SITE/PROJECT HISTORY
On March 17, 2008 this project was reviewed by the ARB. The action letter from that meeting is included as
Attachment A to this report.
CONTEXT
The tire center building is proposed for the eastern end of the Pantops Shopping Center parking lot. At its
closest point, the building would be located 375' from the EC. The context is that of the Pantops commercial
area, with the shopping center and its parking lot, and a predominance of freestanding commercial buildings
that exhibit standard franchise designs, surrounding on all sides. The shopping center is a brick -faced building
with some stucco detailing at the top of the wall in some locations (recessed from the front wall in some places)
and some tower elements with metal roofs.
PROJECT CHANGES
The EIFS portions of the building have been removed and replaced with brick.
Landscaping has been revised.
Recessed brick detailing has been added on the east, west and north elevations.
VISIBILITY
The proposed building is oriented at an angle to the EC, with one short side (left elevation) and one long side
(front elevation) visible from the Route 250 East Entrance Corridor. Those elevations will be visible between
the buildings that front the corridor: Shell, Hardee's, Ponderosa, Jiffy Lube, and the bank at the Rt.

250/Riverbend Drive intersection.
ANALYSIS (based on site plan sheets C1- C4 revised 4/25/08; C2.1 revised 4/21/08; PH1 printed 4/24/08,
Sheets A -1, A -2 and ARB 1 revised 4/25/08)
Issue: Blankness
Comments: The EIFS panels have been removed from the proposal and the brick wall has been extended up,
increasing the building height from 23' 6" to 25'. Soldier courses have been added at the cornice and above the
first story level. The wall area above the first story is still quite tall, but the additional brick facing and the brick
detailing results in a much better coordinated overall building. Brick panels have been added at the first story
to relieve blankness on the east elevation and at the east end of the north elevation. A parapet line is shown on
the architectural plan, but it does not correspond to the elevations.
Recommendations: Revise the architectural plan to delete the parapet line.
Issue: Landscaping
Comments: ARB comments from the last review recommended that the row of Leyland Cypress be revised
to a mix of evergreen and deciduous trees and tall shrubs of varying mature heights in an irregular layout (with
groups of three and five trees recommended). The comments also recommended the use of Green Giant
Arborvitae and Magnolia. A row of Green Giant Arborvitae and Magnolia is proposed, consisting of a group of
three Arborvitae at the center and a group of three Magnolias at both ends (total of 6 Magnolias). The trees are
proposed in a row, not in an irregular layout. The Magnolias are spaced 8' apart. Magnolias can grow 60' high
and 30' wide. The Arborvitae are spaced 4' apart. They can grow 50' high and 15' wide. The proposed spacing
of the trees is too close.
Recommendations: Revise the landscape plan to show the proposed plants on the east side of the proposed
building in an irregular layout, spaced to accommodate the trees' normal growth habits.
Issue: Tree Protection
Comments: Sheet C -3 Landscape Plan includes a tree protection note, but not a tree protection fence line.
Recommendations: Revise sheet C -3 Landscape Plan to include a tree protection fence line.
Issue: Mechanical Equipment
Comments: The elevation sheet shows an HVAC unit on the roof, well below the top of the building. The
applicant has indicated that there will be no ground- mounted equipment. The following note should be added
to the architectural and site plans: "Equipment shall not be visible from the Entrance Corridor."
Recommendations: Add the following note to the architectural and site plans: "Equipment shall not be visible
from the Entrance Corridor."
Issue: Ligthing
Comments: Cut sheets have been provided for the proposed wall fixtures, but the color is not specifically
indicated on the plan and the manufacturer indicates that the lamp can be mounted in an upward or downward
direction.
Recommendations: Revise the lighting plan to include a note in the luminaire schedule indicating that the
fixtures will have a dark bronze finish and that they will be mounted in the downward position.
Issue: Signage
Comments: A signage proposal was not included with this submission. The applicant has indicated that a
separate submission for signage will be made in the future. Given the limited visibility from the EC,

postponing the sign review is acceptable, but the applicant should note that designs for all signs will need to
meet ARB sign guidelines.
Recommendations: None.
Issue: Drafting Errors /Conflicting Information
Comments: Sheet A2 Exterior Elevations contains a box entitled "Exterior Finishes Note" that states
"proposed brick and EIFS finish colors shall match existing shopping center color scheme ". However, the
revised plan no longer proposes the use of EIFS. Also, the elevations sheet includes two "or equal -see sample"
notes that don't appear to correspond to anything on the drawing.
Recommendations: Revise sheet A2 Exterior Elevations by removing the EIFS finish color notes and the stray
"or equal -see sample" notes.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Trees proposed on the east side of the building
Staff recommends approval of a Certificate of Appropriateness, pending staff administrative approval of the
following conditions:
1. Revise the architectural plan to delete the parapet line.
2. Revise the landscape plan to show the proposed plants on the east side of the proposed building in an
irregular layout, spaced to accommodate the trees' normal growth habits.
3. Revise sheet C -3 Landscape Plan to include a tree protection fence line.
4. Add the following note to the architectural and site plans: "Equipment shall not be visible from the
Entrance Corridor."
5. Revise the lighting plan to include a note in the luminaire schedule that the fixtures will have a dark
bronze finish and that they will be mounted in the downward position.
6. Revise sheet A2 Exterior Elevations by removing the EIFS finish color notes and the stray "or equal -
see sample" notes.

Dear Mr. Keeney:
The Albemarle County Architectural Review Board, at its meeting on March 17, 2008, completed a preliminary
review of the above -noted request to construct a free - standing, one story, auto service center building in the
east end of the existing Pantops Shopping Center parking lot. The Board offered the following comments for
the benefit of the applicant's next submittal. Please note that the following comments are those that have been
identified at this time. Additional comments may be added or eliminated based on further review and changes
to the plan.
1. Revise the row of Leyland Cypress to a mix of evergreen and deciduous trees and tall shrubs of
varying mature heights in an irregular layout; groups of three and five trees are recommended. Revise
the landscape plan /plant list to correct the planting size reference and the label for the Crape Myrtles.
Include the existing and proposed utilities on the landscape plan for coordination. Resolve all
plant /utility conflicts. (Note: Mr. Missel recommended a mix of Green Giant Arborvitae and
Magnolia.)
2. Revise the architectural elevations sheet to include the proposed door color and information on the
proposed windows and overhead doors. Bronze is preferred for the windows and overhead doors, but
anodized aluminum would be acceptable.
3. Revise the building to eliminate the EIFS band and to provide decorative brick detailing that
establishes a brick cornice line at the top of the walls or significantly reduce the EIFS band and add
detail with a traditional cornice profile, or consider a sloped roof over the structure with minimal brick
detailing at the cornice.
4. Indicate all proposed ground- mounted equipment on the site plan. Indicate all rooftop equipment on
the plan and elevations. Show that all equipment will not be visible from the EC.
5. Identify the tire storage area on the site plan. Include the following note on the plan at the tire storage
area: Storage of items shall not exceed the height of these screening walls. No stored items shall be

visible from the EC.
6. Submit cut sheets for all proposed lighting for review. Identify all lighting options chosen.
7. Provide for review information on all proposed signage, including sign type, size, location, etc. (See
the ARB Checklist for Sign Review for requirements.)
8. Consider relieving the blank wall using recessed brick detailing.

checklists and schedules are available on -line at www.albemarle.org /planning.
Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on
each drawing. Please provide a memo including detailed responses indicating how each comment has been
addressed. If changes other than those requested have been made, identify those changes in the memo also.
Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval.
