Comments were provided to the applicant for the benefit of their next application (Attachment A). • February 5, 2007: Hollymead Gateway, ARB 2006 -144, Conceptual Review of a Site Development Plan. Comments were provided to the applicant for the benefit of their next application. The owner /applicant and proposal changed after this review. CONTEXT The proposed development is located on the south side of Airport Road, in the southwest corner of the intersection of Airport Road and Timberwood Boulevard. Most of the buildings along Airport Road are one and two stories, many predating the EC. Building setbacks vary greatly with some buildings close to the EC, while others have large setbacks. Building styles vary from the ultra -modern of the airport terminal, to the contemporary of Airport Office Center (intersection of Dickerson and Airport Roads, south corner), to the traditional of the 2 story office building at the entrance to Deerwood subdivision. VISIBILITY The proposed development will be highly visible from the Airport Road Entrance Corridor. The front (northeast) elevation and side (west) elevation of the building will be visible from the EC. The rear (southwest) and side (south) elevations will not be visible from the EC. Most of the parking, except for that directly behind (southwest) the building will be visible from the EC. ARB 6/2/2008 Airport Office Plaza, Final - Page -1 PROJECT DETAILS The applicant is proposing to develop the site with an L- shaped building facing the intersection of Airport Road and Timberwood Boulevard, with the majority of the required 243 parking spaces located behind (west of) the building. Vehicular access to the parking area will be from Timberwood Boulevard. The L- shaped building will consist of 3 sections with the center section 3 stories (49.73') tall. The building section to each side of the center section is 3 stories (43.35') tall stepping down to a 2 story end section with a trellis covered roof terrace. A paved plaza with a water feature is proposed directly in front of the center section, facing the intersection of Airport Road and Timberwood Boulevard. Changes to the proposal since the previous review were largely in response to comments made by the Board (see Action Letter, Attachment A). The sunshades, previously proposed on the building, have been removed from the proposal. The applicant revised the design of the plaza/fountain area and surrounding landscaping after this submission was received. Sheet C5 -1 Conceptual Plaza Landscape Plan, reflecting those changes has been received and incorporated in the Board packet. Inconsistencies with the earlier drawings, still in the packets, are outlined in this report. Comments: • Existing and proposed tree lines are not labeled on Sheet C2 Existing Conditions, Sheet C3 Conceptual Plan, and Sheet C4 Conceptual Erosion and Sediment Control Plan. • The applicant is proposing Everclear Chinese Elm trees, 3.5" cal., in planting islands along the northern edge of the proposed parking lot. These trees are proposed as EC street trees adjacent to Airport Road, as shown on Sheet C5 Conceptual Landscape Plan. The Elms are shown at a spacing of 55' on center exceeding the required 35' spacing. Flowering ornamental trees are not shown interspersed amongst the EC street trees due to the proposed parking spaces shown in between them. • Sheet C5 Conceptual Landscape Plan does not consistently show trees 40' on center along the perimeter of the parking area. • Design details, including proposed materials, colors, and dimensions, of the proposed water feature were not included. A photo of a similar water feature was included with this submission. • The proposed paint color for the pergola structure was not indicated in the architectural drawings and a sample of the color was not provided. Details, including color, of the proposed railing around the pergola, as shown on Sheet A502 Elevations, were not included with this submission. Recommendations: • Revise Sheet C2 Existing Conditions, Sheet C3 Conceptual Plan, and Sheet C -4 Conceptual Erosion and Sediment Control Plan by labeling the existing and proposed tree lines. • Revise Sheet C5 Conceptual Landscape Plan to show all proposed EC street trees at a maximum spacing of 35' on center, with flowering ornamental trees interspersed amongst them. This would require the relocation of the 4 bays of parking shown adjacent to the Airport Road right -of -way, between the proposed Everclear Chinese Elm trees. • Revise Sheet C5 Conceptual Landscape Plan to consistently show trees 40' on center along the perimeter of the entire parking area. • Provide design details, clearly indicating proposed materials, colors, and dimensions, of the water feature. Drawings provided should clearly indicate whether or not the applicant is proposing to light the water feature. • Revise the building elevations to indicate the proposed color of the pergola structure. Provide a sample of the color. Revise Sheet A502 Elevations by providing details, including color, of the proposed railing around the pergola. Issue: Drafting Errors /Omissions Comments: • Site plan sheets C3 thru C5 -1, C6, and C7 are titled "Conceptual "; however, the applicant's ARB 6/2/2008 Airport Office Plaza, Final - Page -3 submission is for a Final Review of a Site