A note on Sheet 3 reads, "HVAC units shall be located only on flat roof sections behind sloped classroom roofs so that they are substantially screened from the Entrance Corridor. Note, the HVAC units for the gym and cafeteria addition shall be located inside the building on the mezzanine level." The note on the drawings presented at the February 4, 2008 meeting read, "HVAC units shall be located only on flat roof sections behind sloped classroom roofs so that they are not visible from the Entrance Corridor. Note, the HVAC units for the _ shall be located inside the building on the mezzanine level." I cannot approve the change in wording from "are not visible" to "are substantially screened ". Revise the note to include the original wording in the first sentence. 2. Condition #2 in our February 27, 2008 letter stated that the Willow Oaks and Sugar Maples were to be increased in size to 3 1 /2" caliper at planting. This change has not been made. In the plant list, revise the caliper size of the Willow Oaks and Sugar Maples to 3' /z" minimum at planting. 3. Areas of "transition brick" are noted in the new submittal. The transition area isn't clear in the color rendering of the architectural elevations. Please submit a copy of the black and white line drawings for better clarity. Please provide: 1. One sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. Any change in the approved design or materials will require an amendment to the plan and must be reviewed and approved by the Architectural Review Board. Please note the following: 1. This application is approved with the condition that new rooftop HVAC units shall be located on flat roof sections behind sloped classroom roofs so that they are not visible from the Entrance Corridor, and the new HVAC units for the gym and cafeteria addition shall be located inside the building on the mezzanine level. 2. Changes made to the site or architectural plans after issuance of a Certificate of Appropriateness can delay the signing of mylars and the approval of building permits. Is there anyway we can just leave it at that? The discrepancy is the number existing parking spaces: Our engineer (and the existing conditions drawing) says there are 107 existing spaces ( + 15 = 122 proposed total); And the number on the previous site plan states 112 existing spaces ( +15 =127 proposed total); So currently your letter part A) 15 new spaces is fine: Part B) stating total spaces at 127 may not be true if we are staring at with 5 fewer on site. Is the easiest solution to change your letter simply stating 15 additional spaces is adequate to serve the new 2008 -9) addition? Sorry to confuse matters. The site currently has both left and right turn lanes on route 250. The plans indicate a stoplight at the site entrance but have no additional information. There is not currently a signal at this location and it is unclear if the plan is proposing to add a signal with the renovation. Please request the applicants provide a written description of revisions with re- submissions. Market Street Charlottesville, Va 22902 RE: ARB2007 -00109 Brownsville Elementary School Addition /Renovations Tax Map 56, Parcel 17A Fax (434) 972 -4126 The Albemarle County Architectural Review Board, at its meeting on November 19, 2007, completed a preliminary review of the above -noted request to construct a 30,000 sf building addition with additional parking and expanded auto drop -off. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional continents may be added or eliminated based on further review and changes to the plan. 11. include a material/color schedule on the elevation drawings. Indicate that the proposed brick will match the existing brick. Provide material and color samples for the metal panels and classroom roofs. Provide specs on the glass proposed for the gym. Articulate the gym with brick detailing and planting to reduce the scale and mass. Consider using the canopy with articulation and detail to help break down the scale. 2. Confirm on the drawings that mechanical equipment will be concealed by the building. Include the following note on the site plan and architectural elevations: "Mechanical equipment shall not be visible from the Entrance Corridor ". Identify on the plan the new location of the shed. Provide orthogonal screening walls. Correct the grading at the retaining wall(s). 3. Correct the plans regarding the proposed new locations of existing trees, the removed trees at the back of the site, and the 2" birch to be relocated. Enhance the existing frontage planting by adding trees where gaps exist in the spacing. Provide a complete plant schedule for review. 4. Clarify the location of all existing lights to be removed, all relocated lights, and all new site and exterior building lights. Submit a photometric plan with all details for review. 5. Provide details on the proposed wall sign for review. 6. Provide two site sections: one perpendicular to the EC at the closest point of the building (the comer of the gym); one at the parking area. 7. The parking area may require additional planting and /or a reduction in spaces. 8. Move the dumpster away from the EC. 9. The applicant should explore the options for mitigation of the big box and can bring back the proposal on December 3 as a work session. Note that the concept of rotating the gym to move it back from the Entrance Corridor was discussed, but the ARB did not reach a consensus on this point. You may submit your application for continued ARB review at your earliest convenience. In consensus, the ARB indicated that the revised gym design is moving in the right direction, although more information is required on the following issues: the color of the metal; the articulation of the gable end; the location, visibility, and treatment of the dumpster; the treatment of the end of the canopy; and the amount of concrete at the corner of the gym and the drop area. You may submit your application for continued ARB review at your earliest convenience. I find that the parking study you have provided is well reasoned and you have used the most conservative number. You are within the previous ordinance parking standards but more importantly you based the increased need for parking on the number of classrooms that are being added. I believe this is the best measure of parking need. Therefore, the expansion proposed will require 15 additional parking spaces for a total required parking of 127 spaces. Final site plan comments: All comments have been addressed. B. Stormwater Management Plans The 48" manhole (Structure 22) should be sized larger because of the 42" pipe running to it. This may have an affect on the outlet structure weir dimensions. Rev]: The 12 " diameterpipe must be capsized to a 15 " minimum diameter. Also, on sheet 4, one of the raintank details still specifies a 42 "pipe. 3. The low flow orifice should specify a trash rack. Rev]: Please remove the trash rack from the invert in of'the 12 "pipe. There would be no Tray to access the trash rack for maintenance. 4. Please specify the critical durations used for the 2. 10, and 100 year routings. Revl: It appears that the critical durations are alwr rs set to the time of concentration. It appears that the actual critical durations for the 2, 10, and 100 year storm occur before 12 minutes. My calculations came to 3 min, 2 min, and I min respectively. Please specify the critical duration (duration of peak) in the calculation package. 6. The control structure information in the calculation package does not match the plans. Rev]: Control structure information has not been provided in the latest calculation package. Please provide the hydraulic dimensions and coefficients for each weir, orifice, culvert or other control structure used in the routing model, matching plans. Is the facility sized for future development? It appears that the facility could be reduced bi 113 or more and still be able to provide adequate detention and freeboard. I would double check your calculations for the WSE of'the 100 year storm; it appears to be overly high. Also, the 100 year storm does not need to pass through the facility, because detaining the 100 j storm is not required. C. Erosion and Sediment Control Plans 10. The drainage area snap going to the facility appears to be wrong in some areas. Drainage may exceed 3 acres; a basin may be necessary. Rev]: The following comments are in regards to the Sediment Basin: a. There is not enough freeboard for the principle spilhvay. Without an emergency spillway, there should be 3 feet between the principle spillway and top of dam. b. The head provided for the principle spilhvay is incorrect. The head should be measured from the principle spillway to the design highwater elevation. The head is 0.48 feet, not the 2.5 ftet specified. As a result, the principle spillway is not adequate. c. Baffle calculations are incorrect. It appears that baffles will be required. d. Orifice calculations are incorrect. It appears that the orifice should be sized at 3 "for adequate dravdown time. 12. Please provide an adequate channel analysis for the swale downstream of the facility running to the buffered stream. Revl: comments not addressed. I can find nothing included with the submittal that shows that MS -19 has been met.
