This is a special use permit request to allow reuse of the existing structure on the property for a veterinary clinic. Staff has reviewed the application, along with the supplemental information and sound engineer's report. Comments are consolidated below and additional comments may be provided once a concept plan is submitted for review. Planning Concept Plan It would be helpful to the review of the project if a concept plan was submitted. At a minimum, the following should be provided on the plan: ❑ Show the existing site features. ❑ Show location of proposed parking and access to the site and building. ❑ Please also show the zoning of adjacent properties. ❑ Show all boundaries of the subject property. ❑ Show the tax map & parcel numbers. ❑ Provide a north arrow and scale. ❑ Provide concepts for any required stormwater management provisions. ❑ Show a 20 foot undisturbed buffer adjacent to RA or residential zoning. ❑ Provide workable concepts for grading and stormwater management ❑ Show the limits of the stream buffer and any critical slopes. ❑ The travelways and circulation should meet the requirements of the Zoning Ordinance, General Provisions (4.12). Crozet Master Plan Staff believes that this proposal is in keeping with the master plan goals for Downtown. The property is designated CT 5 Urban Center and CT1 Development Area Preserve. The range of land uses recommended for CT 5 is open so veterinary clinics would be a commercial use consistent with that land use designation. The Master Plan also recommends Development Area Preserve CT1 (natural area greenway) on the parcel. (see insets below) The CT1 (green) area running through the middle of the property is intended to represent preservation of the drainage channel that runs behind the building proposed for redevelopment. The Natural Resources planner has commented on this before to the property owner and those comments are below under Water Resources, The Green Infrastructure Plan also suggests a future greenway connection (white line on Green Infrastructure map below) running along the rear property line. Architectural Review Board (Margaret Maliszweski) This property falls within the Route 240 Entrance Corridor and the potential Crozet Historic District. No changes to the exterior of the building or to the site in association with this proposal have been proposed so far. As such, there are no negative impacts anticipated on either the Entrance Corridor or the potential Historic District. Please confirm that no changes to the exterior of the building or to the site are proposed or provide applicable information if changes are proposed. Water Resources The properties at 1100 and 1108 Crozet Avenue were field reviewed on May 23, 2007 to determine if the drainage features on these properties are streams that are regulated under the County's Water Protection Ordinance. Streams that may not appear on USGS mapping resources may exist in the field if the feature has a drainage area of at least 5 acres and has a defined streambed and defined stream banks where the bed/channel materials and vegetation are distinct from the surrounding valley or swale (e.g. the channel has a rocky stream bed versus matted down grass or an eroded ditch). The first feature reviewed was a small drainage ditch flowing east to west along the border between the two properties. This is a dry bricked channel, and does not meet the criteria outlined above. Therefore, that feature is not a stream regulated under the County's ordinance, and no stream buffers apply. The second feature reviewed is a small drainage channel flowing north to south across both properties, and eventually joins Powells Creek. This channel does not consistently display the criteria outlined above. While in some areas there is a defined bed and banks with appropriate substrate, further downstream where it enters the Powells Creek floodplain (TMP 56-11) the channel loses definition and becomes a grassed channel. Therefore this feature is not a stream regulated under the County's ordinance, and no stream buffers apply. County Engineer (Glenn Brooks) Since additional parking and impervious areas may be required, further comment may be provided once a concept plan is submitted. Zoning. 1. This use will necessitate a site plan or site plan waiver. All waivers should be processed with the special use permit application. 2. As you noted, the ordinance would require around 13 parking spaces. We suggest that you consider how many spaces you believe are necessary to serve this use in this location and submit a requested parking reduction, if applicable. Please submit a parking study that quantifies your true parking needs, if less than the ordinance requirements and you seek a reduction. Virginia Department of Transportation (VDOT) VIDOT has not yet provided comments and they will be forwarded to you as soon as they are available. Albemarle County Service Authority (ACSA) Albemarle County Service Authority comments and map of water and sewer lines are attached. Please note in the ACSA comments that Rivanna Water and Sewer Authority approval is necessary for sewer connection. Your application was sent to RWSA for their review and they have commented that both Rivanna Water and Sewer Authority and the Albemarle County Service Authority have sewer lines adjacent to the property. If you plan to connect to the RWSA sewer system, plans should be submitted to RWSA at the time of a site plan. Please show on the concept plan which sewer line you plan to connect to so further comment can be provided. Staff believes that the issues identified here should be resolved prior to setting a public hearing on this project with the Planning Commission. After you resubmit and staff has reviewed your proposal, we may provide additional comments. At that time, a public hearing date for the Planning Commission may be determined. Please resubmit 7 copies on a resubmittal Monday, according to the attached resubmittal schedule. Please make sure to put my name on your resubmittal cover. "' The legal ad deadline is the last date at which an applicant can decide whether to resubmit or go to public hearing. If an applicant decides to go to public hearing against the advice of the reviewing planner, a recommendation for denial will likely result. Generally, the applicant will will have only one opportunity to defer the PC public hearing for the project once it has been advertised for public hearing. Additional deferrals will not be allowed except in extraordinary circumstances such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention.