Development Plan. • The drawing date on all architectural drawings is for the year 2007. • The Photometric Plan is identified as Sheet 1 of 2; however, Sheet 2 of 2 was not included with this submission. • The maximum building height is incorrectly referenced in the site plan drawings as 54.85'. The maximum building height has been reduced to 49.7', as shown in the revised building elevations. • The plaza, fountain, and surrounding landscaping, as shown on Sheet C5 -1 Conceptual Plaza Landscape Design (received 5/12/08), does not correspond with this area as represented on Sheet C3 Conceptual Plan, Sheet C4 Conceptual Erosion and Sediment Control Plan, and Sheet C5 Conceptual Landscape Plan. • The plant list, shown on Sheet C6, is not included on Sheet C5 Conceptual Landscape Plan where the planting layout is shown, making it difficult to understand the landscape proposal. Recommendations: • Revise the title of all site plan drawings to state Final Site Plan. • Revise the drawing date on all architectural drawings to reference the year 2008. • Provide Sheet 2 of 2 of the Photometric Plan. • Revise all applicable site plan drawings to reference the correct building heights, as shown on the current set of architectural elevations. • Revise all applicable site plan drawings to correspond correctly with all the information presented in the revised drawing Conceptual Plaza Landscape Design (received 5/12/08). • Revise Sheet C5 Conceptual Landscape Plan to include the proposed plant list. Architecture Issue: Black Louvered Metal Roof Screen Comments: Sheet A404 Roof Plan shows a rooftop mechanical unit to be located near each end of the building. The footprint of each mechanical unit is 12' x 36' and is located inside of a roof screen area of 33' x 66'. Sheets A501 and A502 Elevations identify, with a faint outline, the screen as a Louver Metal Roof Screen Painted Black. Sheet A505 Section indicates the mechanical unit would be 8.5' tall; 1' taller than the surrounding screen, as shown on the drawing. This section of the mechanical unit would be clearly visible from the EC. Details of the louver metal roof screen were not provided with this submission. The proposed roof screen would be clearly visible from the EC and stand in sharp contrast with the color and style of the building architecture. EC guidelines state that accessory structures and equipment should be integrated into the overall design of the building, displaying a compatibility with the architecture. This proposal does not observe that guideline. Recommendations: Revise the building drawings to show a method of concealing EC views of the rooftop mechanical equipment that integrates the accessory structures and equipment into the overall design of the building, displaying a compatibility with the architecture. The architecture, not a rooftop screen, should conceal views of the rooftop equipment. Issue: Proposed Building Materials/Use of Alternate Materials Comments: At the previous review, the ARB requested that the applicant revise the building elevations to indicate the use of the metal panels instead of EIFS. Elevation drawings A501 and A502 continue to show the optional use of the grey metal panel (Alucobond Champagne Metallic A3000 -DXLE) or the tan EIFS (Senergy Birch #3068, Fine Finish). The drawings also propose the optional use of an off -white storefront (Kawneer Fluropon Colonial White) or a grey storefront (Kawneer Fluropon Dove Gray). The off -white storefront would ARB 6/2/2008 Airport Office Plaza, Final - Page -4 be a complimentary color with the brick and metal panel colors. Sheets A501 and A502 Elevations contain the note Manufacturer's names & products are listed as a basis of design. The products we provide are subject to change to another manufacturer with an equivalent product. ARB approval of a proposal is based upon the materials and colors as presented and approved during the review. Any change, including manufacturer's name and product ID, would require review and approval by the ARB. As previously mentioned, a site plan for this proposal has not been submitted to Current Development for review. The applicant should be aware that changes required by Current Development may require another review by the ARB. Recommendations: Revise the building elevations to show only the use of the grey metal panels (Alucobond Champagne Metallic A3000- DXLE), not the EIFS (Senergy Birch #3068, Fine Finish). Revise the elevations to show the use of the off -white storefront (Kawneer Fluropon Colonial White), not the grey storefront (Kawneer Fluropon Dove Gray). The products we provide are subject to change to another manufacturer with an equivalent product Site Development Issue: Plaza Design/Connection With Exist Sidewalk Comments: In response to comments made by the ARB at the previous review, the applicant has revised the plaza design to show a sidewalk connection between the proposed plaza and the existing sidewalk at the right - of -way. Sheet C5 -1 Conceptual Plaza Landscape Plan shows 2 ten foot wide sidewalks radiating out from the plaza in a straight connection to the existing sidewalk in front. No radius is proposed where the existing and proposed sidewalks adjoin. The 2 proposed sidewalks, with their uniform width and lack of a radius at each end, have an awkward