Review Comments By Patrick Lawrence June 5, 2008 The County of Albemarle Division of Zoning and Current Development will grant recommend approval of the Family Subdivision plat referred to above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [14- 302(A)4] Private easement/ private Street. Show the location of the proposed access easement/ private street to the family division lot. This comment has been sufficiently addressed. 2. [14- 303.R] Building site note. Add the building site note to the plat and show the 30,000 square foot building site. The format for the building site note is as follows: "Parcel [letter or number] and the residue of Tax Map /Parcel [numbers] each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance." This comment has been sufficiently addressed. 3. [14- 303.N] Add the statement pertaining to private streets: "The streets in this subdivision may not meet the standards for acceptance into the secondary system of highways and will not meet the standards for acceptance into the secondary system of state highways and will not be maintained by the Virginia Department of Transportation or the County of Albemarle." This comment has been sufficiently addressed. 4. [14- 303.S] Control Points. Provide at least four (4) control points, evenly distributed across the property and located at survey property corners, and shown on each sheet depicting the property. At the option of the subdivider, the control points may be shown on a copy of the final plat, rather than on the original final. This comment has been sufficiently addressed. [You may wish to move the coordinate to clear the bearing and distance chart.] 5. [14 -211 and 212(A)] Provide proof or verification of family division. A copy of an affidavit, deed, letter from Attorney stating: the grantee, grantor and their relationship; and certifying this is a Family Division in their accordance with section 14- 208 and related provisions of the Albemarle County Code. [Urgent see below] This comment has not been sufficiently addressed. Until this requirement is completed, this division cannot be approved. 6. [14- 212(B) x04 -316] Provide evidence of VDOT approval of an entrance onto a public street. Kindly have an email sent to my email address verifying that VDOT has been to the site and has granted new entrance approval. This comment has been sufficiently addressed. 7. [14-308.1] Groundwater assessment is required for lots less than 21 acres. Please contact the Groundwater Manager for the required groundwater fee amount. This comment has been sufficiently addressed. 8. [14 -309] Provide a soils report done by a registered soils scientist for lots less than 5 acres. The soils report will be forwarded along with a transmittal letter to the health department. Final plat approval is dependent on Health Department approval of private well and septic systems. This comment has not been sufficiently addressed. 9. [14 -402] Lot Shape. Each lot within a subdivision shall be of a shape which provides a satisfactory and desirable building site, and shall otherwise be at least the minimum lot width allowed by the applicable provisions of the zoning ordinance. No lot shall contain peculiarly shaped elongations designed solely to provide the required square footage of area or frontage on a street. Lot width of a lot with an internal private road is 150'. Please show the unbuildable area within the lot where the 150' lot width is not achieved. This comment has been sufficiently addressed.
