Outstanding issues that will need to be further addressed are shown in italics after the original comment from the Action Letter of February 27, 2008. Revise drawings of the CTS Operations Building (Building A) to show in more detail the proposed skylight structures on the roof. The units should have a coordinated appearance with the building design. Include proposed materials and colors. Revise the architecture of the rooftop to conceal views of the roof top mechanical equipment from the EC, or demonstrate that it will not be visible. The Architectural Review Board's motion "Revise the architecture of the rooftop to conceal views of the roof top mechanical equipment from the EC, or demonstrate that it will not be visible" has not been addressed in this submission. This was not approved at the meeting as stated in the applicant's response. 2. Provide an explanation of the following note found on Sheet AI.3 Architectural Roof Plans: Roof Plan Shows Add Alternate # Bus Canopy Roof Design By Canopy Manufacturer If an alternate roof design for the bus canopies is being proposed, provide details for review and approval. This comment has not been addressed. Revise SheetA2.4 "Bus Canopy, Exterior Elevations and Sections" by including the clouded note "Bus Canopy Alternate #2 has not been reviewed and approved by the Architectural Review Board. Use of the alternate design would require review and approval by the ARB. " 3. Revise the site plan drawings to show the proposed wall in the northwest corner of the project area, adjacent to the right -of -way. Provide cut sheets, including color, of the aluminum guardrail proposed on the top of the wall. Black is considered an approved color. Sheet S -1, Site Plan shows the proposed wall with a tree well configuration at the west end. All other drawings of the wall do not show the tree well configuration at the west end. Revise all applicable drawings to show the same layout for the proposed wall. The drawings do not indicate that the guardrail will be painted black. 4. Revise the planting design to show large shade trees, 3.5" in caliper, 35' on center, on site. If there are conflicts with existing utilities, provide the additional planting area on site to accommodate the trees. Show all existing on site utility easements. Provide details showing how the existing trees designated to remain west of the bus parking area will help to screen EC views of the bus parking area. These details should include type, size, and density of the trees. If a tree survey is conducted, existing trees may be credited towards required street trees /screening. • Some of the proposed large (frontage) street trees (ex Red Maples, Tulip Poplars, Magnolias, Sheets L3.1, L3.2) exceed the 35' on center spacing. • Existing utilities and associated easements are not shown on the planting plans. 5. Revise the lighting proposal to provide lighting levels that do not exceed the 1/2 footcandle threshold at all right -of -way lines and property lines adjoining RA or residential districts. Revise the lighting proposal to replace the W2.1 wall pack style fixture with a full cutoff style fixture. The W2.1 wall pack style fixture is still proposed. The W2.1 wall pack style fixture exceeds the 3,000 lumens threshold for a full cut off requirement. This is a zoning ordinance requirement not an ARB guideline. The ARB does not have the authority to approve this fixture. 6. Revise the lighting fixture schedule to reflect all colors proposed for light fixtures and poles. Provide a luminaire schedule that includes the proposed lighting maintenance factor (LLF) for all proposed lighting. A lighting maintenance factor of 1 should be proposed for all fixtures. Provide lighting information on the existing light pole being relocated near the site entrance from Avon Street. This should include materials, colors, and pole height. The fixture will need to meet full cutoff requirements. 0 A Lighting Maintenance Factor of 1 is not proposed for all fixtures. Please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
