The proposed landscaping is located within existing easements. The plan cannot be approved without evidence from the easement holder that the landscaping may be placed within the easement. This site is visible from the Entrance Corridor Overlay district. Approval from the Design Planner, Margaret Maliszewski, is also required prior to final approval. William D. As I mentioned earlier (see message below), the plan does not include all of the existing landscaping in the area of work, and some of the proposed planting appears to conflict with some of the utilities. I can't approve plants in the easements and it is unlikely that the Current Development reviewer will approve the amendment without resolution of these conflicts. Either the plants need to be shifted out of the easements, or documentation that the easement holders approve of the landscaping must be provided. Also, please understand that all landscaping shown on the last approved landscape plan, if not specifically shown on your proposed plan as to be removed, must remain in place. It would be best to show those existing plants on the plan for clarity and to avoid confusion later. Please note that my comments do not constitute the Current Development review for the site plan amendment. The Current Development reviewer indicated that he will forward his comments to you in the very near future. Regarding the repainting, the left side elevation indicates that P38, the darker color, is proposed for the cornice elements of the piers and that P41, the lighter color, is proposed for the upper 2 bands of the piers below the cornice. One of these bands is about 10' tall. The one below it is about 2' tall. Currently, the 2' band that runs between the piers is dark in color. Do you really want to paint the band a light color on the piers, thereby establishing a discontinuous band, or is the color mislabeled on the drawing? (It also looks like the color numbers might be reversed at the right side of the entrance, where P41 is labeled at the cornice and P38 is on the upper part of the wall. This one doesn't matter in my review since it won't be visible from the EC -- it is just FYI.) Regarding the signage, I will share your submittal with Brent and he will follow up with comments (ARB- 08 -02). Margaret From: Margaret Maliszewski Sent: Thursday, May 29, 2008 12:38 PM To: 'Jolynda Cooper' Subject: Sam's Club - ARB Jolynda, We have determined that the produce cooler addition does not need to be taken to the ARB for review because it falls just outside the ARB's area of authority. I am sorry for the confusion on this issue; it seems there has been a change in interpretation over the years. I believe the changes you've made to the proposal have made this a much abetter project, and I hope you continue to include the brick screening wall, the improved planting, and the improved chain link screening in the proposal. The minor site plan amendment is still required for the proposal. I will still need to approve the revisions to some of the planting (and to the existing chain link), and I can do that as part of the minor amendment review. The plan submitted for ARB review did not include all of the existing landscaping, and some of the proposed planting appears to conflict with some of the utilities. These conflicts will need to be resolved and the minor amendment should clarify that all of the existing landscaping is to remain unless otherwise noted on the plan. I can help coordinate this with our Current Development reviewer. ( I spoke with Brad Bodman with Dewberry this morning and updated him on the status of the ARB application.) Regarding the painting, because the painting is proposed for a portion of the building that falls within the ARB's jurisdiction, I will also need to review that part of the proposal. When we spoke on the phone yesterday, you indicated that the painting was part of the previous sign proposal that we also have under review. I checked that file and the only painting that was proposed with the sign application was the painting of the blue stripe. The architectural elevations included with the cooler submittal include the re- painting of other EIFS sections of the building. We can handle the review of the EIFS painting with the sign application, but we will need color samples for the proposed paint (other than the "honor blue "). Are the proposed colors intended to match the existing colors? I've copied below some email correspondence between Brent Nelson and Jo Chichester for reference on the sign proposal. Regarding the status of that submittal, the ARB indicated in February that they could not support the painting of the existing blue brick, and we are waiting for revised drawings to close out that application. I recommend that we attempt to resolve all the painting issues with that resubmittal. Why don't you give me a call once you've read this so we can make sure we're set to tie up all the loose ends? The original 2001 ARB approval of the canopy structure had required the current brick color. With the Board's direction, I hoped to keep this review on an administrative track as opposed to a full review by the Board. The consensus of the Board was that they could support the repainting of the canopy with SW 6811 Honorable Blue as long as the paint had the same matte finish as the sample provided. The Board does not believe that a high gloss finish on the canopy is appropriate. The Board can support the proposed signage on the side of the canopy facing the EC as long as it is non - illuminated. An earlier email from you indicated that the proposed fixture would contain a 150 watt fluorescent bulb. In addition to the ARB's position on this lighting, the County Zoning Ordinance requires that any fluorescent lighting exceeding the 3,000 lumens (or 35 watt) threshold be a full cutoff style fixture, which the one proposed does not appear to be. In order to approve this proposal, I would need for you to provide me with 2 copies of revised drawings addressing the following. • Revise the canopy signage detail on Sheet A2.1 Signage Details by removing the proposed lighting and clarifying on the drawing that the "P6" color proposed for the canopy is SW 6811 Honorable Blue in a matte finish. ARB Action Memo February 4, 2008 OTHER BUSINESS Sam's Club: Painting the brick band It was the consensus of the Architectural Review Board that they could not support painting the existing stripe of blue brick on the building facade with blue paint. Could you possibly let me know today if they want to take this part of your proposal on to the 2/19/08 meeting. As I mentioned yesterday, if you remove the building stripe from your proposal, we can go ahead and issue an administrative approval on the remaining signage proposed. Thanks, Brent Brent W.
