I have reviewed all of the proposed site plans in both files. The conservation line near the northern floodplain crossing is shown incorrectly causing the appearance of disturbance. If the western conservation line were correctly shown, there would not be disturbance in that area shown on the plan. This item should be corrected. In reviewing the plans, two things become very clear. First, the conservation area with utilities and the floodplain shown on the approved rezoning plan must be looked at very carefully. The words "conservation area with utilities" in relation to the floodplain patterns, though perhaps not confusing at the time of rezoning, are now confusing. Secondly, the floodplain boundaries may have shifted since the rezoning occurred and the current boundaries are necessary on the plan. The preliminary site plan dated 3/10/08 now appears to show the conservation areas appropriately, north of Northwest Passage /Lewis and Clark. South of Northwest Passage /Lewis and Clark, I can't tell which lines are "conservation areas" and which lines represent floodplain. This is made more difficult by the fact that the Northwest Passage has shifted southward and is in a slightly different location than what was shown on the rezoning plan, making measurements difficult. However, since no disturbance is proposed in the most eastern area of either the conservation area or floodplain, it appears that the statement above has been addressed. I will note that the floodplain lines shown on the area north of Northwest Passage look to be in a different location than shown on the rezoning plan. This situation may be the result of changed floodplain boundaries that may have occurred with field delineations. I just don't know. I trust the reviewing engineer will ensure that floodplain boundaries are appropriately shown. In any case, with conservation areas with utilities correctly shown on the latest site plan dated 3/10/08, my comment above has been addressed.
