I have reviewed the plan submitted for the above -referenced proposal (Conceptual Master Plan sheet 1
of 1 dated 22 April 2008, floor plan sheet 1 of 1 dated 5/5/08, elevations sheet 1 of 1 dated 5/4/08) and
I have the following comments.
This property forms a portion of the southern boundary of the potential Crozet Historic District. As
such it forms the entrance to the historic district from the south on Crozet Avenue. The district has
been determined eligible for listing in the National Register of Historic Places, and this property is
considered a contributing resource to that district. The one-story masonry structure was constructed as
an apartment building ca. 1950. The property currently retains a residential character.
The proposal would abandon the existing entrance drive and create a new entrance nearer the southern
end of the parcel's frontage on Route 240. The construction related to the new driveway would
eliminate most, if not all, of the wooded area that exists at the eastern end of the site along Route 240,
as well as the 24" pine tree. The plan shows nine parking spaces distributed in groups of three along
the driveway. Retaining the existing drive would have less impact on the site in general and on the
wooded area in particular. Using the existing drive instead of creating a new drive is recommended in
terms of Entrance Corridor and historic district impacts. If the drive is constructed as proposed, new
planting will be required along the frontage and in the disturbed area. Entrance Corridor guidelines and
recommendations from the Crozet Historic Resources study will be considered. The planting will be
expected to maintain the residential character of the site and to screen the view of the parking from the
road.
New porches would be constructed near the southern end of the east elevation and the middle of the
western elevation. These elements are not expected to have a negative impact on the historic resource
or on the district.
