Albemarle Place Road Improvements to Route 29 and Hydraulic Road
Phil,
We have reviewed the road plan for the above site plan and have the following comments:
General Comments:
• During the re- zoning for Albemarle Place, VDOT continually stated that the proposed Cedar Hill Road
connection to route 29 would have to be right in/ right out and the proffers for this development indicate that
VDOT may not allow a full access intersection at this location in exhibit F, item #7. Under the new Access
Management Regulations this full access intersection and proposed signal does not meet the minimum spacing
requirements and needs to be re- designed as a partial access intersection. The extension of the dual left turn
lanes on route 29 north at Greenbriar Road need to be added to the plan as they were proffered in item #7 in
exhibit F.
• All pavement widening needs to be shown in accordance with VDOT's WP -2 standard for the Road and
Bridge Standards. Typical sections, overlay sections, and plan view drawings will need to be revised to show the
proper widening.
• The clear zone on Route 29 is 20 to 22 feet and Hydraulic Road is 14 to 16 feet according to VDOT's
Road Design Manual for areas which are 6:1 foreslopes and flatter. Any slopes greater than 6:1 will require
additional clear zone. The proposed right of way must include the clear zone to ensure the safety of the road. All
fixed objects within the clear zone should be relocated outside the clear zone. Any object that cannot be
relocated outside the clear zone will need to have an adequate barrier designed in accordance with AASHTO's
Roadside Design Guide.
• All connections to Route 29 and Hydraulic Road need to show entrance profiles in accordance with
VDOT's CG -11 standard.
Assumed CBR values should be 5.
Sheet 31:
• The receiving lanes for the dual left turns from Route 29 north to Hydraulic Road need to be a minimum
of 30 feet in accordance with figure C -1 -2 of the VDOT Road Design Manual.
Sheet 32:
The proposed retaining wall is within the clear zone of the road.
Remove existing median drop inlet no.8. It appears that it is no longer functioning as originally
designed.

• Remove the 15" RCP pipe stub under the median area.
• Eliminate proposed inlet no.D2B.
• Fill in the existing 15" RCP storm drain under Rte. 29 at station 99 +50 SBL.
• Eliminate proposed manholes D2, D3, D313, and D4.
• Fill in the existing 15" RCP storm drain from ex. 9 to ex. 11 and remove the existing inlets.
• Provide a new storm drain from D2A to NA.
• The storm drain from NA to D5A may be eliminated as an option, if a new outfall to the existing storm
water basin is chosen.
• Connect all median underdrains to inlets as appropriate.
Sheet 33:
• Move the sanitary manhole out of the proposed pavement on the north side of the fill area.
• Provide a new storm drain from NA to D5A unless the option for another outfall is chosen.
• Eliminate proposed manholes D5 and D6.
• Fill in the existing storm drain from ex.11 to ex. 12 and remove existing inlets.
• Provide a new storm drain from D5A to D6A.
• Add manhole D513 to the 30 "RCP outfall.
• Connect all median underdrains to inlets as appropriate.
Sheet 34:
• Remove existing median drop inlet no.10. It appears that it is no longer functioning as originally
designed.
• Fill in the existing 15" RCP storm drain under Rte. 29 at station 113 +75 SBL.
• Eliminate proposed manholes D7, D8, D9, D10 and D11.
• Fill in the existing 15" RCP storm drain from ex. 41 to ex. 44 and remove the existing inlets.
• Provide a new storm drain from D8A to D11 A.
• Connect all median underdrains to inlets as appropriate.

• The retaining walls around the utility poles at station 121 +50, 124 +50 and 127 +00 are within the clear
zone of Route 29.
Relocate proposed manhole D12 out of the pavement area.
Provide new storm drain from D1 2A to D16.
Relocate D16 out of the C &G and into the sidewalk area.
Sheet 37:
• The left turn from Hydraulic to Swanson Dr is to be eliminated and the raised median needs to be
extended until 50 feet west of Swanson Dr. in accordance with proffer exhibit F #6.
• The minimum raised median width is 4 feet according to The Road Design Manual 2E -15. The raised
median along the left turn lane does not meet the minimum width. Place the proposed median so that all lanes on
Hydraulic Road are 11 feet and make the median 4 feet.
• A capacity analysis for the proposed dual left turn lanes must be completed to determine the adequate
storage lengths. The minimum taper length is 400 feet. A straight line taper will most likely not work because of
the existing curvature of Hydraulic Road.
• The design speed of Hydraulic Road is 40 mph and the clear zone is 14 to 16 feet assuming relatively
flat areas outside the clear zone. The proposed right of way must be set to include the clear zone. If the
proposed ROW is set 1 foot behind the sidewalk it should accommodate the clear zone.
Eliminate proposed manhole D13 and connect existing storm drain to D1 3A.
Check elevation at top of D1 3A.
Sheet 38:
• Cedar Hill Road is proposed to be a state maintained road. The minimum lane width according to the
GS -8 standard is 11 feet.
Relocate D14 upgrade to move out of right wheel track.
Adequate right of way must be included around the proposed signal poles for proper maintenance.
Sheets 40 and 41:
All pavement widening must be in accordance with VDOT Standard WP -2.
Show the clear zone and proposed right of way on all typical sections.
For design speeds of 45 mph and higher, standard mountable curb, CG -7, must be used.
• The utility patching should be removed. Open cutting of Route 29 for the installation of the waterline will
not be permitted.
It appears that the mill wedge fill paving section is applied to modify the crown of Hydraulic Road and

provide adequate runoff with the installation of the raised median. However, it is not clear and the crown break
should be shown in relation to the proposed median for figure 3/14 on sheet 41.
Sheet 53:
Structure D -1 does not appear to include off site CA values.
Total flow in system should be listed under Q column for D -1 to D -132.
Provide left and right flows coming to sag inlets and compute approach spreads on a 0.001 ft. /ft. slope.
Sheets 56 through 60:
• Pavement widening in accordance with WP -2 should be properly shown on the plan view for milling and
paving of the adjacent lanes to the pavement widening.
• Open cutting for waterline installation will not be permitted. The milling and overlay portions for the
utility patching should be removed from the plan.
Sheets 61 through 71:
• The amount of traffic on Route 29 will require a concrete traffic barrier for the closure of the lane along
the work zone. The work zone needs to be set up in accordance with The Virginia Work Area Protection Manual
sections 6G.12 and 13 and figure TTC -16.0.
• The widening work on Hydraulic Road should be phased prior to the median work to allow more room
for the construction of the median, traffic, and traffic control devices.
• Phase II — All waterline installations will need to be bored pushed or jacked in accordance with Virginia
Administrative Code 24VAC 30- 150 -820. Lane closures in the middle of Route 29 will not be permitted for this
work.
Please ask the applicant to submit a list of plan revisions along with the revised plan.
