of these permits, as determined by the
Department Engineer.
