Dear Mr. Anhold:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
May 5, 2008. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
1. Revise Sheet S -2 Site Plan and Sheet L -1 Landscape Plan by labeling the entry road as Innovation Drive.
2. Revise Sheet S -3 Site Details by removing the handrail from the retaining wall detail.
3. Revise the labeling on Sheet S -2 to correctly indentify the detail for the in- ground, landscape accent lights
as Detail 04.
4. Revise Sheet L -1 Landscape Plan to show the proposed Black Gum trees at a spacing of 20' on center.
5. Provide a luminaire schedule indicating all lighting options chosen and the number of lumens emitted by
all proposed fixtures. Revise the site plan, as needed, to demonstrate that the decorative lighting proposal
meets the established Entrance Corridor Guidelines. All lighting information, including additional notes and
lighting cutsheets, is to be included in the site plan drawing documents. Add notes to the site plan to
address Decorative Lighting Guidelines b, c, d, and g list below.
Guidelines for the Use of Decorative Landscape Lighting
All outdoor light fixtures used for decorative effect:
a. Shall be compatible with the character of the EC in terms of design, use, size, color and brightness.
b. Impact only the immediate site. The effect of the illumination should not be discernible from distances
along the EC.
c. Shall be extinguished between the hours of 11 PM and dawn.
d. Shall be cutoff luminaires aimed so as not to project their output beyond the objects intended to be
illuminated; or non - cutoff luminaires equipped with shielding to meet the following criteria: "Light
distribution from all lighting installations shall be cut -off at all angles beyond those required to restrict
direct illumination to within the perimeter of the landscape feature being illuminated."
e. Shall never exceed 3000 lumens.
f. Shall achieve an incandescent effect.
g. Shall not be modified to reflect seasonal colors.
h. Shall be of a number that is compatible with the scale of the object and the development to be
illuminated, such that the light emitted will not over - illuminate or overpower the site.
i. Glare control for light fixtures used for decorative effect shall be achieved primarily through the use of
cutoff fixtures, shields and baffles, and appropriate application of mounting height, wattage, aiming
angle, fixture placement, etc.
6. Revise Sheets S -2 Site Plan and L -1 Landscape Plan by removing all grading proposed within the drip
line of existing trees that are to remain. Revise both sheets to show all proposed tree protection at the
drip line of the tree. Include the Erosion Control Plan, with a detail of the proposed tree protection, in
the next submission.
7. The elevations of the bottom of the wall, particularly at the west end, and the top of the wall should be
confirmed per drawing S -2 or amend the drawing to show approximately 9" of stone wall on the west end.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing and an ARB approval signature panel.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
