Newberry County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 RE: SDP201700053 and SUB201700128 We have updated the Initial site plan and Preliminary subdivision plat, along with our variation request and overall development map for review and approval through Albemarle County. Below details how the outstanding comments have been addressed: Staff Comments on the overall development plan: 1. The labels on the overall development plan and have been updated for the modifications / to the plan. 12. We have submitted the outstanding$215 fee for SUB2017-000128. 3. The initial site plan,preliminary development plan, and overall development plan for Block C and D have been updated to show out the remaining portions of the C block and D block can be developed,meeting the minimum development requirements for the project. 4. The building in Block C4 has been updated to remove the commercial building notation. Per the approved COD for HTC, there is no non-residential area allowed within C4, and the plan has been updated accordingly. 5. The development plan and overall development plan has been updated to show how the minimum required 54,200 SF of greenspace and amenities is achieved on the C block and D block of the development. A note has also been added to the overall exhibit. 6. The overall development exhibit has been updated to show the potential development of the remaining areas within Block C and sections of Block D. This overall plan shows the overall flexibility of the plan and the available parking within Block C and Block D to accommodate the minimum development requirements within these sections. Parking areas have been shown on Block C and Block D. All parking areas within Block D are within 600 feet of Block C and can count toward the required parking for the future development areas of Block C. 7. A potential dumpster and loading space area has been added to the future development areas within Block C for the non-residential buildings. These show the potential for these non-residential buildings to accommodate a loading area and dumpster area for the development. Planning Initial site plan Comments: 1. The page from the HTC code of development has been noted on the cover sheet for the location of the setbacks for the development. 2. On the overall development plan and on sheet 4 of the application plan, we have added the minimum and maximum future non-residential development within the development areas for Block C to show how the minimum requirements can be achieved. We have also shown the potential locations for dumpsters and loading areas for these buildings. 3. On sheet 1, the overall affordable housing notes have been updated for the proposed 75 units within this phase, and the proposed future minimum development areas of Block C. 4. On Sheet 4, all the phasing lines have been shown and labeled accordingly. 5. The application plan has been updated to accurately reflect that only a portion of Block C2 is proposed to be developed. 6. A separate overall development plan has been provided to show how the remaining portion of Block C2 is proposed to be developed, in conjunction with the remaining portions of Block C and Block D. 7. The overall development plan has been updated to show how the remaining mixed use units within Block Cl, C2, and C4 can be accommodated on the plan. Planning Preliminary Subdivision Comments 1. The outstanding $215 fee has been paid. 2. Meeting street has been updated on the plan to Berkmar Drive. 3. A note has been added to sheet 1 as requested. 4. A note has been added to sheet 1 as requested. 5. A note has been added to sheet 1 as requested. 6. A note has been added to sheet 1 as requested to identify the intended ownership of the common area. 7. A note has been added to sheet 1 as requested. 8. A note has been added to sheet 1 as requested. 9. A note has been added to sheet 1 as requested. 10. The instrument for ensure maintenance of the required improvements will be provided with the final plat. 11. The design and development plan has been updated to match the approved application plan. The sidewalks have been adjusted to a single sidewalk down the middle of the common area between the units (as shown on the approved Application plan). A 6' planting strip has also been provided on either side of the sidewalk in accordance County standards and requirements. Engineering Comments: 1. Comment#1 is acknowledged, will be addressed with the final development plan. 2. 'Comment#2 is acknowledged,will be addressed with the final development plan. 3. All parallel parking spaces shall be 9'x20' with a 20' travelway. The site plan has been updated. 4. CG-6 curbing will be used where possible in the development plan for stormwater collection. Alleys will still utilize CG-2 curbing. Most of the units will have an underdrain roof system, and there will be limited run-off for the curbing to collect in the alleys. 5. The location of the traffic control signs have been added to the site plan and the final development plan will include a detailed signage sheet and striping plan for the development. 6. Roadway/alleyway/and sight distance profiles will be provided with the final site plan and road plans. Fire/Rescue 1. Fire flow tests will be provided with the final site plan. 2. All radii along the emergency vehicle access aisles have been updated to a 25' minimum radius. 3. Halsey Street has been revised to accommodate a through connection for emergency vehicles to Towncenter Drive. E911 1. Meeting street has been changed to Berkmar Drive. ACSA 1. We will submit 16 more copies. Just for the record, this is the first time that we have had to submit 32 copies for the same plan. We have done this before on many, many submittals over the past 18 months and never had to submit multiple plans of the same information. Most recently this included dunlora park, belvedere phase II, and glenbrook at foothills. Ablemarle county requires a review fee for both a preliminary plat and initial site plan when you have a project with attached units with lots and roads. However,All the information pertinent to the subdivision plat review and the initial site plan review is together on the same plan. But, I do not want to create a delay, so I will submit 16 more copies of the same plan and each reviewer can trash one set of plans. They will be down there first thing in the morning. Although these plans will be for the same area, the preliminary subdivision plat and initial site plan are not considered the same plan because they each require their own separate application and also have different fees and review checklists.The initial site plan is subject to the completeness review under Section 32.4.2.1 and the preliminary subdivision plat is subject to the completeness review under Section 14-218. We received this email below from Judy this morning about needed 16 additional copies to accompany the subdivision request (we submitted the original 16 for the initial site plan). Before I send down an additional 16 copies of the same exact plan that will be routed to the same exact people, can I get a ruling as to whether this is truly necessary. It's the same plan,just trying to save a tree.
