Please clarify what is existing and what is proposed as a result of this special use permit in terms of building, parking and the like. For example, the kitchen/dining and library appear to be proposed but it is not stated. Applicant provided this information. 2. Please provide more labels for the contours. Portions of this site contain areas of critical slopes. Please show these areas on the plan. Also, any construction on critical slopes will require a waiver from the Planning Commission. We suggest that this waiver be considered as part of this special use permit rather than later. Applicant is requesting a critical slopes waiver. 3. Please show setbacks for the entire property. Applicant provided this information however the concept plan shows R-1 setbacks. Staff is recommending commercial buffers and setbacks for non-residential development in RA or residential districts as outlined below: 21.7.1 Adjacent to public streets: No portion of any structure, except signs, shall be erected closer than thirty (30) feet to any public street right-of-way. No off-street parking or loading space shall be located closer than ten (10) feet to any public street right -of- way. (Amended 7-10-85; 7-8-92) 21.7.2 Adjacent to residential and rural areas districts: No portion of any structure, excluding signs, shall be located closer than fifty (50) feet to any residential or rural areas district. No off-street parking or loading space shall be located closer than twenty (20) feet to any residential or rural areas district. (Amended 7-10-85; 7-8-92) 21.7.3 Buffer zone adjacent to residential and rural areas districts: No construction activity including grading or clearing of vegetation shall occur closer than twenty (20) feet to any residential or rural areas district. Screening shall be provided as required in section 32.7.9. (Amended 9-9-92) 4. This division is deferring to the County Engineer regarding the Traffic Impact Analysis. 5. A parking study will be required. Applicant has submitted a study which has been reviewed by the Zoning Administrator. 6. Please be advised that athletic field lighting will require a waiver if Sec. 4.17 regulations cannot be met. 7. Regarding the landscape buffer, what type of trees are being used for the parking buffer? The new field proposed along the southeast part of the property does not meet the buffer requirement for recreational facilities. [Sec. 32.7.9.8.c(3)] A buffer will be required along the proposed fields that are adjacent to the southern and southeastern boundaries. This buffer should consist of a fence at a minimum as allowed in 32.7.9.8(a). Applicant has not provided requested details of the parking buffer and screening for recreational facilities. 8. Please show the parcel lines for all properties identified as part of the SP. Applicant provided this information. 9. (An issue which can be addressed with the site plan) — Staff suggests that the parcels be combined into one. 10. What is the proposed height of the structure(s)? The maximum height for any buildina within a residential district is 35 feet. Please provide a note on the plan that proposed buildings will not exceed 35 feet.
