The proposed plan appears to meet portions of proffers 7 and 8 from ZMA200100007. Several of the proposed improvements from "Exhibit F: Short Term Route 29 Transportation Improvements" are not being shown, namely items number 4 and 11. Items in the County must be shown when the first site plan for Albemarle Place is submitted. Items in the City must be submitted to the City for review within 60 days of the site plan being submitted to the County. 2. Item number 6 from "Exhibit F: Short Term Route 29 Transportation Improvements" is not shown per the ZMA on the road plans. The median is not shown extending 50' west of Swanson Drive. 3. Item number 9 from "Exhibit F: Short Term Route 29 Transportation Improvements" is not shown per the ZMA on the road plans. The left turn lane from southbound 29 into the post office is not shown. Item 7 should only be provided if the turn lane into the post office is not allowed. 4. All proposed on -site easements and right -of -way dedications must be approved and recorded prior to plan approval. 5. All required off -site easements and right -of -way dedications must be approved and recorded prior to plan approval. 6. All existing easements (access, drainage, sight, sanitary easements, etc.) with deed book references, locations and dimensions are required on the plans. 7. All proposed slopes steeper than 3:1 require low maintenance (not grass) ground cover specified on the plans. 8. All proposed permanent easements must be dimensioned and labeled on the plans. 9. Please show all necessary guardrail on the plans. 10. VDOT approval is required for all work shown within existing and proposed VDOT right -of -way. Copies of the plans have been submitted to VDOT for review. 11. The County may require that the road plans or improvements be bonded or constructed prior to the issuance of any certificates of occupancy. B. Erosion Control Plans 12. An adequate ESC narrative is required. 13. Proposed grading is shown outside the limits of disturbance. It appears you are simply showing the proposed grading from the approved Rough Grading Plans? Please clarify. The plans may work if the proposed rough grading plan has been implemented. If the proposed ESC plans are dependent on the rough grading plans, the plans may not be able to be approved until the rough grading plans are complete. The proposed ESC plans for the road improvements should be coordinated with the ESC plans for Rough Grading. 14. Please provide protection for all stages of construction. Proposed grading is shown outside of perimeter control and of the limits of disturbance. Albemarle County Community Development Engineering Review Comments Page 2 of 2 15. No erosion control measures can be shown in the way of construction access or grading. 16. Please show the dust control (DC), temporary stabilization (TS), and permanent stabilization (TS) symbols on the plans. 17. The plans required a construction entrance(s) (CE), stockpile locations (if necessary), and staging and parking areas. 18. Adequate channels (MS -19) are required to be provided at each outfall. 19. The ESC plans must be approved by the agent (Director of Planning) as a rough grading plan if approved prior to the approval of a final site plan for Albemarle Place. 20. An ESC bond will be computed by the County once the plans have been approved.
