HomeMy WebLinkAboutSUB200800164 Review Comments No Submittal Type Selected 2008-07-28OF ALg� County of Albemarle Department of Community Development MEMORANDUM To: Jens Clausen (via email clausen @farmandestate -com) From: Megan Yaniglos, Senior Planner Division: Zoning and Current Development Date: July 28, 2008 Subject: JT Clausen- 2- lot subdivision (SUB2008 -164) The Planner for the Zoning & Current Development Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [14 -302 (A)(10)]Right of further division of proposed lots. Revise division rights note to read: "Parcel 2B is assigned three development rights and may be further divided and when further divided these rights shall not comprise more than X acres. The residue of Tax Map 84 Parcel 27A (Parcel 2A) is retaining four development rights and when further divided it shall not consist of more than X acres. These development rights must be used in the location of the original lots 2, 3, 4 and 10." 2. [14 -303 (N)] Statement pertaining to private streets. Provide the following note on the plat: "The streets in this subdivision may not meet the standards for acceptance into the secondary system of state highways and will not be maintained by the Virginia Department of Transportation or the County of Albemarle." 3. [14- 303(0)] Signature panels. Clear all signature panels of previous signatures. New signatures will be required once all revisions have been made. 4. [14 -303 (P)] Notary panels. Clear all notary panels of previous signatures and dates. The plat will need to be notarized again once all revisions have been made. 5. [14 -303 (Q)] Water supply. Provide a statement as to whether the subdivision will be served by a public water supply and a public sewer system. If the property is not within the service authority jurisdictional area, provide the following statement on the plat: "Under current county policy, public water and /or sewer service will not be available to this property." 6. [14 -303 (R)] Parent parcel access. Provide the following statement on the plat: "All subsequent divisions of the residue shall use the point of access or entrance from the access shown hereon." 7. [14 -309; 14 -310] Soil evaluations. Health director approval of individual private wells and /or septic systems. Individual private wells and septic systems. Provide the results of percolation tests or other methods of soil evaluation used to determine the suitability of the soil for septic systems with conventional drain fields, so that the agent can then forward them onto the health department for review and approval. 8. [14 -316] Approval of entrance on public streets. All entrances onto a public street shall comply with Virginia Department of Transportation (VDOT) standards and be approved by VDOT. Please provide a letter stating such compliance and approval. 9. [14 -317] Instrument evidencing maintenance of certain improvements. Provide a private street maintenance agreement for review and approval from county attorney. A template is attached. 10. [14 -404] Lot location to allow access from lot onto street or shared driveway. The existing entrance must be close before the plat is signed. Remove the joint use driveway entrance note. The following is what will be required for entrance closure: The work required for a permanent closure of an entrance to a state road will depend on the features of the state road. For a curb and gutter design, we require that the radial curb returns are removed, the pavement for the entrance is removed and that curb and gutter is replaced to maintain the flow line of the gutter pan. The area behind the curbing will need to be graded to provide a consistent typical section of the existing road where the entrance was located. To remove an entrance from a road with a shoulder design, the pavement will need to be removed from the paved shoulder line of the existing road to at least the ROW line, the entrance pipe would be removed, and the ditch line will need to be graded to match the typical section on either side of the entrance where the pipe has been removed from.