and unresolved relationship with both the proposed plaza and the existing sidewalk at the right -of -way. Recommendations: Revise the design of the sidewalk connection, between the proposed plaza and the existing sidewalk at the right -of -way, by incorporating a design using a radius connection at both ends. The end result should be a sidewalk that provides a better transition of design between the plaza and the existing sidewalk. Issue: Plaza/Materials & Colors Comments: Details, including materials and colors, of the proposed plaza, as shown on Sheet C5 -1 Conceptual Plaza Landscape Plan, were not included with this submission. Recommendations: Revise Sheet C5 -1 Conceptual Plaza Landscape Plan to indicate all proposed materials and colors for the plaza and water feature. Provide samples of proposed materials and colors. Issue: Dumpster Enclosure/Gate Color Comments: A detail of the proposed dumpster enclosure, to be located at the west end of the parking lot, is shown on Sheet C7 Conceptual Details. The applicant is proposing the use of a masonry enclosure with a brick veneer to match the brick proposed for the building. The color of the 2 wooden gates is not indicated on the drawing. A color to blend with the brick color would be appropriate. Recommendations: Revise Sheet C7 Conceptual Details to indicate the color of the proposed gates to the dumpster enclosure; a color to blend with the brick of the enclosure is preferred. Issue: Tree Conservation Plan Checklist Comments: Sheet C7 Conceptual Details contains the required Tree Conservation Checklist; however, the list has not been signed by the owner or his representative, as required. Recommendations: Revise Sheet C7 Conceptual Details by showing the signature of the owner, or the owner's ARB 6/2/2008 Airport Office Plaza, Final - Page -5 representative, on the Tree Conservation Checklist. Issue: Tree Protection/Method Comments: Sheet C4 Conceptual Erosion and Sediment Control Plan shows the location of tree protection (TP) in the southwest corner of the site around trees designated to remain. A detail, indicating the method of tree protection proposed, was not included with this submission. Recommendations: Revise Sheet C4 Conceptual Erosion and Sediment Control Plan to include a detail of the method of tree protection proposed. Issue: Parking Lot Trees/Pole Light Locations /Conflicts Comments: A lighting photometric plan, showing pole lighting in the parking lot islands, was included in this submission. Sheet C5 Conceptual Landscape Plan does not show the location of the pole lighting in the landscape proposal. There appear to be some conflicts between the location of proposed pole lighting and proposed trees in the parking lot. Recommendations: Revise Sheet C5 Conceptual Landscape Plan to show the location of all proposed lighting, including pole lighting. Revise the pole lighting locations, as needed, to avoid conflicts with proposed trees. Add the following note to the drawing All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height, the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Issue: Lighting/Cutsheets/Notes Comments: Individual (81/2 x 11) cutsheets of the proposed lighting were included in this submission. Lighting cutsheets are to be included in the set of site plan /photometric plan drawings and not submitted as individual sheets. The cutsheets that were provided were illegible (blurred). The proposed color /finish of each fixture and pole was not indicated in the Luminaire Schedule; black or bronze is preferred. The lighting note on Sheet C 1 Cover Sheet is incorrect. Recommendations: Revise the photometric set of drawings to include a full size sheet displaying cutsheets of all proposed lighting. Make sure the cutsheets are legible. Revise the Luminaire Schedule to indicate the proposed color /finish of all fixtures and poles; black or bronze is preferred. Revise the lighting note on Sheet C 1 Cover Sheet to state Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle. Issue: Plaza Lighting Comments: The applicant is proposing the use of 4 pole lights, 14' tall, ( Tharos Light Column) in the plaza. This fixture does not meet the required full cutoff requirement. The pole /fixture assembly, along with its silver finish, has a stark appearance that is inappropriate for this setting. A more conventional style of lighting for the plaza would provide the needed transition between the modern appearance of the building and the traditional nature of the surrounding EC. Recommendations: Revise the photometric plan by eliminating the use of the Tharos Light Column proposed in the plaza. Provide an alternate light fixture that meets full cutoff requirements, in a more conventional style, providing the needed transition in style between the modern appearance of the building and the traditional nature of the EC. SUMMARY OF RECOMMENDATIONS ARB 6/2/2008 Airport Office Plaza, Final - Page -6 Staff recommends the following as the primary points of discussion: 1. The design of the proposed building. 2. The proposed method of concealing views of rooftop equipment. 3. The proposed design of the plaza. Staff offers the following comments on the preliminary site plan: 1. Revise Sheet C2 Existing Conditions, Sheet C3 Conceptual Plan, and Sheet C -4 Conceptual Erosion and Sediment Control Plan by labeling the existing and proposed tree lines. 