The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following
comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
1. [14-203] Application type. Per 14-212.113, the proposed plat does not qualify as a BLA. The plat will be reviewed
instead as a final plat. The difference in fees will be required. Planning or Application Services will provide more
information.
2. [Comment] Project ID. Remove the "SUB202300029" label from the title block on all sheets. That is the project ID
for the road plan. The project ID for this application is SUB202300063. Providing the project ID on the plat is not a
requirement for final plat approval. Therefore this information can be revised or removed depending on the
applicant's preference.
3. [14-302(A)(4-5)] Easements.
a. Per Sec. 20C.11.A.3, provide an easement to the County over the area designated as natural area on the
final site plan. The easement should be identified as a public access easement.
b. Identify the "new variable width access easement" over the intended vehicular travelway as a public
easement.
4. [14-302(A)(14)] Land to be dedicated. Revise the language on New Parcel 45-101B to state that the parcel is
"dedicated for public use".
5. [14-302(B)(8)] Yards. Provide the location of all required yards. This information may be shown graphically or
described in a note on the plat.
6. [14-303(A)] Statement of consent. Revise the statement of consent language to read: "...following described land, as
shown.. ".
7. [14-303(H)] Monument. Provide a monument between curves C1 and C2.
8. [14-312] Existing buildings. Locate and label existing buildings in accordance with 14-312.

9. [Comment] Reminder that revised plats must include the original date of drawing and the revision date(s) of each
subsequent version of the plat.
OTHER SRC REVIEWERS
Albemarle County Engineering Services (Engineer)

1. Sheet 1, Note 3: Provide date of current field run survey, and LS who performed survey.
2. Sheet 3, Detail 2: It appears curves C1, C2, require an endpoint to fully define these two curves. 3.09' appears to
be a tie that does not include Cl; pls. check /provide additional curve endpoint, as needed.
3. Provide graphic endpoints for all curve -line segments; for example: C6, C5, 41.06', 41.04% 57.89', 40.20', CB, L5,
C7; L39, C16, L38; L40, C17, L41. Each segment or curve should have discrete endpoints, unless clearly obvious.
See sheet 4, for examples: large bullet endpoints (•).
4. Sheet 4: It is unclear why C9 and C18 are not the same length; ref. curve table sheet 1, especially since C18, which
is longer (and is portion of temporary turnaround) would extend (as C18 does, as it continues) outside the new
variable width access easement. Reviewer assumes C9 is tangent to 218.70' (variable width access easement) line
segment.
5. Sheet 3: Provide inset detail for 1_11, L12; scale: 1" =10'.
6. Please ensure L31 label displays on the plat (perhaps label is overlooked).
7. Note: Once plat review comments are addressed, Engineering will format SWM and public drainage easement
deeds to be recorded with the BLA plat. A SWM Maintenance Agreement must be recorded prior to BLA plat
recordation, since the Agreement is referenced by the SWM deed recorded with the BLA plat.
8. Recommend revise box text ('SUB202300029') on each sheet to read SUB202300063, instead.

Albemarle County Parks & Recreation (ACPR)

1. ACPR acknowledges the proposed new TMP 04500-00-00-101BO consisting of 0.43 acres of civic space (linear
park) in the rear portion of the subject property to be dedicated to Albemarle County for public use.
2. ACPR acknowledges the "new variable width access easement" as noted on Sheet 4 Detail 3 within TMP 04500-
00-00-10100 by connecting from Local Street A variable width public right-of-way dedicated to public use to the

new TMP 04500-00-00-101BO dedicated to Albemarle County for public use (which includes approximately 325
linear feet of 10' wide Class -A Type 2 low maintenance shared use path).
3. ACPR recommends adding "public" to the new variable width access easement across new TMP 04500-00-00-
10100, to be labeled as "new variable width public access easement" This minor revision will help clarify that this
new easement will provide public access to and from Local Street A public right-of-way to TMP 04500-00-00-
101B0 dedicated to Albemarle County for public use.
4. ACPR staff requests a meeting with the applicants/developers regarding the proposed civic area; ACPR will not
recommend acceptance of the dedication of the new TMP 04500-00-00-101BO without interactive collaboration
to discuss the design of the proposed civic space and related recreation amenities. ACPR recommends this meeting
happen concurrent with the review of the final site plan for this project.
In accordance with the provisions of Z.O. 14-229 of the County Code, if the applicant fails to submit a revised plat to
address all of the requirements within six (6) months after the date of this letter, the application shall be deemed to have
been voluntarily withdrawn by the applicant

Re: SUB-2023-00063 - 664 Rio Road West — Preliminary Plat
Dear Ms. Gleason:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plat as submitted by Old Dominion Map Company,
dated 27 April 2023, and find the following:
1. Approved road plans are required prior to final plat approval.
2. Dedicated right of way should be a minimum F behind the proposed sidewalk along
public roads.
3. Please provide a comment response letter with each submission.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
