Charlottesville, VA 22901 RE: ARB-2013-175: Cole's Import Specialist 045000000100B0 Dear Mr. Roell: The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday, February 3,2014. The Board, by a vote of 5:0, approved the request, pending staff administrative approval of the following conditions: 1. Revise the materials schedule to reflect the ATAS siding. 2. Relieve the blankness of the side elevations with design details or landscaping, or a combination of both. 3. Add the standard mechanical equipment note to the site and architectural plans: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 4. Revise the photometric plan using an LLF of 1.0 5. Coordinate the site and architectural drawings regarding the wall fixture. 6. Indicate on the plan if a base will be provided for the pole lights. If a base is proposed, also indicate its height on the plan. Ensure that total fixture height does not exceed 18' 5W. 7. Indicate on the plan the proposed color for the light fixtures and the light pole. 8. Add the standard lighting note to the site plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 9. Coordinate all the site plan sheets regarding the existing White Oak to remain. Show the tree at its current size. Show tree protection fencing. Maintain grading outside the drip line of the tree. 10. Provide shrubs along the west side of the parking lot. Provide all shrubs at 24" high at planting. 11. Provide trees, in sufficiently large planting beds, along the side building elevations to mitigate the blank wall areas. 12. Include the standard landscape note on the site plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height;the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 13. Provide a muted earth tone for the Redi-Rock wall. Provide a sample and indicate the color on the plan. 14. Revise the plan to include details on the proposed handrail. 15. Show tree protection fencing for the Oak tree to remain. 16. Provide an awning over the entrance or some other treatment to improve the scale of the front facade. 1 `rise 'rd Please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached"Revised Application Submittal"form.This form must be returned with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
