HomeMy WebLinkAboutSDP200800065 Review Comments No Submittal Type Selected 2008-05-05c��pF AL &FA9'P �'IRGINIP County of Albemarle Department of Community Development Memorandum To: Ammy George From: Gerald Gatobu, Senior Planner Division: Zoning and Current Development Date: May 5, 2008 Subject: SDP2008 -00065 Moser Radiation Therapy Ctr - Major Amendment The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of the final site plan referred to above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [32.5.6] Please indicate on the site plan the maximum number of employees for the proposed use. 2. [32.5.6] Indicate the maximum amount of paved parking and vehicular circulation areas. (Landscape plan is required) 3. [21.7.2] No portion of any structure, excluding signs, shall be located closer than fifty (50) feet to any residential or rural areas district. No off - street parking or loading space shall be located closer than twenty (20) feet to any residential or rural areas district. 4. [32.5.6] Please show the owner, zoning, tax map and parcel number and present use of adjacent parcels. Parcel 60E2 -1 is adjacent to the North and is zoned RA. 5. [4.12.13.e] Please show a dumpster location that does not impede any required parking or loading spaces or any pedestrian or vehicular circulation isles. 6. [32.5.6]Provide on the site plan a description of all variances, zoning proffers, bonus factors or special use permits applicable to this site. 7. [4.12.5 (A)] Parking areas on same lot as primary use; exception. All parking spaces shall be established on the same lot with the primary use, to which it is appurtenant, except as authorized by [section 4.12.8].therefore, [section 4.12.8.e] An instrument assuring the continuation of off -site shared parking needs to be submitted. The instrument shall be in a form that is suitable for recording, shall be subject to review and approval as to form and substance by the county attorney, and shall be recorded in the office of the clerk of the circuit court of the county before the site plan or site plan waiver is approved. As the parking requirements for the use or structure change, subsequent instruments may be submitted, reviewed, approved and recorded that rescind or modify the prior instrument. 8. [4.12.13.c] Loading spaces shall be provided in addition to and exclusive of any parking requirement on the basis of(1) space for the first eight thousand (8,000) square feet of office space 9. If Outdoor lighting is proposed: Provide a Lighting/Photometric Plan A) Make sure light fixture locations do not conflict with utilities and landscaping. B) All light fixtures with 3000 or more lumens must be full cut off. C) Provide cut sheets for each lighting fixture on a separate sheet of the site plan. (Catalog numbers on the cut sheets must match those on the luminaire schedule). D) Show /clearly delineate the property lines on the lighting plan. E) Light loss factor LLF/Maintenance Factor must be 1. F) Add the standard lighting note to the lighting plan. 10. Landscaping Plan A) [32.7.9.4.b] Existing trees or wooded areas may be preserved in lieu of planting new materials in order to satisfy landscaping and screening requirements, subject to the agent's approval. In such case, the landscape plan shall indicate the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring tree wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, such checklist shall conform to specifications contained in the Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended. The conservation plan checklist must be shown on the site plan and must be signed. B) [32.7.9.9.b.1] 10% tree canopy is required for the site. Provide tree canopy calculations. Show existing tree canopy, and delineate new /proposed trees. C) [32.7.9.6] Indicate additional street trees and indicate the amount required and the amount provided. D) [32.7.9.7.b]Interior landscaping calculations need to be shown. An area equal to 5% of paved parking and circulation areas shall be landscaped with trees and shrubs. E) [32.7.9.7.b] Interior landscaping shall include 1 large or medium shade tree per 10 parking spaces if 5 spaces or more. Show existing interior landscaping, and then show the additional interior landscaping required because of the addition. Indicate how the additional interior landscaping will be met.
