As a courtesy, I am providing you the comments that were available at this time ahead of schedule, as I will be out of the office next week and thought that you may need some additional time to begin working on the requests for additional information. Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. Additional information is required for staff to complete a review this application. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Once you have all of the comments, please consult the attached schedule for resubmittal of applications. Show area on plan that is to be included in this Special Use Permit (SP); provide size of that area. 2. Remove all notes of future applications that are not part of this application, including (but not limited to, as aoppropriate) Portion of property described as "Future Horse Farm"; If the existing house on the "Future Horse Farm" is to be outside the SP limit, the note that it is to be demolished should be removed; Potential future lots line notes. 3. Show parcel TMP 94-21N1. 4. Show existing well/s on plan. 5. Describe process for the recycling operation, including but not limited to 6. Provide height /capacity for water tank. 7. Provide information regarding why water will be needed for the operation. 8. Explain where water to be stored will be generated. 9. Explain how estimated amount of water to be needed was derived. 10. If wells to serve the operation are outside the boundary of the SP, they should be shown on plan. 11. Show existing conditions on property, including limits of stream and stream buffer. 12. Show area to be paved for processing and stockpile; provide data regarding impervious/non-impervious surface, including paving material, within the limits of the property and within the limits of the SP. 13. Address the impacts this operation would have on the character of the district and the surrounding residential/agricultural area. 14. The impact on existing farms and residential uses (the by -right uses in the district) have not been addressed. 15. Explain further wood biofuel, including materials and equipment used in the production, storage, transport and sale. 16. Noise levels for all the equipment to be used, including truck noise, has not been sufficiently addressed 17. A certified engineer's report will be required. 18. Details of the odor, potential fire/explosion, groundwater contamination should be described and addressed. 19. Show zoning on plan. 20. Provide details regarding vehicles, equipment to be repaired, disposal of hazardous materials, area where vehicles and/or equipment will wait for repair; include information regarding the link of the repair operation and the wood chipping operation. 21. Provide the height of the office/garage/shop, as "double -height" is not clear. 22. Provide details of the disposal of waste materials, including their transportation 23. Provide explanation regarding the types, use, and storage of chemicals used in this process. 24. According to the application (page 3 of 5, What additional regulations provided in Section 5.0 of the Zoning Ordinance apply to this use), only the sawing, planning, chipping or operation of other processing machinery shall occur between 7:00 P.M. and 7:00 A.M. and no loading / unloading of wood/wood products shall occur between 12:00 midnight and 7:00 AM. Later in the application (page 4 of 5 Describe your request in detail and include all pertinent information such as the number of persons involved in the use, operating hours, and any unique features of the use), the hours of operation are specified as "expected" Monday through Friday, 7:00 A.M. to 5:00 P.M. and on Saturday between 7:00 A.M. and 1:00 P.M. Is my understanding of this accurate: the wood chippers, etc. will be grinding from Are these the open for customers hours and the other is essentially a 24-hour / 7 -day operation for the delivery and making of the product? Also, explain how the site is to be lighted. General comment: The zoning ordinance provides minimum requirements for lighting, noise, setbacks, etc. In order to reduce to an acceptable level the impacts created by operation on the area, it is doubtful that meeting minimum requirements will be sufficient. I hope that you will reconsider having a work session by the Planning Commission so that you would be able to discuss this proposal prior to incurring additional expenatures.
