A. Road and drainage plans (SUB200600113)
1. VDOT approval is required. Comments will be forwarded when received. [DM905]
Rev. 1: We have not yet heard from VDOT regarding the revisions, but in view of the time, thought it
best to complete the county review, and forward VDOT comment when received.
Rev.2: no change.
Rev.3: VDOT approval has not yet been received. Comments from VDOT have been forwarded to
the applicant.
2. The cross - section for Meeting Street is still under negotiation with the rezoning for area A. Jack
Kelsey has indicated that a wider median is being requested, and that there may be other changes. A
partial section that accommodates changes with the pending rezoning may work better at this time.
Rev.]: Jack has agreed to the cross - section, and here are his comments from 28 April 2006 based on
a plan received 20 March 2006. The Rev.I comments indicate the current status based on the current
plan.
Rev.2: The cross - section of Meeting Street is still showing discrepancies between the rezoning plans
for Area A and Area A -2.
Rev.3: Comment not addressed. The cross - sections of Towncenter Dr. and Meeting St. do not
match the rezoning plan. From the back of the curb to the edge of the sidewalk, the planting strip
must be at least 6ft.
a. Provide the drainage computations for the proposed culvert at Station 29 +50.
Rev.]: not found
Rev.2: the computations used only the rational method. More than the rational method should be
used for a drainage area of 250 acres. The computation could not be checked against the plans.
A profile and size of the culvert was not found on the plans.
Rev.3: Comment not addressed. No calculations have accompanied this submittal. Please
provide culvert capacity calculations that use more than one hydrologic method. Rational
method is universally acknowledged as being inaccurate for large drainage areas.

b. Based on the height of the fill at Station 29 +50, change the culvert pipe classification from Class
III to Class IV.
Rev.]: no found on plans
Rev.2: not addressed.
Rev.3: Comment has been addressed.
c. Continue the urban cross section with tree planting strips and sidewalks from Sta. 26 +75 to Sta.
43 +75 (Dickerson Road intersection) as required by the Code in our "development areas ". This
parcel that the street traverses is in the Hollymead Community development area and has a land
use designation of "urban density ". In addition, the urban street section is consistent with the
"east -west connecting road" characteristics provided in the Hollymead Community recommended
transportation improvements.
Rev.]: The cross - section for this segment was not found on the plans.
Rev.2: the cross- section for the segment past 27 +30 was not found on the plans. Street trees were
not found on the plans.
Rev.3: Comment not addressed. Street trees are notprovided on the plan in as many locations
as possible.
d. Show and label on both the plan and typical cross section a 60 ft. (minimum) right -of -way to be
dedicated to public use [HTC -Area B proffer #3].
Rev.l: comment addressed.
Rev.2: addressed.
e. Based on the traffic volume (6000 adt), Towncenter Drive will need to be widened at the
intersection with Dickerson Road to accommodate an east -bound travel lane, a left -turn lane &
taper (200' x 100'), and a right -turn lane & taper (200' x 100').
Rev.]: comment addressed.
Rev.2: tapers were not provided. See comment 3.
Rev.3: This comment has been addressed. Though it appears the details of both approaches to
Towncenter Drive on Dickerson Rd. may need to be adjusted.
f. VDOT comments have not yet been received and will be provided separately. Additional
comments and/or conditions may be forthcoming due to the changes required.
Rev.]: as comment 1.
Rev.2: no change.
Rev.3: VDOT approval has notyet been received. Comments from VDOT have been forwarded
to the applicant. The following additional comments have been provided.
i. Please provide on the plan the county specifications for sidewalk. [DM]
ii. A road connection to the Willow Glen subdivision must be provided in this road plan as
mandated by proffer #12 of the rezoning plan approved in September of 2007. The road
must be constructed to the property line with the appropriate section. The applicant must
work with the adjacent property owner so that the construction of this connection works
horizontally and vertically.
g. The road bond amount will be computed after road plan approval.
Rev.]: no change.
Rev.2: no change.
Rev.3: No change. A road bond request and a schedule of completion must be submitted
before a bond can be calculated.
3. Please remove the future site entrances on the extension of Towncenter Drive. They are not necessary
for the road, and have not been approved on site plans.
Rev. 1: Comment not addressed. Entrances to vacant properties have been added instead. Please
explain the entrances with a future concept plan or something similar if you must keep them. They

could be approved on condition that future turn lanes, tapers, or other provisions may be necessary
based on site plans.
Rev. 2: not addressed.
Rev.3: Comment not addressed. I am not aware of any determination from the County that the
road entrances can remain. Please provide documentation that the entrances do not have to be
removed.
