Plan received date: 26 March 2008 Date of comments: 17 April 2008 Reviewer: Amy Pflaum Minor Site Plan Amendment [SDP200800002] The Minor Site Plan Amendment for the Super 8 Motel site has been reviewed. Engineering has the following comments. 1. County recommends performing a full site survey to field verify the location of existing site features and generate topographic information. 2. Please add all existing storm sewer features on the property to the plans. This includes 2 storm sewer manholes in the 20' drainage easement, as well as several storm sewer inlets around the parking lot perimeter [18- 32.5.6.j] 3. The existing storm sewer manhole located in the new asphalt area of the parking lot and the drainage easement may be affected by the proposed shape of the landscape island in that area. Please field verify the location of the manhole. 4. There is a curb opening storm sewer inlet in the curb near parking space #54 that has a bumper block within 6" of the face of the curb, the bumper block should be a minimum distance of 2 feet from the curb [DM]. However, the parking space depth is only 17 feet, so the bumper block may only be 1 foot away from the curb in order to allow the parking space to have a 16 foot depth. Please remove the bumper block and verify that the parking space has a clear F overhang beyond the front face of the curb. 5. The new parking spaces (63 -67) require concrete curb & gutter. [18- 4.12.15.g] 6. The depth of the new parking spaces (63 -67) is 17 feet according to the painted lines. However, the length of the asphalt running along the south side of space 67 is only 16 feet. A minimum depth of 16 feet is acceptable where a 2 foot grass overhang is available. Please see the next comment. [DM] 7. The depth of the new parking spaces (63 -67) is 17 feet. [DM] The grass overhang is there, except in the case of spaces 65 and 67 where an electric box and in- ground spot lights are potential hazards. The location of these facilities needs to be field verified and they may need to be relocated or otherwise protected. These facilities were not shown on the 1985 Site Plan. 8. There appears to be a low spot in the southeast corner of new parking space 67 that is now collecting run -off that used to be directed to the inlet at the corner of space 32. An opening has been left in the new asphalt curb at this corner in order to allow flow to escape the parking lot and Engineering Review Comments Page 2 of 2 enter a flat, grassy area. Either field verify that this curb in fact drains the other direction, or this portion of the parking lot will need to be regraded to redirect the flow back to space #32, or new stormwater management facilities will need to be installed to pick up the flow in space 67 and direct it to existing storm sewer. Also, the inlet at the corner of space 32 was not in this configuration on the 1985 Site Plan. 9. The increase in impervious area to the site does not automatically require that new stormwater facilities be installed. However, once a site topo is provided, engineering will evaluate the drainage area to the existing inlet in space 32 to make sure the overall area has not increased and that the existing inlet and pipe can handle the flow. 10. The stormwater detention basin located on the east side of the parking lot has chain link fence around a portion of its perimeter. The entire perimeter of the basin is on the applicant's property and the fence must be restored around the length, per the 1985 site plan. 11. In order to determine if the new location of the dumpster is acceptable to engineering staff, we will need to see more of the neighboring property and parking lot travelway. The 1985 site plan shows the dumpster pad being located at the end of the parking lot near spaces 47 & 48, not where shown at space 67. 12. The dumpster pad must be constructed to County specifications. This includes installing a concrete apron 8 feet in front of the dumpster so that the front wheels of a truck servicing the dumpster will rest on the concrete. [18- 4.12.19] 13. The existing dumpster pad appears to be broken and may not have been installed per the specification. County specification for the pad is to be a minimum 4" stone base and 6" concrete of 3000 psi at 28 days, or stronger, reinforced with a minimum grid or wire reinforcing or #4 bars at 12" on center. [DM] 14. The front portion of the dumpster is within the neighboring property boundary. In order to install a new apron and/or a new pad, a temporary construction easement must be granted from the neighboring property owner. A permanent easement must also be granted by the neighboring property owner for the dumpster & pad to exist in this area. 15. Screening of the dumpster will be per Architectural Review Board standards. 16. All parking rows are to be protected by curbed islands not less than 3 feet in width. Such an island should be installed between the proposed canopy entry drive and the existing handicap parking space. This will require respacing of spaces 33 -47 and most likely the loss of a space and the relocation of the handi -cap ramp. [18- 4.12.15] 17. Please change the two Japanese Maples proposed in the landscaped island to Crape Myrtles per our discussion on 4/10/08. 18. Engineering does not have a problem with a shade tree being planted in the landscape area near space 24 per ARB request, however we feel that this landscape area does not appear to be drawn to the same dimension as shown on the 1985 site plan.
