The plans cannot be approved as submitted and will require the following changes. A. General Review Comments 1. The 30 acre active construction limit will be monitored and enforced by the on -site ESC inspector in conjunction with the County Engineer. The ESC plans for later phases of development may require more than measures to protect just the roadway construction. 2. A SWM plan for the road will be required if impervious area is to be installed. A grading plan without pavement for the roadway or sidewalk will not require a SWM plan. However, MS -19 issues will still need to be addressed. Please see review comments of the ESC plan below for more information regarding this concern. 3. Please note on both plans the following information: one datum reference for elevation, the source of topography, the source of the survey, and the date of the topographic survey. 4. Is the stream crossing being constructed with this plan? The ESC plan shows a new structure in the stream. This structure should be eliminated if the intent of this plan is not to construct the crossing. B. Erosion and Sediment Control Review Comments 1. Please correct the north arrow on page 6. 2. Please provide a staging area. [DM] 3. Please provide a soil stockpile area. [DM] 4. The incorrect VESCH standards are referenced in the narrative for sediment traps, outlet protection, and rock check dams. 5. Please provide dust control symbols on the plan. 6. Please provide the County ESC and County General Construction note sets on the plan. [DM] 7. Please move the construction entrance along Carroll Creek Dr. to the opposite side of the stream. The construction entrance should be located immediately off of the access road to the tertiary plant. The limits of disturbance should be modified accordingly. 8. All construction entrances need to drain to a sediment trapping measure. 9. Please show Temporary and Permanent Seeding notations on the plan where applicable. 10. Please provide silt fence around the cul -de -sac at the end of existing Farrington Drive. 11. Please add a note to the plan at the RWD on Farringdon Drive that runoff from the eastern ditch is to be diverted into trap 1. 12. Please show the outlet weirs on all sediment traps. 13. Please provide adequate channel analyses for all roadside swale discharge points. 14. It is difficult to verify the sizing of the sediment traps on the plan. Please provide a 20 scale detail for each of the sediment traps with the important contour lines labeled. 15. The maximum embankment height for a sediment trap is 5ft. The height of a trap is measured from the elevation of the embankment to the elevation of the lowest point of fill. Column 2 of the sediment trap chart appears to be incorrect for many traps. Adjustments to the height may also change the required widths of the embankment as well. 16. Please show all critical slopes on the plan. 17. The outlet protection chart on sheet 8 appears to be incorrect. C. Road Plan Review Comments 1. Please provide a SWM plan for the road. See general review comment #2. 2. On the cover sheet, remove all road cross - sections that are not shown in the plan and profile in this set. 3. Please change the 2:1 slopes in the road cross - sections to match the 3:1 slopes shown in the approved rezoning plan. 4. Please replace the "Albemarle County Engineering General Construction Notes for Private Streets" with the latest note sets for General Construction and General Construction of Streets. [DM] 5. Please submit pavement calculations. Pavement calculations were not found in the approved rezoning plan. 6. The maximum grade allowed on Farringdon Drive will be 10 %. 7. Please show drainage easements outside of private road ROW where necessary. 8. Please show all traffic control and street name signs. 9. Please provide a section detail for the asphalt walkway. 10. What is the purpose of the 18" culvert at Sta. 4 +50 on Limestone Lane? 11. Please label pavement radii at intersections. 12. The temporary turnaround on Limestone Crossing has not been designed in accordance with our design manual. 13. By my calculations, EC -3 matting will be needed along Carroll Creek Road from Sta. 34 +00 to the end on both sides of the road and along Farringdon Drive from Sta. 33 +00. All other ditch matting appears to be acceptable. However, the on -site ESC inspector may require additional measures during construction if the ditches do not appear to be stabilizing. 14.
