The road plans for Hollymead Meeting Street Extension, received on 1 May 2008, have been reviewed.
The plans cannot be approved as submitted and will require the following changes /corrections prior to final
approval:
A. General review comments:
1. Please provide staff with all applicable state and federal permits.
2. Please submit an amendment to the ESC plan and a SWM plan for this road extension. The road
plan will not be approved until the ESC amendment and SWM plan are approved. It seems that
combining this ESC amendment with the ESC amendment for the extension to Towncenter Dr.
would simplify things for both the applicant and the county reviewers and inspectors. The WPO
should be designed to meet all applicable proffers.
3. Please provide a letter of intent from the property owner of parcel 32 -51 to allow for the
disturbance on his/her land.
4. ACSA approval is needed for the additional fill over the sanitary sewer main and the necessary
adjustments to the existing manhole.
5. Please note on the plan the following: one datum reference for elevation, the source of topography,
the source of the survey, and the date of the topographic survey. [DM]
6. A critical slope waiver is necessary. [Proffer 7.A]
B. WPO- 2008 - 00016; Road plan review comments:
1. The full 86' ROW should be extended to the traffic circle as shown in the approved ZMA plan.
The ROW should not be metered down. [Proffer 1.13]
2. All slopes steeper than 3:1 must have low- maintenance, non - grassed groundcover. [DM]
3. Please provide adequate channels from the biofilter, SCC1, and SCC2 to Powell Creek. This work
should be coordinated with ESC amendment that is required to be submitted.
4. The county recommends, but will not require, using the SCS method to size culvert A. I feel the
rational method is not the best hydrologic calculation in estimating the peak discharge of a stream
this size.
5. Please call out a VDOT standard for all the site entrances.
6. Please provide a structure immediately uphill of the entrance at Sta. 53 +00.
7. The centerlines for the entrances at Sta. 48 +40 should be aligned. The entrance skews should be
less than 10 degrees.
8. Please show the greenway trail crossing of Meeting Street. The trail design in the approved ZMA

did not meet the required standard. It appears that the entire trail needs to be ADA accessible
including this crossing. A bridge or large culvert may be necessary to meet this requirement.
9. Please provide the latest standard county notes for General Construction and General Construction
Notes for Streets.
