The VSMP plans have been revised in response to your concerns as follows: . General 1. Comment: Please submit a final site plan (FSP) amendment for approval. The WPO plan must be approved prior to FSP approval. If this was the site plan sorry it was submitted with the WPO application form. Please submit site plans & application separately for review. Response: A separate site plan has been submitted to the county for review. Comment: (Rev.1) Acknowledged. 2.. Comment: Sheet 1: Remove `Amendment to SDP 2014-0065". Add WPO number under title — WP0201900033. Remove approval's block (not needed for WPO plan). Response: The WPO number has been added to the title block and the approval block has been removed. Comment: (Rev.1) Addressed. j3. Comment: (Rev.1) Correct the sheet numbering to match the sheet index. Response: (Rev.1) The sheet numbers have been revised accordingly B. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and(4) any TMDL measures necessary. 1. Comment: Registration Statement — Provide existing General Permit number if still active; Otherwise, submit new registration form (attached). The MS-4 operator is the County of Albemarle (please correct). Response: A signed registration statement was provided with the previous submittal. Comment: (Rev.1) Not addressed. Response: (Rev.1) A SWPPP is provided with this submittal C. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Comment: Show any proposed clearing/grading activities, paving operations, landscaping operations, E&S controls, staging, stockpile, borrow,fueling, waste disposal, vehicle/equipment washing, concrete washout locations on the PPP. Also, show locations where concentrated stormwater discharges. Response: The PPP will be provided with SWPPP. Comment: (Rev.1) Not addressed. Response: (Rev.1) A PPP is provided with this submittal. Please note that the PPP measures are shown as part of the erosion and sediment control plan D. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Comment: Sheet 10: It appears that under 9VAC25-870-96. Water quality. B. 4. Situation 4 applies. Determine pollutant load entering BMP(s), pollutant load removed by BMP(s), and verify compliance is met. Input the values for the impervious cover computation. The existing site is a parking lot with imperious cover >20%. Please use the RR value of 19.45 lbs determined from the water quality worksheet to make comparison. It appears that an additional (19.45- 18.96=0.49) 0.49 lbs of phosphorus nutrient credit is required. Response: As discussed water quality for the proposed improvements is provided with the existing Stormfilter, Vortechs, and Filterras. Please refer to the pollutant removal calculations on the plans for details. Comment: The stormwater narrative incorrectly lists `WPO# 2014-00065' (Our Ladies of the Angels Monastery project). I believe the earlier approved plan was WPO201400102. Response: The stormwater narrative has been revised to show the correct WPO number. Comment: (Rev.1) Addressed. 3. Comment: Submit an amendment to WPO201400065 showing the reduction of remaining BMP phosphorus nutrient credits available for the site will be used by this project WPO201900033. Response: As discussed water quality for the proposed improvements is provided with the existing Stormfilter, Vortechs, and Filterras. The excess phosphorous removal from WPO201400065 is being utilized to satisfy the requirements for this development. Comment: (Rev.1) Addressed. 4. Comment: Show building's roof drain(s) and where its outfalls or connects to. Response: The roof drain leased has been added to the plans as requested. Comment: (Rev.1) Addressed. 5. Comment: (Rev.1) Sheet 11: / a. Show phosphorus load remaining for this block. b. Remove last paragraph under `Pollutant Removal Calculations...". -I can't verify true & it doesn't seem to apply to this block. Response: (Rev.1) The pollutant removal calculations have been revised to show the phosphorus remaining. The indicated paragraph has been removed as requested. E. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Sheet 4: a. Comment: Show location of all existing and proposed utilities and easements with deed book references. Response: The existing utilities and associated deed book references are provided on the plans. Comment: (Rev.1) Addressed. b. Comment: Show existing streets deed book/page references. Response: The deed book/page references for the private streets have been added to the plans. Comment: (Rev.1) Addressed. 2. Comment: Sheet 8: Show Construction Entrance(s) & detail. Paved construction entrance required(DSM,pg. 8). Response: A construction entrance and detail are provided on the plans.
