Subject: SDP2008 -00027 Tip Top Restaurant Minor Amendment
The County of Albemarle Division of Zoning and Current Development will grant or recommend
approval of the minor site plan referred to above once the following comments have been addressed:
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [4.12.4.a] Parking Areas: Maximum number of spaces. The number of parking spaces in a
parking area may not exceed the number of spaces required by this section by more than twenty
(20) percent. Per the site plan, the number of new spaces provided is 17. This brings the total
number of spaces for the entire site to 82. This exceeds the 20% maximum amount of spaces
required. [65 x 1.2 = 78 spaces]. The maximum amount of spaces for this site is 78. Please revise.
2. Restaurant patrons are driving into the landscaping on the parking area next to the Free Bridge
Auto Center [TMP 78 -57B]. Please consider installing bumper blocks to alleviate the problem.
Additionally, parking stall lengths were altered/work done on reconfiguring these parking spaces.
This change has not been included/delineated on this site plan. Please make sure the site plan
matches what is on the site.
3. Please contact Margaret Maliszewski for ARB review and application procedures. This site is in
the Route 250 Entrance Corridor.
4. Lighting/Photometric Plan
A) Make sure light fixture locations do not conflict with utilities and landscaping.
B) All light fixtures with 3000 or more lumens must be full cut off. The provided cut sheet does
not provide enough detailed evidence for me to conclude that the fixture is full cut off.
C) Add the standard lighting note to the lighting plan. [Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of
lighting from luminaires onto public roads and property in the residential or rural areas zoning
districts shall not exceed one -half footcandle. "]
5. Landscape Plan
A) For trees T3, T4 and T8 total canopy area does not match what is on the approved plant list.
Please refer to the Albemarle County Recommended Plant List. The canopy calculations
provided will change based on the changes made to the total canopy area per the recommended
plant list. Additionally minimum calipers for most of the trees do not match those on the
recommended plant list. The architectural review board will comment on entrance corridor
standards for landscaping.
