SITE/PROJECT HISTORY
The Architectural Review Board has not reviewed any previous proposals for this parcel.
April 14, 2008: SDP 2008 -66, Site Plan Major Amendment, Application received and under review by
Current Development.
CONTEXTNISIBILITY
The section of the Route 250E Entrance Corridor where this proposal is located is largely rural in character
with most of the commercial improvements along the north side of the corridor. Many of these improvements
predate the Entrance Corridor and do not reflect established design guidelines. The parcel under review is part
of, and interior to, the Hunter's Hall subdivision with no frontage on the Route 250E Entrance Corridor. The
parcel is located approximately 400' north of the EC at its closest point. Access to the site is from Hunter's
Way, the access road from Route 250E through the subdivision.
The southern half of the parcel is currently developed with a 1 -story (3 Fx 75') flat roof, storage building, and
a 1 -story (17' x 20') storage shed, both predating the Entrance Corridor. There is some limited visibility of the
storage building from points along the EC directly in front (south) of the parcel during winter months. The
south (facing EC) and east elevations are brick with no fenestration. The west elevation is metal panels with no
fenestration. The existing site entrance from Hunter's Way connects into a paved travelway that surrounds the
storage building, while also providing access to the shed at the west end of the developed area and the row of
parking adjacent to the southern boundary of the parcel. The applicant has indicated that these existing

improvements are to remain.
Proposed site improvements are to be located on the northern half of the parcel, approximately 530' from the
EC, at an elevation approximately 67' above the EC in front and 13' above the existing storage building on the
parcel. Visibility of the proposed improvements is expected to be limited to the upper section and roof area of
the south elevation due to topographic changes, structures, and vegetation that exist between the proposed
development and the EC. Site improvements on the west side of the parcel, including existing/proposed paved
areas, may have limited visibility for a short distance from points directly in front (south) of the site during the
winter months.
PROJECT DETAILS
The applicant is proposing to construct a 1- story, 29' tall, building (100'x120') to act as an indoor recreational
facility. The building is to be constructed of split face block with a gable roof form of standing seam metal. A
parking lot for 20 cars will adjoin the west end of the building with access provided by way of the existing site
entrance and paved travelway.

Issue: Drafting Errors
Comments: On Sheet A1.0 Hunters Way, building materials and colors are identified for some, but not all,
sections of each elevation.
Recommendations: Revise Sheet A1.0 Hunters Way so that all sections of each elevation are labeled for the
materials and colors that are proposed.

