Subject: S.P. 2008-25 Earlysville Service Center Relocation
I wish to echo comments made by Glenn Brooks', County Engineer. This plan lacks sufficient
information to fully understand and review the proposal. I am assuming that the plan submitted is a
concept plan for the special permit application and that a full blown site plan will follow prior to
construction.
A certified engineer's report addressing the performance standards of Section 4.14 is required for this
use. This report should be submitted in time for staff to review it with this special permit.
Please consult with the County Fire/Rescue office to determine whether there are any standards and
permits necessary for storage of certain fluids such as gasoline. This may be a relevant condition of
approval.
Please revise the plan to include among other things (see Glenn's comments):
1. Clearly and accurately show the zoning line and list the zoning districts. It is not clear on the
current plan.
2. Notes as to what will happen to the existing garage. The written application says the old
garage will be restored. How will it be used? (Incidentally, this should also be made a
condition of this SP approval.)
3. Show the existing septic fields and tanks serving the residence and garage (if it will remain).
County View shows no dwellings on this property.
4. Show access roads and entrances.
5. Show the full primary and reserve septic field for the proposed garage.
6. Show landscape screening in the buffer area per Section 32.7.9.8. Submittal of a conservation
plan as part of the site plan and WPO plan may be necessary for tree protection.
7. List the number of service bays and the required parking based on that number.
8. Show or note any provisions for spill containment. Please note if any State or Federal permits
are necessary.
➢ As is our policy for non-residential development in the Rural Areas, we suggest the
imposition of commercial buffers and setbacks. This may be an appropriate condition
of approval.
➢ The standard condition limiting lighting in the Rural Areas may also be an appropriate
condition of approval.
➢ Conditions limiting the number of service bays, any outdoor repair or storage and the
number of vehicles associated with the use are common for this type of use. I suggest
that the number of vehicles associated with the use take into consideration the owner's
personal vehicles because it is almost impossible for Zoning staff to distinguish those
from customer cars.
