Subject: SP 2008 — 09 Animal Wellness Center
I have reviewed the plan received May 6, 2008 and offer the following comments:
1. Because a change in the entrance is proposed and because additional parking is needed for this use a site
plan is required. The applicant may choose to pursue a site plan amendment as provided for by Section
32.2.2.
2. The enhanced entrance and driveway affect critical slopes. The County Engineer should be consulted to
determine if this activity is exempt from the critical slopes provisions of the ordinance. If the activity is
not exempt the applicant should pursue a critical slopes waiver with the special use permit (reference
4.2.5).
3. No design standard has been submitted for the access of parking so it is not possible to determine if these
areas meet the requirements of the ordinance or if the applicant is pursuing a modification. Sections
4.12.15 and 4.12.17 contain the requirements for parking areas and vehicle access aisles.
4. No outside exercise area is shown (reference 5.1.11). If such an area is to be proposed is must be shown
on the plan and include appropriate fencing.
5. This site is within the jurisdictional area for water and sewer. However, it is not clear that it is connected
to these utilities. If private septic is proposed the Health Department should be contacted to insure that
the system is adequate for an animal hospital. If private well is proposed the Groundwater Manager
should be consulted to determine if a groundwater assessment is needed.
