The application referenced above has been reviewed by the Planning Services Division of the Albemarle County
Department of Community Development (CDD). The Planner will approve the plan when the following items have been
satisfactorily addressed. [Each comment is preceded by the applicable reference to the Albemarle County Code.]
*The review of this road plan only pertains to the proposed road facilities. Any information, including notes, that are not
related to the road infrastructure are not being reviewed and are not approved with the approval of this plan.
1. [Comment] Project ID. Now that the project has been assigned an application number, please update the Cover
Sheet to note the project ID - SUB202300029.
2. [Sec. 20C.7.C.2] Landscape strips. Provide a map label for the width of landscape strips provided along Rio Rd and
Local Street A.
3. [Sec. 20C.7] Sidewalks.
a. [Sec. 20C.7.C.3, Sec. 20C.7.H.8.c.iv] Provide at least a 5ft wide sidewalk clear zone along the entire extent
of sidewalk along Rio Road. The plan currently proposes a 3ft wide sidewalk clear zone in front of the
transit stop.
b. [Sec. 20C.7.C.2] Label the width of the sidewalk proposed on the northern side of Local Street A. The
minimum width for this facility is 8ft.
4. [Sec. 20C.7, Sec. 20C.10] Street trees.
a. [Sec. 20C.7.H.4] The Rio29 FBC requires street trees along the Local Street A to be planted at a tin caliper
size. Please revise the Planting Schedule accordingly.
b. Provide street trees on the northern side of Local Street A. The timing of any future development of the
parcels north and west of Local Street A is unknown . If/when a new connection from Local Street A is
proposed, locations of street trees will be evaluated again at that time.
c. The Landscape Plan notes indicate that 7 Flowering Cherry are provided along Rio Rd. and 10 American
Elm are provided along Local Street A. Staff found 6 Flowering Cherry and 10 American Elm in these
locations. Please review and revise as needed.
d. While the Rio29 FBC requires large streets along Rio Rd., staff understand this plan proposes a smaller
tree species and caliper size due to the VDOT clear zone. Staff desire to know more about the conflict
between trees and the VDOT clear zone. Please provide correspondence or information related to the
VDOT clear zone. Staff will also reach out to VDOT staff.
5. [Comment] Zoning Notes. (*Notes provided on the Cover Sheet were not reviewed with this plan and may differ
from those provided on the final site plan if/when approved.)

a. Revise the "Note" statement under TMP 45-100, 45-100A, 45-101, 45-101B to: ZMA201800013, along
with all application plans, proffers, and codes of development will no longer be valid with a final site plan
approved under the Rio29 Form -Based Code.
b. Remove the "Proffers per ZMA201800013" section from Sheet 2. It is duplicating information provided in
the Zoning notes above it.
6. [Comment] Labels.
a. Label the improvement at the northern terminus of the sidewalk that runs along the front of the self -
storage building.
b. The proposed travelway connecting to TMP 45-102 appears to end before reaching the property line.
Provide a label identifying whether the proposed travelway is connecting to an existing facility and the
paving material of the area falling within the boundaries of the subject property.
7. [Advisory Comment] Be advised, staff are consulting VDOT to understand whether a marked crosswalk can be
provided at the northern accessway to strengthen connections between proposed pedestrian facilities. If the
marked crosswalk is agreeable to VDOT, staff will be requesting the developer add this to the plan.
8. [Comment] Where is the open lawn grass proposed? A symbol for open lawn grass is provided in the Proposed
Landscape table but did not appear to be shown on the plan.
9. [Comment] A note on Sheet 14 states that "Larger Vehicles are not expected/anticipated to drive through the
site". What are examples of "large" vehicles that would not be able to navigate the proposed travelway? It would
be conceivable to think that commonly rented trailers and moving vehicles (such as U-hauls) would be accessing
the proposed storage building.
10. [Comment] Reminder that revised plats must include the original date of drawing and the revision date(s) of each
subsequent version of the plat.
In accordance with the provisions of Z.O. 14-229 of the County Code, if the applicant fails to submit a revised plat to
address all of the requirements within six (6) months after the date of this letter, the application shall be deemed to have
been voluntarily withdrawn by the applicant.
