(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [Personal Wireless Policy] The array and co -location does not conform to the County's Personal Wireless Policy. Pages 48 and 50 of the Policy state that antenna arrays do not comply with design guidelines, are highly visible, and are discouraged. Flush mounted antennas are desirable. Co -locations resulting in adverse visual impact are not consistent with Albemarle County's Goals (page 21 of the personal wireless policy). From a visibility perspective, this type of co - location (with arrays) should be discouraged. The applicant will have the burden of proof (Visibility not an issue). Verizon Wireless needs to clearly demonstrate that there are no adverse visual impacts with the proposed application [which will be a tough sell], and as stated above, the wireless policy clearly discourages this sort of antennae mounting (co -location and array). I will visit the site and take pictures for both the Planning Commission and Board of Supervisors for visual evidence.
