County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This Amendment is denied.
Amendment Note: 0.14 lb. nutrient credit purchase proposed, required to meet 9VAC25-870-65
requirements.
Comments not segregated as SWPPP, PPP, ESC, SWM; once comments are addressed, Amendment may
be approved.
1. Across plan sheets: pis. show and label stream buffer.
2. Cl: Revise plan title to reference VSMP Amendment #1.
3. Please submit revised VAR10 CGP project registration statement to indicate increase in LOD, as
applicable. Note: 0.85 Ac. total LOD does not require a CGP, but Albemarle uses the VAR10 CGP
registration statement to update area of land disturbance if plan amendment increases LOD.
4. Update field (print copy) of SW PPP with approved Amendment #1 once plan sheets approved.
5. Complete purchase of additional 0.14lb. nutrient credits prior to undertaking improvements depicted
with Amendment #1. Note: land disturbance approved with initial WP0202100043 may continue
unabated, without disruption.
6. Coordinate 0.14lb. nutrient purchase with Ana Kilmer, akilmer0albemarle.ore, 434.296-5832-x3246.
7. Provide permanent storm conveyance channels to grate inlets to catch slope runoff to east.
Recommend channel high point at mid -point of parking area behind curb, with conveyance flowing
north then west, and south then west to inlets with cobbles to limit road trash, debris, silt entering the
detention system. Sheet flow (or shallow concentrated flow) may skip the curb or erode behind curb,
or carry debris, trash onto the parking lot, and, without interception, may enter the single drop inlet
proposed for NW corner of lot. Parking lot may provide relief from less frequent storm events, but no
conveyance for newly graded 3:1(or steeper) cut slopes invites facility performance issues. Provide
conveyance channel with stone at grate drop inlets (or similar) as filtering device to intercept
contaminants prior to entering the detention system.
8. Calc. packet: Show pre- /post-dev drainage maps. It appears site access routes storm runoff over a 20'
vertical interval, bypassing detention. Delineate areas conveyed for detention, and post-dev area not
detained. Ensure that at PDA where detained and non -detained flow combine, design meets energy
balance for channel protection. Also, item 15, below.

10. Include BMP details sheet; ref. Approved WPO202100043, C11.
a. Include detail for Str. A3, C5, since provides manway access to SWM detention facility.
b. Ensure site provides overland relief for surface runoff for events less frequent than 10 yr-
event so that veterinary hospital is not flooded during 25 yr-event. Ensure relief for events
less frequent than 10-yr event, up to 100-yr event.
11. Ensure SWM facility easement width is consistent with easement diagram /formula, ACDSM p. 15.
Check required (3-row) UG-detention SWM facility easement width against instrument #
202200005368. If recorded easement is insufficient, submit easement plat application, at this link.
Easement recordation, if required, is pre -requisite to WPO202100043 Amendment #1 approval.
12. Prepare revised SWM bond estimate, or Engineering can do this. Either way, please request bond
estimate, using form at this link. Send completed form to akilmerPalbemarle.org. Submit $294.32
bond estimate request payment via digital payment portal, and identify payment is for bond estimate
request, WPO202100043 Amendment #1.
13. C8: Show drainage divide for 0.44 Ac. area that drains to the sediment trap.
14. C10: Revise caption of typical ditch detail to Ditch 1 detail, if this detail corresponds with Ditch 1 on C9.
15. Calculation: EB table, p. 2 letter-calc. packet d. 3/13/23, lists 0.46 Ac. offsite area. Provide drainage
map to illustrate effect of 0.46 Ac. pre-/post-dev DA (offsite) on EB equation.
Process:
After Amendment approval, Amendment will have to be bonded (SWM bond increased). The bonding process is
begun by submitting a bond estimate request form and fee to the Department of Community Development. One of
the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans.
The County's Management Analyst will prepare bond agreement forms, which will have to be completed by the
owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will have to
be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the
correct signatures and forms.
This project may require separate easement plat application if existing recorded SWM facility easement insufficient.
Once plat (if required) is reviewed and comments addressed, Engineering will format template deeds (SWM / public
drainage) to be recorded with the plat. Please submit easement plat application at earliest convenience (if required).
Note: easement plat with deeds must be recorded prior to undertaking improvements depicted with Amendment # 1.
Also, please note: 0.14 lb. nutrient credit purchase is proposed to meet Amendment #1 9VAC25-870-65
requirements. Pis. coordinate additional nutrient credit purchase with Ana Kilmer, akilmena),,albemarie.org.
