ARB Meeting Date April 7, 2008 Staff Contact Margaret Maliszewski SITE/PROJECT HISTORY The ARB has reviewed no previous proposals for this site. A building permit is required for the proposed work. CONTEXT The equalization tank is proposed to be added to the existing Camelot wastewater treatment plant located on the east side of Route 29 North between a mobile home sales lot and the Badger Fire Protection site. The immediate area has an industrial character, and this segment of the Route 29 Entrance Corridor is characterized by a mix of uses with some remaining wooded areas. PROJECT DETAILSNISIBILITY The proposed equalization tank measures 16' tall by 28' 73/4" in diameter and would be located 430' from the right -of -way of Route 29 at the end of an existing gravel driveway. The tank is available in six colors; "foliage green" is proposed, but the applicant is open to alternate shades. A new pump station and valve vault are also proposed for the site, but these elements are not expected to be visible from the EC due to their low profile. The equalization tank will be visible from the EC. ANALYSIS (based on site plan sheets G001, C100, M201, M300, and M350 with revision date of 2- 11 -08, All State Tank Manufacturing color chart and tank photos, and WWTP vicinity map dated 2/19/08) Issue: Treatment of visible mechanical equipment/above - ground utilities Comments: • The equalization tank will be visible from the Entrance Corridor but the distance from the road, the color of the tank, and the character of the surroundings are mitigating factors. ARB 4/712008 Camelot Tank - Page 1 • At 430' from the EC, with surroundings of a similar industrial character, the tank will be visible from the road but not highly noticeable. • The EC Guidelines indicate that this type of structure should be screened or located to take advantage of existing screening. No existing screening is available and no new screening is proposed for this tank. The tank is proposed for the only remaining location available at this site, and that location provides no space for landscape or structural screening. (The only other possible location for the tank at this site is within the 100 year flood plain.) • The tank is proposed as a temporary feature to be replaced in approximately 4 years by a permanent facility in a different location. The temporary nature of the structure helps limit negative impacts. Recommendations: None. Issue: Tank color Comments: The tank is proposed in a dark green ( "Foliage Green ") color. A dark green water tank was constructed at the Avon Park site and a dark brown tank was erected at the Michie Tavern site. Those dark colors appear to be appropriate choices for minimizing visibility and blending with wooded areas. During the winter months, the wooded backdrop at the Camelot site is generally light brown in color, not green. The "Environmental Green" color might blend better with the backdrop during the winter months, but it is anticipated that the "Environmental Green" will be more obvious during the summer months than the "Foliage Green" color would be during the winter months. And, darker colors appear to be better at minimizing noticeability. Recommendations: None. SUMMARY OF ANALYSIS Given the distance from the EC, the existing character of the surrounding area, and the temporary nature of the proposed tank, staff supports the proposal as presented. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Visibility of tank 2. Color of tank 3.
