RE: SP 2007-49 Animal Wellness Center
Dear Ms. Cook:
As we discussed this morning, I am having difficulty deciphering your application. I would
appreciate it if you could either type or print the information. As the initial application contains
the signatures, etc., I suggest that you give us the application information on separate sheets of
paper. You will need to include the basic information that you mentioned this morning: days and
hours of operation, no overnight stays, number of employees, as well as information regarding
the disposal of waste (animal and medical), the location of the units, (unit numbers / addresses)
you intend to occupy, what you will do to comply with the soundproofing (as recommended by
John McNair and Associates), and accommodations for animals allowed outside the facility. I
have attached the Zoning Ordinance Section 5.1.11. Please make sure that you address each
item. You will need to include a plan that shows which units you will use and where the
parking is located. Since other businesses share the parking area, please provide a copy of any
agreement for shared parking and the number of spaces and location of the spaces that will be
allocated to your business.
Two copies of plans for the center were included with the application, but they did not indicate
the location of your proposed clinic or the parking. When you resubmit, please provide us 16
copies of the plan showing the above requested information. The plans do not need to be as
large as those you provided, if that would be more convenient for you. They also do not need to
professionally drawn, as altering a copy of the plan you gave us and having it reproduced would
be sufficient. Our reviews may require additional information. I'll send you the results of the
reviews in mid-November.
You asked for information about the special use permit process. In general, it is reviewed by
sixteen different department, divisions, and agencies. If they have comments, they are provided
to the applicant by the planner assigned to that application. Often, changes or more information

will be required. The planner prepares a staff report with a recommendation to the Planning
Commission. Condition of approval may be recommended, in order to mitigate impacts of the
proposal. The Commission conducts a public hearing and makes its recommendation to the
Board of Supervisors. The Board conducts a public hearing and makes a final decision. At a
minimum, a zoning compliance will be required prior to occupancy of the business. It is
necessary for the applicant to attend both hearings and an opportunity for you to speak is
provided, as well. Public notices are placed in the newspaper, adjacent property owners are
notified by mail, and signs are placed on the edge of the property next to the streets. All of these
notifications of the application are required by both state and local law.