2. Revise Sheet C5 Conceptual Landscape Plan to show all proposed EC street trees at a maximum spacing of 35' on center, with flowering ornamental trees interspersed amongst them. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise Sheets C3 Conceptual Plan and C4 Conceptual Landscape Plan to show a paved connection between the proposed plaza and existing sidewalks along Airport Road and Timberwood Boulevard. 2. Provide for review, design details (including materials and colors) of the proposed water feature. 3. Revise site and/or building drawings to show the location of proposed mechanical equipment. If it is visible from the EC, indicate the method of screening, including materials and colors. Screening should have a natural coordinated appearance with both the site and building design. 4. Revise the site plan to include details of a dumpster enclosure with a masonry construction, using the same brick approved for the building. 5. Provide a lighting photometric plan showing the location of all proposed site, building, and decorative lighting. Provide a luminaire schedule of all proposed exterior lighting. Indicate in the schedule all lighting options chosen, including fountain lights (if proposed), and the colors proposed for the fixtures and poles. ARB 6/2/2008 Airport Office Plaza, Attachment A - Page -1 6. Consider revising the application to show, at minimum, the proposed type and location of any site signage. Details of the sign can be submitted with this proposal or separately. 7. Revise Sheet C2 Existing Conditions Plan to show the existing tree line. Revise Sheets C3 Conceptual Site Plan and C4 Conceptual Landscape Plan to show all existing and proposed tree lines, including those associated with the tree save area in the southwest corner of the site. Revise both drawings to include the location and method of all required tree protection. Include a Tree Conservation Checklist with your next submission. 8. Revise Sheet C4 Conceptual Landscape Plan to include details relating to the appearance of the proposed bio- filters just east (adjacent to Timberwood Blvd) and north (adjacent to Airport Road) of the proposed building. These facilities are to be designed to provide a natural appearance, eliminating the need for screening. 9. Revise Sheet C4 Conceptual Landscape Plan to include a landscape schedule clearly indicating all species, quantities, and planting sizes proposed. 10. Revise Sheet C4 Conceptual Landscape Plan to show the existing gas easement clearly labeled. Revise the planting design to show 31/2" caliper large shade trees, 35' on center, with flowering ornamental trees interspersed amongst them, for the full length of the EC frontage. Indicate the specific species proposed. All proposed trees are to be located the necessary distance outside of the easement line to ensure that no conflicts exist. Provide additional planting width to allow for this requirement between the parking area in the northwest corner of the site and the adjacent gas easement. 11. Revise Sheet C4 Conceptual Landscape Plan to show trees 40' on center, along the perimeter of all parking areas. Provide a parking schedule demonstrating how the requirement of 1 tree (21/2" caliper min.) per 10 parking spaces was met. Revise the drawing to include additional shrubbery, interior and exterior to the parking area, to mitigate the appearance of the parking areas from the EC. 12. Revise Sheet C4 Conceptual Landscape Plan to include additional shrub plantings to integrate all site and building elements. Additional shrub plantings, in a natural pattern, should be added between the proposed building and the Timberwood and Airport Road right - of -way. 13. Revise the exterior design of the building so the ground story appears taller than the stories above, and the wall height above the third story windows appears less excessive. 14. Revise the design of the portico at the main (west) entrance to the building to be more in scale with the elevation it adjoins and the overall building. 15. Revise all building elevations to indicate the window or glass wall material proposed. If it is glass, indicate that it is clear glass. 16. Revise the elevation drawings to denote all proposed materials and colors including manufacturers product ID. Provide samples of the materials. Large size samples of the aluminum panels would be preferable. Revise the elevation drawings to indicate that the wall panels and cornice will be aluminum. Provide details of the sun shades, including materials and colors. 17. If building signage is proposed, revise the elevation drawings to indicate the location and design of the signs proposed. Detailing for the plaza at this corner intersection is very important. 20. There is a concern about the weight of the materials of the trellis at the ends of the building. 21. Provide alternate brick and mortar samples. 22. Clarify on the drawings the areas of proposed spandrel glass. 23. Revise the entrance portico to appear more massive. 24. Make the trellis heavier in appearance. 25. Regarding the sun shades, options 2 and 3 were preferred. You may submit your application for continued ARB review at your earliest convenience. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed.
