I will note new review comments within the prior comments: 1. The Lead Reviewer should confirm with the County Engineer that the sound report which was submitted meets his satisfaction and shows compliance with the maximum sound levels. This is critical due to the requests to reduce the distances in Section 5.1.11. The maximum sound level allowed is based on the fact that no outdoor runs are proposed with this application. This will need to be a condition of approval. The engineer's report notes that while the existing building attenuates sound adequately, he recommends "sound reinforcement around the window if the room is used as a treatment or confinement area." This should be resolved and may need to be a condition of approval. I do not have additional information on this. The building plan does not appear to reflect sound reinforcement. 2. This use will necessitate a site plan or site plan waiver. For review of the special permit, please have the applicant submit either a proposed site plan waiver or a conceptual plan showing the building, parking, etc. It may be helpful at this time to consider what will be necessary to comply with the parking design regulations and whether any waivers will be requested. A site plan waiver was submitted and can be approved by the Commission with the SP review, subject to any required changes. A) The plan does not include any proposed landscaping and they may need to request a landscape waiver. B) The plan does not include any specification for the construction of the travelway and parking, curb and gutter and the like. It is possible that waivers of these standards may also be involved. In order to tie down the specific waivers which are necessary, the applicant may need to meet with the County Engineer and the Current Development reviewer. 3. As noted by the applicant, the ordinance would require something like 13 parking spaces. I suggest that the applicant consider how many spaces they think are necessary to serve this use in this location and submit a requested parking reduction if applicable. If the applicant chooses to request a reduction, she should submit a parking study. I have not seen a parking study to justify the proposed number of parking spaces. 4. 1 recall that the application notes that the property is served by public water and will connect to public sewer. It may be advisable to have the public sewer connection a condition of the special permit approval. The site plan waiver should reflect that this connection will be made.