Issue: South Elevation/Mass/Blank Appearance
Comments: The 120' long continuous gable roof form shown in the south elevation (facing the EC) has a blank
and static quality to its appearance, making the structure appear out of scale with the site and surrounding
buildings. This static quality is further repeated in the design of the elevation below the roof level with its
repeating bays of wall area separated only by downspouts matching the gray roof color. Fenestration in each
bay is limited to the repetitive use of rectangular windows in a horizontal alignment near the cornice line.
Whereas this design does not reflect EC guidelines that encourage the use of forms and features compatible
with those of significant historic architecture of the area, the impact of this proposal is expected to be greatly
reduced by its distance from the EC and the existing structures and topography that lie in between.
Recommendations: None.
Issue: Roof Color
Comments: The applicant is proposing the use of a standing seam roof material MBCI Sig 300 Slate Gray. A
sample of the material /color was provided. The color, as represented on the sample, appears to be too light and
does not represent what is typically thought of as a "slate gray" color. A darker color, more representative of a
true slate gray, would benefit this proposal by helping the mass of the roof blend more with its surroundings.
Recommendations: Revise the proposal, and all applicable drawings, to show the use of a darker slate gray
color. Provide a sample of the material /color for review and approval.
Issue: Pediment Color
Comments: The applicant is proposing New Holland Split Face Concrete Block Cream N0706 as the pediment
material in the east and west elevations. These pediments are expected to have a limited visibility; however, the
cream color block would provide a significant contrast with the slate gray roof color. A darker color material
for the pediments in both elevations would assist in further reducing the impact of this proposal on the EC.
Recommendations: Revise all applicable drawings to show the use of a darker material for the pediment in the
east and west elevations.
Issue: Grading/Cut & Fill Not Rounded
Comments: Proposed grading contours, as shown on Sheet 3 Entrance Corridor Site Plan, Sheet 4 Site Plan,
and Sheet 5 Landscape Plan, are not rounded to meet the existing condition.
Recommendations: Revise the proposed grading on Sheet 3 Entrance Corridor Site Plan, Sheet 4 Site Plan,
and Sheet 5 Landscape Plan to show cut and fill slopes that are rounded (minimum ten foot radius) to meet
existing conditions. Revise the grading plan, as needed, to keep all proposed grading five feet off of the
property line, or provide evidence of a grading easement with the adjoining owner.
Issue: Tree Conservation Checklist/Landscape Plan
Comments: A signed Tree Conservation Plan Checklist was included in the application booklet included with
this submission. The checklist was not included on the Landscape Plan. The checklist is required to be on the
Landscape Plan as a reminder to the contractor of all tree conservation requirements.
Recommendations: Revise Sheet 5 Landscape Plan to include the signed Tree Conservation Checklist.
Issue: Proposed Bio- filter, Water Quality Swale/Details
Comments: Sheet 3 Entrance Corridor Site Plan, Sheet 4 Site Plan, and Sheet 5 Landscape Plan show a
proposed bioiilter and water quality swale in the southwest corner of the site. Details of these facilities were not
included with this submission. Although likely to have limited visibility from the EC, this corner of the site is

the most visible site area on the parcel. EC guidelines require that such facilities be designed to provide a
natural appearance, eliminating the need for screening.
Recommendations: Revise Sheet 5 Landscape Plan to include details relating to the appearance of the bioiilter
and water quality swale in the southwest corner of the site. This facility is to be designed to provide a
landscaped (not engineered) appearance, integrated with the site, eliminating the need for screening.
Issue: Signage
Comments: Sheet 4 Site Plan and Sheet 5 Landscape Plan show a proposed freestanding sign on the south side
of the site entrance from Hunter's Way. A signage proposal was not included with this submission. It is
possible that a freestanding sign in this location would not be visible from the EC. However, it should be noted
that any signage visible from the EC will require ARB approval. Signage proposals can be submitted separately
from the site plan application and should demonstrate that they meet all ARB sign guidelines, with locations
free of utility conflicts.
Recommendations: Signage that is visible from the EC will require ARB approval. Freestanding signage
proposals can be submitted separately from the site plan application and should demonstrate that they meet all
ARB sign guidelines, with locations free of utility conflicts. Building signage that is visible from the EC
should be included in this application and demonstrate that it meets all ARB sign guidelines.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Visibility of the proposal from the Route 250E Entrance Corridor.
2. The design of the south elevation of the proposed building.
Staff offers the following comments on the preliminary site plan:
1. Revise Sheet A1.0 Hunters Way so that all sections of each elevation are labeled for the materials and
colors that are proposed.
2. Revise the proposal, and all applicable drawings, to show the use of a darker slate gray color. Provide a
sample of the material/color for review and approval.
3. Revise all applicable drawings to show the use of a darker material for the pediment in the east and west
elevations.
4. Revise the proposed grading on Sheet 3 Entrance Corridor Site Plan, Sheet 4 Site Plan, and Sheet 5
Landscape Plan to show cut and fill slopes that are rounded (minimum ten foot radius) to meet existing
conditions. Revise the grading plan, as needed, to keep all proposed grading five feet off of the property
line, or provide evidence of a grading easement with the adjoining owner.
5. Revise Sheet 5 Landscape Plan to include the signed Tree Conservation Checklist.
