Subject: SP 2008 -29 South Plains Presbyterian Church
I have reviewed the above referenced application and offer the following comments:
1. Following approval of the Special Use Permit a site plan will have to be submitted for review and approval.
2. No grading is shown on the concept plan. It appears likely that critical slopes will be disturbed. A
modification request to allow critical slopes should be processed with this Special Use Permit application.
3. To achieve a 5% grade in the proposed phase 2 parking area it would appear that significant grading will be
necessary. (Existing slope is approximately 9%.) It should be established with the Special Use Permit
review if the area shown for proposed parking is the area for the parking or the limit of activity to support the
parking; i.e. grading and landscaping.
4. No area for stormwater management is shown. This will likely disturb additional areas of the site.
5. This property is located on an entrance corridor and within a historic district. These factors make placement
of personal wireless service facilities difficult. The applicant may want to consult with service providers to
determine if the proposed structure can be used to house a facility. This may result in changes to the design
of the building that should be considered during this review.
